INTRODUCTION This bulletin presents a series of crime justice and security (CJS) statistics for the period 2013 to Q The data used in the compilation are from the following CJS sources: Police Department, Employment Department, Judiciary, Employment Tribunal, Family Tribunal, Prison Department, Probation Services and Seychelles Revenue Commission (SRC). However, the period of reporting varies as can be seen in the respective tables. A: POLICE Information from the Seychelles Police relates to the number of police cases by crime category. These are namely Police Generated cases which result from police surveillance and Reactive cases the latter of which relates to the police responding to public calls for help. B: JUDICIARY From the Seychelles Judiciary, the data is from the Court of Appeal, Supreme Court and Magistrates Court. Numbers relate to cases disaggregated by type of cases received, by court type and number of criminal cases completed. Enforcement mechanisms. The department handles grievances through mediation which is the starting point for all grievances. If a case is not settled through the mediation process it is pushed to the Prosecution & Enforcement Unit and individuals who fail to settle their cases are given certificates to register their cases with the Employment Tribunal within 30 days. The reported include numbers of cases received and handled by both the Mediation and Prosecution & Enforcement sections. They also include numbers of people involved by sex. D: TRIBUNALS Tribunal cases refer to the number of cases received by the Employment Tribunal and Family Tribunal. The latter provides information on cases which relate to the number of Children Act cases and Family Violence cases. E: PROBATION The Probation Services data includes number of clients referred by Court, Family Tribunal, Non-Court 1 referrals, as well as cases considered as Other referrals which consists among others, of cases relating to homelessness and drug addicts. C: EMPLOYMENT DEPARTMENT The Employment Department deals with workers grievances through the Mediation and Prosecution & 1 Non-Court referrals constitute cases where applicants refer themselves (or cases) to the Probation Department of their own free will.
3 F: PRISONS Seychelles prisons data includes number of receptions distributed by age group, sex, crime type and status of incarceration (on remand or convicted). It also includes the number of prisoners held as at the last date of each quarter, as well as offending history of convicted prisoners. G: SRC Cases at SRC begin from the time companies or sole traders lodge their returns at SRC. The audit section then raises an assessment based on the return and sends out reminders for tax payments. If a company or sole trader fails to make payment, the case is referred to Enforcement, and from there it goes to the Recovery unit. Recovery procedures include field work, interviews and sending out Final Notices. If there is still no payment, the case goes to prosecution, and if negotiation fails, a Notice of Intention to Prosecute is issued and thereafter the case moves to court.

CONCEPTS, SOURCES AND METHODS The Crime Justice and Security Statistics comprise of administrative data from the following: stakeholders Police Department, Employment Department, Judiciary, Employment Tribunal, Family Tribunal, Probation Services, the Prison Department and the Seychelles Revenue Commission (SRC). Departments compile and submit to NBS reports on a monthly basis. Computerization of data capture processes has been emphasized for ease of compilation and to improve on the quality of data. Over 50% of the stakeholders have computerized data capture and others are still using manual registers. The NBS takes into account the number of criminal cases registered and cases handled to conclusion by the different stakeholders. In its endeavour to strengthen and assist in the development of the NSS, the NBS is supporting and encouraging departments to produce age and sex disaggregated data. 4.
