1 Tampa Bay Library Consortium Plan of Service Helping libraries innovate and transform Floridians lives Planning Context This Annual Plan of Service for TBLC s fiscal year is based on its Strategic Plan that was developed through visioning sessions with the membership, staff and board in 2012 and was approved by the TBLC Board on April 16, The plan elements have been enhanced here with plans for new services and programs that have been identified and approved by the TBLC board since the original plan s approval. TBLC will conduct a planning process in the coming year. TBLC Culture and Outlook TBLC is an innovative, forward-looking organization made up of people dedicated to building relationships with the libraries in our region based on mutual respect, support and encouragement. We are open-minded and present; always willing to learn more and explore new things - looking for information, trends and applications that can expand on and encourage new directions and opinions in our libraries. We are proud of the things our libraries are doing and share those with anyone who will listen, while we are also sharing trends in the national library community with our libraries. The answer is yes, tell me more. We are willing to take risks and try new things and are equally willing to admit when we fail and tweak what we have done. We are graphic learners, embracing new visual information methods, image-aware and virtually present and focused. We are relationship and partnership focused - we treat others as our friend or family-member - looking for the next connection that can benefit TBLC and our libraries. Vision Provide services that push the edge of innovation, help libraries and library staff provide services that transform Floridian s lives, and a build up the library brand. Mission TBLC is a community of libraries and the people who work in them committed to collaboration and bettering Floridians lives through continuously improving library services. TBLC supports this community s success by providing essential services, connecting staff through active engagement, and creating an environment of continuous learning and innovation.

2 Roles TBLC plays many roles for member libraries and the Florida library community: Leader - Provides leadership for libraries and the library community. Collaboration & Cooperation Promoter Encourages libraries to join together to offer collaborative services, and promotes cooperation and resource sharing. Trainer & Educator Provides innovative training and continuing education to help insure that Floridians are served by highly skilled and motivated staff. Convener, Facilitator & Catalyst - Provides a forum and convenes and facilitates idea exchange, issue development, and linking people, information, and technology. Trend Spotter Helps libraries become aware of and take advantage of important trends in the rapidly changing world of libraries, information, and technology. Technology Innovator Always on the look-out for new, useful technologies and aggressively integrates them into its services, modeling them for libraries and staff. Marketer & Promoter Aggressively markets its services, helps libraries market theirs, and promotes the library brand. Trusted Agent Provides statewide services and assists libraries with group discounts, purchasing, and licensing of resources, technology, products and services. Advocate Advocates for all types of libraries and informs libraries of legislative and public policy issues. THE PLAN Goals, Strategies, Activities & Measures I. Membership TBLC has a strong connected and engaged membership and an effective board that is actively involved in decision making and setting its direction. TBLC thrives as a responsive organization with a robust membership. - TBLC has 125 member libraries with 2,503 staff and serve 6,851,793 Floridians (35%) TBLC has an effective and engaged governing board. TBLC stays connected and engaged with member libraries and staff and continuously builds and re-energizes relationships. In TBLC will engage with member library staff to re-create special interest groups based around communities of interest like Outreach, Technical Services, Reference and Public Services, and Teen and Youth Services. TBLC will offer Technology Sandbox sessions on drones, wearables, circuits, and virtual reality. It will continue its very popular Library Maker Fest, paraprofessional workshop, and Moving On Up, a career skills event. II. Programs & Services TBLC provides essential state-of-the-art services to member libraries and libraries statewide and that enable them to better serve their customers. Training Library staff have the current knowledge and skills necessary to provide the best possible service to their constituents and organizations. - Assess CE needs continuously & Workshop evaluations 2

3 - Administer the Florida Library Webinars statewide continuing education program in partnership with the State Library of Florida. The service is part of the Florida Electronic Library. - Service began October 1, 2012 and during Florida library staff used 629 opportunities (live and recorded) 27,629 times. - Provide a regional continuing education and training program. In faceto-face and 47 online sessions were used by 721 participants and on demand videos had 5,896 views. 72 in-person outreach sessions were held for 1,318 participants for a total of 146 sessions and 7,935 participants. - Starting in 2013 development of an on demand training and continuing education webinar and recorded video clearinghouse will be a priority. Web sessions will be recorded for on-demand use and on demand only and video sessions will be created. This initiative is no longer considered valuable. Florida Library Ground Delivery Service Provide Florida libraries with a delivery system that saves money and staff time to support Interlibrary Loan and other forms of resource sharing. Delivery is a component of the Florida Electronic Library. In , 228,106 bags sent carrying 364,969 items 217 direct stops, 87 route to locations. In May TBLC issued a Request for Proposals for a vendor to provide the statewide delivery services, five companies responded and Dynamex, was chosen to continue as the service provider for another three years. Ask a Librarian Florida libraries of all types collaborate to provide Floridians with virtual reference service at their moment of need. AaL is a component of the Florida Electronic Library. In , 134 libraries answered 83,287 chat, , and text questions TBLC migrated Ask a Librarian to SpringShare s LibAnswers platform on May 1, The migration was exceptionally well executed and the Ask a Librarian community has voiced great support for the new product. Aggressively implement new technology and service to keep the program current. - Implement native app in itunes and Google Play by spring 2013 (accomplished). Starting in late 2013 create a patron knowledge base using the responses librarians provide to questions (accomplished). Interlibrary Loan Facilitate OCLC interlibrary loan among all types of libraries. Support libraries by providing ILL consultation and training. Group Purchase & Licensing Member libraries have opportunities to acquire the products and services they want and need with attractive prices and terms. In , 14 libraries participated, 2 purchased Novelist, 5 Tumblebooks, and 7 were members of TBLC s OverDrive group Bibliographic Services Libraries are able to maintain their records and keep them current in the Florida Database (OCLC WorldCat) so collections are available for sharing. Manage Batchloading of holdings to OCLC for selective users. In , 24 libraries added 88,245 records Facilitate member libraries purchase of CatExpress that provides MARC records and adds holdings to OCLC. In , 24 libraries loaded 13,500 records Provide cataloging and metadata training to member libraries. - Provide 3 training sessions with approximately 14 participants each 3

4 Reciprocal Borrowing Residents of communities served by participating libraries can use the services of other libraries without paying non-resident fees. In , 56 libraries reported 138,728 borrowers and 518,317 circulations - Support efforts to establish a statewide borrower s card and explore merging TBLC s reciprocal borrowing program with those of other MLCs. III. Communications, Marketing & Advocacy Libraries are aware of TBLC services, its services are skillfully marketed, and it is actively involved in advocating for libraries TBLC initiated a Media Content Production Program and hired a videographer to create video content for member libraries and support TBLC programs. TBLC is creating video pieces for training, marketing and promotion, programing, local history, and library related events and services. - Communicate with member libraries, the state and national library communities, local decision makers and the community at large about TBLC services and the benefits provided. Communicate with membership and the library community with continuously updated website, Facebook page, Twitter, blogs, reports on each service provided, and annual report. In , TBLC will send an estimated 500 e- mail messages to 2,500 recipients and has made 2,610 social media posts (Facebook, Twitter, etc.) with 16,240 click throughs and reposts. Keep the TBLC website and blogs current, up to date in design, attractive and useful. Market and promote TBLC services, those of its members, and library services generally. Help member libraries develop and implement marketing plans. Promote libraries and the library brand. - Help libraries advocate for library funding and public policy issues. Support advocacy efforts and advocates for all types of libraries. Executive Director is actively involved in advocacy at the state and federal levels. IV. Organizational Effectiveness TBLC is an effective organization that provides staff with the training, support, and resources they need to be productive and grow in their careers, and wisely manages members resources. - Evaluate TBLC programs and services to maintain high quality services that effectively support member needs. - Determine and publicize Return on Investment (ROI) of TBLC member services. Regain the capacity to conduct this activity. - Support TBLC staff needs for training and development. - Provide a positive work environment where staff can thrive, grow, and excel. - Explore and model creative organizational models and staffing patterns. - Continue to refine use of technology and telecommuting. Background TBLC is a nonprofit multi-type library cooperative serving all types of libraries including public, academic, school and special. Established in 1979, the organization is administered by an executive director and is governed by a 13-4

5 member board composed of elected representatives from member libraries. TBLC has a staff of 8, 6 full-time and 2 part-time. Today, 126 libraries are TBLC members, including 14 state colleges, 5 state university system libraries, 40 private academic schools, colleges and universities, 1 public school system, 2 private k-12 schools, and 57 public and 7 special libraries. Together these libraries serve over 6.4 million, or 35% of Floridians, in 18 central Florida counties: Citrus, Desoto, Glades, Hardee, Hernando, Highlands, Hillsborough, Indian River, Lake, Manatee, Okeechobee, Orange, Osceola, Pasco, Pinellas, Polk, St. Lucie, and Sarasota.
