3 During his tenure as Chairman of the Military Child Education Coalition, Lieutenant General (Ret) Pete Taylor played a critical role in the establishment of partnerships between military installations and school districts serving military-connected children. In 2004, the MCEC Board of Directors established the Pete Taylor Partnership of Excellence Award in recognition of General Taylor s work and dedication to helping America s military children. This annual award encourages and applauds the outstanding partnerships that exist between military installations and school districts and brings special recognition to those partnerships that demonstrate General Taylor s long-held belief that goodness happens at the local level. Congratulations to the 2014 winners of the Pete Taylor Partnership of Excellence Award. 1
4 OUTSTANDING PARTNERSHIP AWARD K-12 The Education Initiative NAMES OF PARTNERS: Joint Readiness Training Center & Fort Polk Vernon Parish School District Fort Polk Progress The Rapides Foundation Louisiana Department of Education Louisiana Economic Development Northwestern State University Louisiana Technical Community College Vernon Parish Chamber of Commerce Since 2005, Fort Polk has partnered with Vernon Parish School District (VPSD) and Fort Polk Progress to improve school facility conditions and to establish transition support services for the 3,200 military students that attend VPSD. In 2013, the partnership expanded its forces to (1) educating military families about VPSD performance, programs, and opportunities; (2) understanding Common Core State Standards; and (3) providing nationally recognized quality education. The Education Initiative used a model of partnership, engagement, planning, and commitment to develop The Road to Great! A strategic planning session led by educational experts from The Rapides Foundation identified key gaps and laid the foundation of the Initiative s preliminary draft action plan. In its first four months, the partnership conducted an Education Symposium and Parent University, improved communication, established summer camps to increase educational opportunities, and developed a draft action plan with parent input that will sustain the momentum and move VPSD forward Pete Taylor Partnership of Excellence Awards

University of North Florida, Brooks College of Health Saint Leo University St. Johns River State College Thrasher-Horne Conference Center Florida Department of Environmental Protection Girl Scouts of Gateway Council Navy Entomology Center Fleet Readiness Center Southeast University of Florida Naval Hospital Clay County, serving over 7,000 active military families, has developed a rich multi-faceted partnership with its military installation, Naval Air Station Jacksonville. The partnership is committed to providing services to militaryconnected students that address their social/emotional and academic needs. The partners are committed to providing opportunities for personal growth, enrichment, support, and exposure to their career fields. The partnership also extends beyond the gates of the installation, incorporating other entities such as the Department of Environmental Protection, faculty of local colleges and universities, and community stakeholders through Clay Action Coalition, Inc. This partnership has yielded significant positive outcomes for its students by providing access to academic supports such as tutoring and access to counseling services. Cutting edge enrichment through mentoring and robotics and access to advanced technologies are incorporated into programs. These partners are committed to both growth and sustainability by using a capacity building model to assure continuation of programs. A series of professional development programs was created through the partnership with the Department of Education at Saint Leo University. The first offering provided an overview of basic concerns that military-connected students might experience in conjunction with transition, deployment, reintegration, loss of relationships, and death. Future topics include Interstate Compact, Increasing Family/School Communication through Technology, Addressing Academic Decline during Transition and Deployment, and Connecting Families with Local Resources through Community Partnerships. 3
6 EXEMPLARY PARTNERSHIP AWARD K-12 Barksdale/Bossier Connection NAMES OF PARTNERS: Barksdale Air Force Base Bossier Parish Schools Bossier Chamber of Commerce Military Affairs Council Barksdale Forward Cyber Innovation Center Greater Bossier Economic Development Foundation Representative Henry Burns, Republican District 9 The Barksdale/Bossier Connection is a partnership that has lasted for over 50 years. This collaboration has endeavored to Keep the Promise to their military and non-military children by providing an opportunity to grow, explore, and invest in their future, the future of their community, and our nation. During the past decade, this partnership has established many initiatives specifically aimed at servicing the military students in the Bossier community. In , Bossier Parish Schools and Barksdale Air Force Base established the template for Louisiana s Interstate Military Compact. In June 2012, the school board entered into a cooperative effort with community leaders and Barksdale AFB to secure a Military Student Transition Consultant, who later implemented the Partners in Education programs placing Airmen volunteers in schools to provide mentoring, tutoring, and classroom support. This partnership is a life-long commitment to serve each other and to Keep Our Promises Pete Taylor Partnership of Excellence Awards
7 RECOGNIZED PARTNERSHIP AWARD K-12 Power Up! Team Holloman NAMES OF PARTNERS: Holloman Air Force Base Alamogordo Public Schools City of Alamogordo Power Up! is a combined effort between the Alamogordo Public School District (APS) and Holloman Air Force Base (HAFB) for a higher level of excellence in education and partnership in a relatively small, rural community. Through the Power Up! grant, APS hired a Military Transition Counselor (MTC) who collaborates with the HAFB School Liaison Officer, building bridges of cooperation, implementing the Interstate Compact on Educational Opportunity for Military Children, identifying and using such resources as the Military Child Education Coalition, and fostering resilience among military-connected students. These efforts help ease the stresses and challenges associated with frequent deployments and transitions. Power Up! Team Holloman has created and established an increased awareness of and response to the unique needs of our military stakeholders and the educational needs of their children. 5
8 RECOGNIZED PARTNERSHIP AWARD K-12 Commitment, Community and Collaboration: Building Systems of Support for Military- Connected Children in Maine NAMES OF PARTNERS: Portsmouth Naval Shipyard Kittery School Department Rotary Club of Kittery Maine Department of Education Maine Military Interstate Compact Council Nearly 6,500 military-connected children reside in Maine, with the greatest concentration in Kittery. Portsmouth Naval Shipyard, the Kittery School Department, and Kittery s Rotary Club have partnered to implement programs of service learning, embedded with support for military-connected children. Student 2 Student and Junior Student 2 Student clubs work with Rotary Club members who serve as mentors to students, provide opportunities for service, and support students through programs, events, scholarships, and student leadership opportunities. Buoyed by strong state level support for military children, the local partnership is thriving. Maine s First Lady led the Military Child Education Coalition Public Engagement effort, planning a seamless system of support for military children. The Maine Military Interstate Compact (MIC3) Council embedded the work of that action plan in their strategic planning process, ensuring sustainability. In addition, the Maine MIC3 collaboration with the Maine Department of Education has resulted in the adoption of the military identifier and the continued commitment to supporting military children, enabling the Kittery partnership to thrive Pete Taylor Partnership of Excellence Awards
9 The Higher Education Award, recognizing the efforts that exist in our colleges and universities, highlights and encourages the outstanding teacher preparation programs that include critical information and experience focusing on militaryconnected children. 7
10 EXEMPLARY PARTNERSHIP AWARD HIGHER EDUCATION Building Capacity to Create Highly Supportive Military-Connected School Districts Consortium NAME OF COLLABORATIVE PARTNERS: University of Southern California Navy Region Southwest Marine Camp Installations West Bar-Ilan University San Diego State University University of California-Los Angeles University of California-San Diego Teachers College Press (Columbia University) Bonsall Union School District Chula Vista Elementary School District Escondido Union School District Escondido Union High School District Fallbrook Union Elementary School District Fallbrook Union High School District Oceanside Unified School District Temecula Valley Unified School District The Building Capacity to Create Highly Supportive Military-Connected School Districts Consortium empowers educators and schools to develop and sustain positive school climates and supports that respond to the unique circumstances of children from military families. The primary goal of the Consortium is to bring about a systemic change in public schools serving a high concentration of military-connected students through various means including: raising awareness, regionally and nationally, of the challenges facing military-connected students; implementing a Military Social Work (MSW) program with a school component focused on military-connected students and schools; placing social work, school psychology, and school counseling interns in military-impacted schools to enhance their capacity to support militaryconnected students; enhancing professional development opportunities for educators and pupil personnel; identifying and disseminating best practices developed by consortium partners; Pete Taylor Partnership of Excellence Awards
11 modifying, implementing, and evaluating promising, evidence-based programs; and developing a conceptual and practical knowledge base on militaryconnected students and schools. The placement of more than 167 interns in military-impacted schools since the school year provided more than 40,000 hours of direct contact with military-connected students and families. San Diego State University, working with the University of Southern California, developed three military internship programs for masters-level students in social work, school psychology, and school counseling. A military-focused course of action was added to the Partners in Learning program which introduced the tutors/mentors to current research, socialemotional needs of military families, military family dynamics, and importance of school connections. 9
12 EXEMPLARY PARTNERSHIP AWARD HIGHER EDUCATION Teaching, Education, and Advocacy for Military Students (TEAMS) NAME OF COLLABORATIVE PARTNERS: Old Dominion University Navy Region Mid-Atlantic Navy School Liaison Officers Darden College of Education Virginia Beach City Public Schools Newport News City Public Schools The Teaching, Education, and Advocacy for Military Students (TEAMS) initiative in the Darden College of Education at Old Dominion University (ODU) is a multidisciplinary effort committed to the development of educators who are highly skilled in working with P-12 students from military families. TEAMS collaborates with various departments within ODU and other institutions of higher education concerned with the support of military children and their families. TEAMS also works with the military, local and national military service organizations, and the school divisions throughout the Tidewater area, home to several major military installations representing multiple braches of the Armed Forces. The purpose of this collaboration is to develop models to educate school professionals who will develop, lead, and support initiatives that serve to enhance academic, social, and emotional outcomes for military students. The Military Child and Families Education graduate certificate program is one example of pre-service and in-service education. The program provides specialized expertise to educators, mental health professionals, and other service providers in meeting the academic, social, and emotional needs of military-connected students. The program integrates courses and service learning work by engaging participants in building skills that enable them to meet the needs of military-connected students and families. The TEAMS initiative and graduate certificate service delivery plans have enabled 20 schools and two divisions to create programs that directly benefit military-connected students. Those programs include BRATS clubs, MCEC Student 2 Student clubs, and testing and transition programs that increase effective placement for transitioning students Pete Taylor Partnership of Excellence Awards
13 RECOGNIZED PARTNERSHIP AWARD HIGHER EDUCATION Kansas State University Collaboration NAME OF COLLABORATIVE PARTNERS: Kansas State University Fort Riley Geary County Public Schools (USD 475) Manhattan-Ogden Public Schools (USD 383) Riley County Public Schools (Unified School District 378) Chapman (Unified School District 473) Kansas State University College of Education, Fort Riley, and Unified School Districts 383, 475, 378, and 473 have actively participated in addressing the needs of military-connected students by: planning a holistic and sustainable approach to curriculum; advocating placement in curricular/extracurricular teams and activities; providing access to special education services; encouraging personal, social and emotional adjustment in new schools; understanding the dynamics, culture, and contextual factors essential to the military lifestyle; and anticipating the impact on academic needs of the military-connected student. This approach helps faculty, instructors, superintendents, principals, counselors, administrators, teachers, and pre-service teachers strategize best practices and provides support, inclusion, and understanding of militaryconnected students and their families. This approach also extends to faculty, advisors, and staff in post-secondary settings. The coordinator of the Military-Connected Student Education program provided an insider perspective and educator expertise to help civilian faculty and students understand the military culture. A free e-book entitled Military- Connected Students in the Classroom covers topics such as military lifestyle and culture, socio-emotional and education needs of students as well as special challenges such as separation, reunion, death, and disability. The collaboration resulted in A Walk in My Shoes: Military Life, a documentary that shares the experiences of military-connected children and adults with the broader community. The documentary tells the stories of seven people including veterans, spouses, children, and educators and is available to any school or organization that would like to better understand military-connected families. 11
