It is one that at present is done primarily within each agency with some statewide aggregation completed for selected functional areas such as probation. Movement toward a more comprehensive system of statewide statistics can be facilitated through compilation and distribution of criminal justice data sources. This publication is a listing of data contact persons within the State's various criminal justice agencies, selected federal agencies, and related agencies such as the Board of Pardons and Paroles. As such, this initial project will undoubtedly have need of revisions, additions and deletions. The Department enforces state laws with primary responsibility i~ the areas of traffic, narcotics, organized crime/racketeering, llquor, and specific regulatory functions. Operational and technical assistance is provided to local and state governmental agencies and other components of the criminal justice communi'ty; services include scientific analysis, aircraft support, emergency first care, criminal information systems, and statewide communications. The Department also promotes and enhances the quality of public safety through cooperative enforcement, intelligence gathering, training employees of law enforcement agencies, and increasing public awareness of criminal activities.. 9 i ;.- UNIFORM CRIME REPORT SECTION DPS is the statewide law enforcement agency with responsibility for the highway patrol, narcot'ics investigations, liquor. law enforcement, criminal investigations, scientific criminal analysis, and officer training services to local governmental agencies. DPS also manages an integrated information network, including manual and automated components for all criminal justice agencies within the state. In support of the Arizona Criminal Justice Information System (ACJIS) Network, DPS provides statewide training for terminal operators and UCR reports. The DPS Uniform Crime Reporting Section (UCR) collects Arizona criminal activity information which is forwarded to the Federal Bureau of Investigation. Local police departments, county sheriff's offices, and Department of Public Safety provide monthly summary reports of Arizona criminal activity to UCR. Entered on the DPS computer, these uniform reports form the basis of all UCR data. The reports provide information to UCR on crimes, arrests and other clearances* (*Aside from arrest, a crime may be cleared for suicide of offender, double murder, deathbed confession, offender killed by police or citizen, confession by offender already in custody, offender prosecuted in another city or state, extradi ti on denied, victim refuses to press charges, offender is prosecuted for a less serious charge or the handling of a juvenile offender.) the disposition of arrested juveniles, assaults on police officers, and on the number and type of law enforcement personnel. Reported crimes are divided into two parts. There are eight Part I, or Index crimes - criminal homicide, forcible rape, robbery, assault, burglary, larceny-theft, motor vehicle theft, and arson. Part II crimes are generally less serious or less frequently committed offenses -- forgery, gambling, disorderly conduct, etc. - and are recorded only when an arrest is made. Stored on the Department of Public Safety (DPS) Computer, OBSCIS is the DOC component of the integrated Criminal Justice Information System (CJIS). Juvenile offender information is stored separately on the Department Of Administration Honeywell computer. Most information on individual offenders is confidential, access being allowed only to law enforcement agencies and certain other organizations which work with offenders. Both OBSCIS and the juvenile system are updated twice a month. Information is available ~n a state~ide basis, by institution, by county of residence, by communlty of resldence, and, for juveniles, by neighborhood. OTHER INFORMATION: Service Request Reports from Research, Planning and Evaluation Support Administration cover a variety of offender related topics and are produced for DOC management and other agencies working with offenders. Periodic population accounting reports (monthly, weekly, and daily) provide' accounting for the physical location and status of all offenders, both adult and juvenile. The information provided aides in the management of the various DOC institutions and programs and is used for scheduling purposes by the Arizona State Board of Pardons and Paroles. A monthly summary of disciplinary actions taken is prepared by the Division. The Financial Services Division of the Department can provide detailed financial management information on the Department and its component institutions

DEPARTMENT OF ADMINISTRATION The Department of Administration provides administrative services to the branches and agencies of the Arizona state government and to the public. It is organized into seven divisions. The data processing division monitors, coordinates, reviews and approves plans and operations of the various data processing groups within state government. The finance division assists in the formulation of the annual budget; acts as a general accounting office of the state; inspects all buildings and improvement and procures supplies, services and equipment for state agencies. Services available through the various DES divisions include: unemployment compensation; employment training and job service; rehabilitation programs for handicapped citizens; training and other services for developmentally disabled persons; programs for children and for the aging; family assistance and social services. The consolidation of a number of formerly independent agencies which occurred in the formation of DES, as well as the great variety of separately funded programs in the department, resulted in the development of several DES data systems in the first years of the department's existence. DES research operations have recently been reorganized along program administrations, replacing the former partially centralized system. These separate program data operations are to be integrated into a department-wide management information system allowing a coordinated exchange of information between the various administrations. Most DES programs involve federal funding and considerable data are required by the sponsoring federal agencies. DES data operations are highly automated with U.S. Department of Labor (DOL) related program data (i.e. that of the Employment and Training Administration and the Unemployment Insurance Administration) stored on the DES IBM 370 and three Wang minicomputers. The program data for U.S. Department of Health and Human Services (HHS) related programs (i.e. that of the Assistance Programs, Social Services, Rehabilitation Services and Division of Developmental Disabilities)are maintained on the state Honeywell computer. The Aging and Adult Administration has no automated data operations. Many of the data sources listed are the published output of computer programs which, in turn, are based on field reports of the daily operations of the department. Congress Tucson, AZ The Federal S.ystem * The Federal criminal justice system is divided into 94 judicial districts. Each has a Federal District Court and a U.S. Attorney. According to the Administrative Office of the U.S. Courts, approximately 50,000 criminal cases a year enter this system. Basic similarities exist between the way these cases are processed and the way cases are usually handled at the State and local levels, but there are also some fundamental differences. At the Federal level, as at the State and local levels, criminal justice responsibilities are divided into the components of law enforcement, prosecution, adjudication and sentencing, and corrections. The Federal system is perhaps most readily distinguishable from State and local systems in terms of the kinds of crimes unique to Federal jurisdictions, including major crimes (e.g., major drug offenses and crimes of serious fraud and corruption), crimes that cross State boundaries {2.g., interstate transport of stolen property, cargo theft), crimes involving Federal money (e.g., counterfeiting, forgery of U.S. checks), and crimes committed on U.S. Government property. Criminal offenses that are investigated and prosecuted at the Federal 1evel typically do not involve crimes of violence. These are commonly handled at State or local levels. Federal criminal cases usually result from long-term investigations of such crimes as embezzlement, fraud, drug dealing, or forgery. These cases may involve offenders who have committed many offenses over severa~ months or years or have stolen large sums of money. Five investigative agencies conduct a substantial majority of the investigative work done at the Federal level: the Federal Bureau of Investigation, the Drug Enforcement Administration, the Secret Service, and Postal Inspection Service, and the Bureau of Alcohol, Tobacco, and Firearms. Other Federal agencies, including the Customs Service, the Internal Revenue Service, the Food and Drug Administration, the Immigration and Naturalization Service, the Securities and Exchange Commission, and individual executive departments also employ investigators to monitor infractions that are the responsibility of those agencies. Investigative activities include crime detecting, evidence collecting, making arrests, presenting cases to Federal prosecutors, and conducting followup investigations. Prosecuting Federal cases is the responsibility of the Department of Justice litigating divisions and the Office of the U.S. Attorney in each district. U.S. Attorneys are appointed by the President but generally have long-standing familiarity with the concerns of their districts. They are supported in Washington, D.C., by the Executive Office for the U.S. Attorneys

50 Many, if not most, Federal crimes are "dual jurisdiction" offenses that may be prosecuted either federally or locally. The decision by a U.S. Attorney to prosecute a bank robbery, for example, may rest on such factors as the seriousness of the offense, the prior record of the offender, policies of the agencies involved, and the degree of involvement of local law enforcement officials in investigating the offense. Generally, the Federal government will prosecute cases brought by Federal agents when the cases meet the U.S. Attorney's standards of seriousness and have enough evidence to merit prosecution. In addition to the 94 U.S. Attorneys and the 94 Federai district courts, there are 12 circuit or appeals courts and the Supreme Court of the United States. Statistical information about case processing in the judicial branch of the Federal system is maintained by the Administrative Office of the U.S. Courts. After receiving sentences, convicted offenders in the Federal system may be turned over to the Division of Probation in the Administrative 'Office of the U.S. Courts or to the Bureau of Prisons. Offenders sentenced to incarceration are confined in one of the 42 Federal correctional facilities located throughout the country. Eligibility for parole is determined using guidelines developed by the Federal Parole Commission. These guidelines permit evaluating each Federal inmate on the basis of offense seriousness and relevant aspects of the inmate's criminal history. FEDERAL DATA SOURCES The agencies that make up the Federal criminal justice system maintain a variety of data that document the processing of cases and defendants within each agency and describe the criminal record of individual offenders. At the investigation stage there are several automated data bases, including the FBI's Computerized Criminal History File (CCH); the Criminal Automated Reporting System of the Bureau of Alcohol, Tobacco, and Firearms; and the automated files maintained by the Drug Enforcement Administration and the Secret Service. Also, manual files are maintained by other agencies that engage in investigative work. Information about the cases processed by the U.S. Attorneys ;s maintained by the Executive Office for the U.S. Attorneys in its Docket and Reporting System. The system provides data, about criminal (and civil) case rejections, filings, and dispositions. Court data maintained by the Administrative Office of the U.S. Courts in the Automated Docket System provide information about criminal case filings and terminations in the Federal COur'tS. The "termination" file contains offense, disposition, and sentencing information. Finally, the Federal Bureau of Prisons uses automated prison records to monitor the confinement and release of Federal offenders. In addition to the data bases listed above, special-purpose data sets provide a variety of information about Feder~l defendants, cases, and practitioners.
