3 Preface Fire safety breeds on participation! Everyone is responsible for active fire prevention! The present according to DIN includes rules on both precautionary and organizational fire prevention. These regulations are designed to keep damage to both individuals and property to a minimum in the case of fire. Part C for individuals with specific fire prevention tasks is part of the emergency plan of the Saarland University. All individuals residing within the grounds of the University should exert the utmost caution when using naked flames, flammable liquids, explosives, electrical installations, appliances, lights, etc. to help contribute towards fire prevention. Therefore, in the Fire Safety Regulations, we have listed rules of conduct, plus some useful informations which will help you to prevent fires, to tackle spreading fires, and how to act appropriately in the case of fire. The are to be introduced and must be made accessible to all employees, students, and individuals who are not only residing temporarily at the university. For this purpose, they shall be displayed in all of the university buildings and in several open spaces (e.g. on all floors and in each laboratory). 4 a) Introduction These Fire Safety Regulations apply in all buildings, installations, and other facilities used by the Saarland University. For individual buildings apply additionally specific annexes with special fire prevention guidelines. A list of those buildings can be downloaded from: Gefahrenabwehr Brandschutz Brandschutzordnung All employees, students, and other individuals who are not only staying at the university temporarily (e.g. visiting scholars, visiting professors, fellows, exchange students, etc.) are required to observe the rules of these Fire Safety Regulations to act accordingly and therefore, to participate effectively in preventing both fires and other incidents. For individuals who are only residing at the university temporarily, such as employees of outside companies or guests, Fire Safety Regulations Part A (placard) shall apply as a minimum requirement. In addition to this, they must be informed in each situation of the extent required and must comply with the instructions given by technical operating personnel, or by the fire brigade. These Fire Safety Regulations of the Saarland University came into force on As a result of this, all previous Fire Safety Regulations of the Saarland University are no longer effective. 6 c) Fire Prevention Smoking, Fire, Naked Flames and Ignition Sources - Smoking is prohibited inside all buildings. Smoking is permitted outside the buildings. Cigarette butts must be disposed of in a designated ashtray. - Fire, naked flames and ignition sources are only permitted in designated areas (e.g. Bunsen burners in the laboratory, or blow torches in the workshop). - Oil lamps, tea warmer candles, candles etc. are prohibited, especially Advent wreaths with burning candles. Electrical Equipment - Electrical equipment must meet applicable regulations (CE, VDE among others). - Electrical equipment must be only installed by qualified personnel, and must be set into operation by authorised personnel. - Portable electrical equipment may only be used if it is checked (e. g. discernibled by a valid test label). This must be checked before using the equipment. - Electrical equipment must also be set up so that it poses zero risk of fire (avoid overheating, keep air vents clear, maintain a sufficient distance away from any flammable materials). When not in use, the plug must be disconnected from the power supply; any permanently installed heaters must be switched off. - The use of electric immersion heaters and other electrical cooking hobs is not permitted. - Coffee machines, kettles, or microwave ovens can be used. - When multiple sockets are in use, these must meet VDE requirements. Please be aware that manufacturers normally design multiple sockets for an output of approx. 3,500 watts. - Damaged electrical equipment (e.g. sparking motors, smell of smouldering, damaged cables or switches) must be taken out of service immediately. The supervisor must be informed about this. Any repairs must be carried out by qualified personnel. - After finishing work, the lighting and all electrical devices which are no longer needed, must be switched off. - Any continuous operation equipment must be of the type that it poses zero risk of fire during any period whilst unattended. 7 Working with Fire Hazards ("Hot Work") - Any work outside of workshops that pose a fire hazard (e.g. separation, welding, cutting, or soldering) may only be carried out with written approval from the Facility Management team. This "hot work permit" must be obtained prior to starting work. The conditions are mandatory. - Hot work may be only be carried out by trained members of staff. - After finishing work, inspections are carried out on any fire hazards. A final inspection is carried out following a sufficient period of time after the completion of hot work, and this must be noted on the hot work permit and confirmed with a signature. - For employees of outside companies, the requirements of the Richtlinie zur Durchführung von Arbeiten beim Einsatz von Fremdfirmen auf dem Campus der Universität des Saarlandes shall also apply. Flammable, Oxidising and Explosive Substances - Fire, naked flames, and smoking are prohibited when handling flammable, oxidising and explosive substances. - At working places, flammable, oxidising and explosive substances must only be used with quantity required for the progress of the task and must be kept inside appropriate containers. - Flammable liquids when used manually may be kept at the workplace inside containers which do not exceed a nominal volume of 1 litre. Should larger quantities of flammable liquids be required on a regular basis, then these must be stored in appropriate safety cabinets. - With fire or explosively dangerous chemical experiments, a permanent expert surveillance must be in place. Experiments which cannot be interrupted at the end of routine working hours must be conducted in secure areas ( night laboratories"), in which an automatic device for early detection or damage reduction is available. The experimental apparatus must also include an information sheet for the on-going reaction, and those responsible must also be included. - Fuel gas pipelines must be shut off after finishing work. - Flammable liquid waste may only filled into appropriate waste containers (see also special waste disposal of Sonderabfallentsorgung). The containers must be kept closed at all times. They must be returned to a safe place no later than after work has finished, e.g. in safety cabinets for storing flammable liquids. - Lightly flammable or solid waste which is prone to self-ignition (e.g. oil-soaked rags, sawdust, wood shavings, oil-seeped metal chippings, alloy powder, catalyst residues, etc.) must be separately stored inside metal containers with a tightly sealed lid. 8 - Flammable materials may only be kept in refrigerators, where the interior is free from sources of ignition. These must also be marked with the following information: - In laboratories, all refrigerators where the interior is not free from potential sources of ignition, must be marked with the following information: - Please also observe the leaflet Sicherer Betrieb von Kühlgeräten in Laboratorien. This can be found on the AAU website, at: Arbeitsschutz Laborsicherheit Compressed Gas Cylinders and Gas Supplies - The storage of compressed gas cylinders is only allowed inside special gas bottle storages or safety cabinets for pressurised gas cylinders. Fire, naked flames, and smoking are prohibited inside gas bottles storages. - As a rule, compressed gas cylinders in laboratories must be stored inside safety cabinets. Otherwise, they must be stored in a safe place after work, such as a gas bottle storage or a safety cabinet. - The number and size of compressed gas cylinders must be specifically restricted to the quantity of work which is required. They must be secured to prevent them from falling over. If no gas is being extracted, the main valve must be closed. - Gas outlets such as gas taps, Bunsen burners, gas cylinders, etc. must be closed after the completion of work. 9 d) Spread of Fire and Smoke Smoke and Fire Doors - Smoke and fire doors are to be used in the case of fire, in order to prevent smoke and fire from spreading, and to keep the escape and rescue routes free from smoke. - Fire and smoke control doors must be kept closed unless they can be secured by certain authorised technical equipment, where they can be automatically closed in situations where either fire or smoke has been detected. - They must not be locked in the presence of individuals. - No objects must be placed within the slewing and movement range of automatic fire and smoke protection doors, gateways, or curtains. During operating hours these are kept open by approved mechanisms and closed in the case of fire by the central fire alarm system, or manually via the buttons. - Any wedging, setting, or adjusting, as well as dismantling the closing mechanisms linked to the fire and smoke protection doors is prohibited. Smoke and Heat Exhaust Ventilation Systems - For the smoke extraction of escape stairs, individual buildings are equipped with smoke and heat exhaust ventilation systems (RWA). In the case of fire, they will open automatically or can be manually opened by using the buttons. - Operating devices linked to smoke flues and smoke heat vents must not be obstructed by any objects. 10 e) Escape and Evacuation Routes Keeping Escape and Rescue Routes Clear - Access routes and storage surfaces used for fire and rescue vehicles, and fire hydrant points must be kept clear under all circumstances. - Escape and evacuation routes as well as emergency exits must not be obstructed and must always be kept clear. They must be able to be opened easily from the inside and provide a source of evacuation at all times. - Within the vicinity of escape and evacuation routes, no flammable materials (such as upholstered furniture, packaging material, cartons, etc.) may be present. Identification Signs - The path of the escape and evacuation routes, along with the emergency exits must be marked clearly. Should any identification signs be missing, please contact the Amt für Arbeits- und Umweltschutz. - Safety signs, escape and evacuation plans, along with all fire extinguishing and alarm equipment must also not be covered or blocked. f) Detector and Extinguishing Equipment Telephones for Reporting Fires - Phones for reporting fires are available inside all of the buildings. The fire brigade can be contacted by dialling 112. Permanently Manned Location (Saarbrücken Campus) - The error control centre can be contacted by dialling This is where incoming internal calls are handled and all other necessary measures to prevent damage are also processed from here. 11 Fire Alarm Systems - In some buildings, manually operated push button switches are also present ( fire alarm"), which can be used to manually alert the fire brigade. - Individual buildings are equipped with fire alarm systems (FAS). Should a fire be detected by a smoke detector, the FAS triggers an alarm which automatically informs the fire brigade. In addition to this, there are also buildings which include hand-operated push button switches (see above). Wall Hydrants - In some buildings, wall hydrants have been installed. They are used for self-help in the case of fire. - There are two types of wall hydrants available, which vary significantly depending on the type of hose in use: - Wall hydrant with flat hose: The tube is made from fabric and is rolled up flat. It should be noted that it must firstly be fully unrolled before the water supply can be opened. - Hose reel with semi-rigid hose: This normally consists of a hose made from black rubber. This can be used directly, without having to be unrolled first of all. Amt für Arbeits- und Umweltschutz 11

12 Fire Extinguishers - All buildings are equipped with fire extinguishers and their locations are specified. Fire extinguishers are normally located within the vicinity of the hallways and staircase areas. In dangerous areas (laboratories, workshops, etc.), additional fire extinguishers are also available. - Please familiarise yourself with the locations of fire extinguishers in good time. Additional Means and Equipment for Fighting Fires - This icon highlights the various extinguishers (e.g., fire sand bucket, fire blanket, etc.). The symbol can be supplemented with a text field below the icon, which provides information about the extinguishing system which is positioned there. Automatic Extinguishing Systems - Some buildings are equipped with sprinkler systems. Upon reaching a predetermined temperature, the sprinkler head will burst open with liquid from the filled glass tube, and this opens the sprinkler head valve. If extinguishing water flows from a sprinkler, the fire alarm system will automatically alert the fire brigade. Emergency showers - In laboratories an emergency shower has been installed, which is normally located close to the exit. These are not only used for cleaning areas which have been in contact with hazardous material, but can also be used to get rid of objects which have fallen onto people during the fire. g) Conduct in the Case of Fire - Keep calm! In order to avoid causing panic, leave the danger zone in both a calm and collected manner. - Alert the fire brigade! - Notify the occupants within the building. Bring yourself and others to safety! - Rescuing individuals is more important than rescuing property, goods, and extinguishing the fire! - Do not attempt to extinguish the fire! 13 h) Reporting a Fire - In the case of fire, or even if you should detect a smell of fire, the fire brigade must be alerted immediately: Telephone number: When the alert is given via telephone, the following information must be provided: 1. WHO is giving the report? 2. WHAT happened? 3. HOW MANY have been affected / injured? 4. WHERE did something happen? 5. WAIT for further questions! i) Observing Alarm Signals and Instructions - Should a fire alarm or audible alarm trigger an announcement via the megaphone to rooms within the building, all individuals must leave the building immediately and, proceed to the assembly point within the vicinity (see Appendix 1). - The instructions given by the management team must be obeyed. After the fire brigade have arrived on scene, only their instructions must then be followed. j) Bring into Safety - All individuals within the building must leave the building immediately and head towards the designated evacuation routes when hearing an alarm signal (see above). Follow the evacuation process calmly, and in a collected manner. Walk briskly but not hectically. Make sure that nobody has been left inside an area of danger. Particular attention must be paid to disabled people. - You must head towards the area for each site-specific assembly points (see Appendix 1) and you must not leave these areas until you have been given an instruction to do so. An attendance register will be taken by the onsite supervisor(s). Should someone be missing, the fire brigade must be informed immediately. - In the case of fire, none of the elevators may be used. 14 - Please familiarise yourself with the locations of the escape and evacuation routes. Familiarise yourself with the paths which you can see on the affixed diagrams, or which are visible on the icons by the escape routes. - Vacate any smoky areas by crawling or bending downwards. - Should the escape route be blocked by either fire or smoke, follow the alternate escape route. (See escape and evacuation plan). - Should it no longer be possible to vacate either the building or premises, you may either remain there or head towards an area of safety. Close the doors and make sure that others can notice you by the window. Plug any door cracks by using wet towels, or small pieces of clothing. Wait to be rescued by the fire brigade. - Should any disabled employees be employed, who are unable to vacate the building without assistance in the case of fire, supervisors must then impose effective measures in advance to ensure that they can be rescued safely either by other employees or by the emergency services. This must be carried out in collaboration with the representative for employees with disabilities, the Amt für Arbeits- und Umweltschutz, the Fire Prevention Officer and the responsible Fire Prevention Assistent. k) Attempting to Extinguish a Fire - After all individuals have been safely evacuated from the danger zone, and there is no longer a risk to any individual, extinguishing measures must then be taken. For this reason fire extinguishers and, if required, fire hydrants are also available. - Emergency showers can be used when extinguishing individuals who are on fire, along with fire extinguishers, or fire hydrants should they be available. - Fire blankets are not suitable for people on fire! The pressing of the blanked on a person in fire may cause further injuries of the skin. Amt für Arbeits- und Umweltschutz 14

15 l) Special Rules of Conduct In Case of a Fire - Close windows and doors in order to prevent any fire smoke from spreading out freely. Do not lock the doors! - All machinery and equipment must be switched off or turned off (if possible: switch off the emergency stop button). - If possible, close the gas supply (emergency stop button). - Switch off any unlocking and ventilation equipment and air conditioning systems! - The command of the fire brigade must be instructed upon arrival. Their instructions must be obeyed. - Rescue procedures implemented by the fire brigade and other emergency services must be supported either by instructions or remedial action. All access roads and entrances to the fire location must be kept clear for the fire brigade or other emergency services. - Endurance tests and processes may only be interrupted if this is possible without any further risk. The instructions as to whether and how endurance testing should be either disconnected or switched off in the event of a fire / emergency, must be established by responsible parties prior to testing and communicated to the individuals in question. - In the case of a fire, responsible management staff must be informed. These are the point of contact for providing a link with the fire brigade. - For fires in laboratories which have involved work with radioactive substances, the competent radiation protection representative must be informed. He/she is the point of contact for providing a link with the fire brigade. - Any material goods may only be recovered if human life is not under threat, and if any rescue and firefighting measures are not being obstructed. After a Fire - Some parts of the building may be damaged by the impact of fire. Re-entering the premises is only permitted following approval by the University Management Team in coordination with the fire brigade! - Used fire extinguishers had to be restored.
