5 TSESHAHT BEACH KEEPERS PROGRAM Team Leader: Fred Sieber Crew: Aaron Watts Jeff Gallic Hank Gus Summer Student Positions: Erikk Dick Jordon Gallic The Beach Keepers Program in partnership with Parks Canada has been underway for over two months. The presence of Tseshaht in the Broken Group is extremely beneficial and advantageous. Fred Sieber, and Hank Gus (picture) received a letter of thank you from Judy (see below). The team is elated with their jobs that provide them the opportunity to visit and meet people from all over the world, and experience the Broken Group Islands. Thank you letter: I am writing you to follow up and comment on your amazing kindness! You both went above and beyond your job to help someone out that you had just met.. me! I was in a very small group of campers on Hand Island, with our guide Laurel Archer. It was July 25th and I still had 13 days left of holidays in B.C. Having lost my new lens from my glasses that day (the only one I can see clearly with!) I wasn't sure how I would go about the next part of my trip, which was to involve a fair bit of reading material. It was a miracle that you found my lens, as it could have been in the ocean, crushed under sand, or still hiding in the forest. You were my heroes that day! I am deeply touched that you even tried to look, and that others joined you in the search. When you arrived from Willis Island with my lens in hand, I can't describe what I felt... Your kindness alone nearly brought me to tears and I can't tell you how grateful I am that we had that connection on that day. I know that all 5 of us campers were moved by this special occurrence on our travels. It is my favourite moment from my one month trip to B.C. and I hope you don't mind me sharing it with others. 6 ?Uuklaama?Aapiiquu?is, C'issaa?aht. My name is Hank Gus. I am one of the Tseshaht BeachKeepers. I was hired back in May to work out in our traditional territory of C'isaa?aht, Broken Group Islands. We are ambassadors for Tseshaht and Parks Canada. We welcome guests from all over the world that come to experience the Broken Group Islands and camp at any of the 7 sites. The BeachKeepers can issue camping permits, take care of our islands, plus I'm learning more of our history to share with our guests. To me, I feel I am reconnecting with our ancestors, homeland, and wildlife. With these connections I feel my Kliimaaqstii (spirit) growing as well as my tiichma. Our guests love our history and our islands. Working in the Broken Group Islands I am: 1) learning history 2) sharing history 3) keeping history alive I love this experience, it's very humbling. 7 Summer Fisheries Update The summer of 2013 started off in June with strong Sockeye fisheries. The community and gill net fisheries had very good fishing in the limited time they had. The catches were pretty good and the price started out fairly high. With more fishers participating and newly purchased vessels in the fleet, the river felt crowded for some. It was good to see the fishers get ting bigger and better boats and gear with the success they have had in the last few years. The season ended abruptly when the returning fish to Great Central Lake did not materialize. The escapement numbers for both lakes were hard to understand with what appeared to be an unusually high number of Jack sockeye in the river. There were so many Jacks, it looked like the river was full of fish. At times the fish going through the Sproat Falls counters were 95% Jacks and 5% adults. Although it abruptly ended our sockeye season, the positive aspect of the high number of Jacks is that they indicate strong ocean survival for the 2010 brood year. This means that next year we could expect and excellent Sockeye return. The escapement of adults into the lakes has reached the goals for biological success but not the goals that were set to see large future returns. These goals for high returns and more sockeye for all fishing groups were set through the Area 23 Harvest Roundtable process, of which Tseshaht is a participant and contributor. This year we were able to host several Area 23 Harvest Roundtable meetings with fishers welcome to attend and observe. In the next year we will be hosting more meetings to allow the community to become more familiar with the process that we participate in, and be familiar with and provide insight into the Area 23 Harvest Roundtable, that sets the openings and supports Tseshaht fishing opportunities. There were some challenges when we had to close the Tseshaht fishery down. People always have a hard time seeing others still fishing while they sit on the bank and wait for more fish. This year, our abrupt closure happened because Tseshaht caught their allocation very quickly. The fish were caught equally in the community and gill net fisheries with a split of the allocation near 50/50. The other commercial fisheries were also over quickly with pretty good success. The only fishery that struggled early on was the Sport fishery. Their allocation was still allowing a minimal fishery with closed area and a reduced limit in July. The support from local Sport fishery groups for Tseshaht Fisherman and fishery this year has been better than ever and it continues to help build support in the local community. The support from the other fishing groups allowed for an additional Elders fish day to end the season on a good note. The day was good with an excellent catch. This fishing year saw a series of seafood distributions to the community beginning with Crab for the Christmas dinner, Urchins during the winter, Herring Spawn on Kelp this spring, Fresh Halibut to the community this summer followed by Crab and Prawns to the elders and community. Keep your eyes out for an upcoming Community Prawn distribution and additional seafood as we can catch with the new gear we purchased. Tseshaht fisheries is growing and expanding into the home of Tseshaht and Barkley Sound.
8 This year there have been more trips to the Broken Group Islands to work on the float at Keith Island and provide support for the Recreational program. The gear and vessel that Tseshaht has purchased through the PICFI program will allow us to begin collecting more seafood from Tseshaht territory. We will gain important knowledge about what stocks are available and can still support Tseshaht fishing within their territory. Tseshaht fisheries was also able to purchase a gangway and obtain a float from the Port Alberni Port Authority and we hope to place in a location to facilitate loading, moorage and work area for Tseshaht fishers. The float is currently located near the mouth of the Somass River in a pocket across from the papermill. It is in an area that was used as a log dump and has deep enough access for high and low tides. Tseshaht fisheries will continue to work with DFO to negotiate more fishing opportunities while trying to protect and conserve the fish that need it. This year more patrols by Tseshaht guardians helped to inform the community of the rules and closures when in effect. Tseshaht fisheries brought on a new staff member, Eddie Fred. Eddie has excelled as a guardian in training this year. The guardians were able to team up with DFO to do some cooperative patrol and enforcement work. We will continue to try to share updates on catch statistics, meetings, fish distributions, job opportunities and training available to fishers. Tseshaht Hosts Informational Booth for World Hepatitis Day The turnout for the Tseshaht Information Booth was great! 115 people, most of whom were very interested in the Hepatitis Information pamphlets (provided by NTC Nurses). There were also free condoms and Hepatitis Day ribbons provided. Thanks to Tseshaht we gave out a free fruit smoothie to the first 100 people, which was very appreciated and well received! 10 Tseshaht First Nation Administration Office Expressions of Interest - Site Manager, Residential Construction Project The TFN Administration Office has recently completed the development of a fully serviced subdivision site on Tseshaht land and is now seeking Expressions of Interest from Residential Building Contractors for the completion of four (4) homes. As the Site Manager, you are accountable to the Construction Project Management Team to oversee all aspects of construction site operations, including; coordination and supervision of all aspects of home construction site and sub-contracted trades work, monitoring/reporting on contract pricing, material and labor costs and ensuring construction is in strict compliance with contract drawings and specifications. This position requires proven construction site management skills, together with a to ensure construction work is timely completed in accordance with applicable building codes and Health & Safety Regulations The successful candidate will join the Construction Project Team as soon as available to assist with finalizing of the project specifications. The project term is anticipated to be 5 months, dependent upon construction schedules. SKILLS / EXPERIENCE LEVEL NEEDED: 5 plus years of proven experience with the site management of residential construction projects, Red Seal carpenter with engineering degree or equivalent combination of experience and technical training, In depth understanding of the current B.C.
