This position will protect human life, water, land, air, and wildlife by exercising professional skills and abilities in the protection of the resources of the Confederated Tribes of the Umatilla Indian Reservation. GENERAL STATEMENT OF DUTIES The Systems Analyst's role is to assist in planning, design and launch of efficient information systems and operations systems in support of core organizafional functions. This individual will apply proven communication, analytical and problem-solving skills to help identifu, communicate and resolve systems issues in order to maximize the benefit of IT systems investments. 2 EXAMPLES OF JOB DUTIES & RESPONSIBILITIES Strategy & Planning l. Assist in the planning, design, development, of new applications and enhancements to existing applications. 2. Meet with decision makers, systems owners, and end users to define business requirements and systems goals, and identify and resolve business systems issues. 3. Ensure compatibility and interoperability of in-house computing systems. 4. Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems. Acquisition & Deployment 5. Assist in the deployment of new applications and enhancements to existing applications. 6. Conduct research on hardware and soflware products to justify recommendations and to support purchasing efforts. Operational Management 7. Create system design proposals. 8. Perform cost-benefit and return on investment analyses for proposed systems to aid management in making implementation decisions. 9. Create systems models, specifications, diagrams and charts to provide direction to system prografilmers. 10. Coordinate and perform in-depth tests, including end-user reviews, for modified and new systems Provide orientation and training to end users for all modif,red and new systems. Desired Skills 12. 3 SIGNATORY AUTHORITY: NONE ACCESS TO SENSITIVE AREAS: Positions will have access to sensitive areas of the organization and the employee will be required to sign confidentiality statements as well as pass a police/fbl background check in order to work on their systems. They will also be required to pass a CTUIR Gaming Commission background check for access to the Gaming commission network machines. REQUIRED MINIMUM QUALIFICATIONS: (It is the responsib writine he/she does meet the followine minimum qualifications.) 1. College diploma or university degree from an accredited institution in the field of computer science, information science, management information systems, or business administration and 3 years related work experience. 2. Proven experience in overseeing the design, development, and implementation of software and hardware solutions, systems, or products. 3. Working knowledge of network and PC operating systems, including Windows 7, 8.1 and Server 2003 or greater. 4. Working knowledge of current network hardware, protocols, and standards, including dns, dhcp, htç, Active Directory. 5. Demonstrated experience with core software applications, including SharePoint, Enterprise Financial systems, CRM Systems. 6. Experience with SQL Server Reporting Services (SSRS), modifying, creating and development of reports. 7. Demonstrated experience in effectively managing projects. PHYSICAL DEMANDS: 1. Ability to use standard computer programming such as Microsoft Office (Word, Excel, PowerPoint, Outlook, etc.) 2. Dexterity of hands and fingers to operate a computer keyboard, mouse, and to handle other computer components. 3. Ability to stand and walk around for long periods of time. 4. Ability to sit in automobiles and or airplanes for travel to conferences, seminars, and training. Pursuant to Tribal Worker's Benefit Code, Section 4.02.A. 4 The Tribe's employment preferences shall be as follows: 1. Indian Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities within the Tribal govemment to CTUIR members and to other Indians enrolled in federally recognized tribes. This CTUIR member and Indian preference shall be applicable in all employee hiring, promotion, and transfer decisions. 2.Yeterun's Preference. It shall be the policy of the Tribe to provide preference in hiring opportunities to veterans honorably discharged from the United States Armed Forces. 3. The employment preferences set forth in this section shall apply to all Tribal programs regardless of the program's funding source, and shall apply to all classes of positions referenced in section Except for the employment preferences authorized under this section, it shall be the policy of the Tribe that no employee or job applicant shall be discriminated against in pursuit of employment or career growth due to race, color, religion, gender, sexual orientation, age or national origin. All CTUIR Tribal positions are competitive.
