Introduction This Specification contains the minimum compliance requirements that Place of Deposit (POD) repositories must meet if they are to preserve records identified as State Archives on behalf of the State of Victoria. To be certified by the Keeper of Public Records to store State Archives a POD repository must meet the requirements in this Specification. POD repositories are formed by one or more Victorian government agencies or organisations affiliated with government agencies that have been authorised by the Keeper of Public Records to hold State Archives. Archival storage of State Archives enables the records to be: Stored in conditions that will allow for their long term preservation; Secure and protected against damage, loss or unauthorised access; and Accessible so as to meet the ongoing needs and expectations of government and the community. Public records may be stored in storage areas or storage facilities. Storage areas are rooms, vaults, cupboards, compactus, and shelves whose primary purpose is to store public records. Storage facilities are buildings whose sole purpose is to store records Purpose Public Record Office Victoria Standards contain mandatory principles for the management of public records within Victoria. Standards issued by the Keeper of Public Records are supported by Specifications that contain the measurable, mandatory requirements that must be complied with in order to meet the principles. This Specification provides a detailed set of requirements which define the criteria for the implementation of the Storage Standard regarding the storage of State Archives by POD repositories. POD repositories must meet all the requirements detailed in this Specification to ensure they comply with the principles articulated in the Standard. The implementation of the requirements within this Specification will enable POD repositories to effectively manage their archival storage activities, including: Undertaking the appropriate authorisation process for the storage of State Archives; Inspection of storage areas, facilities and records in archival storage as part of an ongoing monitoring process; Conducting risk assessment and mitigation to ensure that archival storage areas and facilities are in appropriate locations and constructed from materials to assist the preservation of State Archives; Ensuring that State Archives are stored in conditions that ensure their ongoing preservation; Developing and implementing sufficient systems and procedures to facilitate effective and efficient identification and control of State Archives in storage; Ensuring that appropriate security measures are in place to protect State Archives; State of Victoria 2011 Version 1.0 Page 3 of 17

4 Developing and implementing an ongoing maintenance programme; and Implementing an endorsed disaster preparedness, management and recovery programme. Each requirement within this Specification is individually numbered under the appropriate principle. Examples of evidence that may be used to demonstrate principles have been met are given alongside the appropriate requirement Scope This Specification repeats principles from the Storage Standard. For more information on these principles, including explanation of why they are needed, please refer to the Storage Standard. This Specification covers the activities associated with archival storage of State Archives (in digital and hardcopy formats) within a Place of Deposit (POD) repository that has been appointed under section 14 of the Public Records Act State Archives stored in a POD repository are considered to be in the control and custody of the Keeper of Public Records. This Specification only applies to Victorian government agencies if they: Are appointed under section 14 of the Public Records Act 1973 as a Place of Deposit; and Have an agreement with PROV in place to store and supply ongoing access to State Archives (i.e. public records identified within Disposal Authorities as being of permanent value) on behalf of the people of Victoria. s for the storage of public records in agency custody are detailed in the Agency Custody Storage Specification. 6 2. s In this section, principles from the Storage Standard are provided in italics for easy reference. The tables below the principles list the mandatory requirements and examples of evidence for each requirement Authorisation Principle: All public records must be stored in conditions that are authorised by the Keeper of Public Records. 1. All State Archives in the custody of a POD repository are stored in a storage area or facility that has been assessed by the Keeper of Public Records as being compliant with this Specification. 2. Contracts for the storage of State Archives are in place for all POD repositories. Storage plan which details all storage areas or facilities used for State Archives. Formal authorisation of the POD repository to hold State Archives, issued by the Keeper of Public Records. Contracts detailing obligations which have been signed by representatives from all parties with appropriate authorisation. Further Information Further information on the authorisation process for POD repositories is located in PROV Guideline 4: Places of Deposit Inspection Principle: Areas and facilities used for the storage of public records must be regularly inspected for compliance with the Storage Standard. 3. Archival storage areas and facilities certified by the Keeper of Public Records as being suitable for the storage of State Archives have been regularly inspected and assessed for compliance with this Specification by a PROV representative. PROV plans for regular compliance inspections of archival storage areas and facilities. Reports which detail the results of POD repository compliance inspections. Archival storage areas and facilities authorised by the Keeper of Public Records as being suitable for the storage of State Archives but found to no longer be compliant with this Specification by a PROV representative have had their authorisation revoked if they have failed to rectify the situation within the time specified in the inspection report. 5. Random checks of information contained within a sample of high risk 1 records in archival storage areas and facilities have been conducted at least every six months to identify signs of pest infestation, computer viruses, data corruption or information loss, and where possible lost information is recovered in accordance with the POD repository s disaster management plans. Reports which detail the results of POD repository compliance inspections. Correspondence from the Keeper of Public Records to a POD revoking authorisation. Risk register with entries regarding high risk records in storage areas or facilities. Inspection logs with details of checks conducted to detect signs of data corruption or information loss. The location of each archival storage area or facility has been subjected to a risk assessment to identify and mitigate possible risks to the preservation of the State Archives stored there, and the results have demonstrated that the level of risk is low. 7. Archival storage facilities are either a freestanding building or a single occupancy building with a dedicated storage area physically separated from other areas. 8. Archival storage facilities are constructed of suitable materials such as steel, brick, stone, reinforced concrete or concrete block, and are not subject to significant movement, cracking or rising damp. 8 9. Construction of archival storage area walls, ceilings and doors meet the requirements of the Building Code of Australia and have an appropriate fire resistance level rating. Certificates of occupancy or internal risk assessment reports which demonstrate that archival storage areas and facilities meet Building Code of Australia requirements and are 120/120/120 fire resistance level rated. 10. Office areas and loading docks are physically separated from archival storage areas by walls and doors with an appropriate fire resistance level rating. Certificates of occupancy or internal risk assessment reports which demonstrate that archival storage areas and facilities are physically separated from office areas and are 120/120/120 fire resistance level rated. 11. Archival storage areas are physically separated from drainage pipes, exposed plumbing (excluding fire systems), kitchens and toilets. Internal risk assessment reports which demonstrate that archival storage areas and facilities are physically separated from building plumbing. 12. Archival storage areas and facilities have sufficient floor loading capacity to safely support the maximum volume of records, their containers and any furnishings or equipment. 13. Archival storage facilities are protected from dust, fire, water influx, and have an integrated pest management system in place. Certificates of occupancy or internal risk assessment reports which demonstrate that archival storage areas and facilities have sufficient floor loading capacity. Storage plan detailing design measures and safeguards implemented in archival storage areas and facilities to protect State Archives from fire, water influx (from above, below or through walls or openings) and vermin. Archival storage area walls, doors, floors and roof have been sealed and insulated from external areas to offer effective protection against environmental hazards and security threats. Internal risk assessment reports which demonstrate that archival storage areas and facilities have been sealed and insulated. Pest management logs. 15. The roof of archival storage facilities are designed to ensure water is quickly drained away from the building. 16. Archival storage areas do not have exposed external windows or skylights. 17. Archival storage areas and facilities for magnetic storage media are protected from magnetic fields, including (but not limited to) high intensity electromagnetic fields (e.g. high voltage power lines), lightening conductor systems, electric generators and motors and electrical wiring. 18. Archival storage areas are dedicated to records storage. Internal risk assessment reports which detail the design of archival storage facilities. 9 19. Archival storage areas and facilities have not been used to store anything which could harm the records (such as chemicals or flammable liquids). 20. Archival storage facilities have been assessed as being compliant with the Building Code of Australia and associated codes. Internal risk assessment reports which confirm that equipment or substances which pose a risk to records were not present in record storage areas and facilities. Certificates of occupancy or internal risk assessment reports which demonstrates that the facility meets Building Code requirements, including relevant fire-resistance levels. Further information on inspection of POD repositories against the requirements of this Specification is located in PROV Guideline 4: Places of Deposit Preservation & Safety Principle: Public records must be stored in conditions that ensure their preservation for as long as the records are required, and the safety of the people handling the records. 21. Technology used for the storage of digital records has been chosen to ensure the records (and their contextual metadata) are preserved and accessible for the duration of their retention periods. Storage plan which includes migration strategies and implementation of the VERS Standard for permanent digital records. Assessment reports which identify appropriate storage technology for digital records. 22. Temperature and humidity levels in archival storage areas and facilities are appropriate for the format of the records stored, and are maintained in accordance with the relevant International Standard Temperature and humidity levels within archival storage areas are continuously monitored for stability, and corrective action taken as soon as possible if conditions vary outside the levels recommended in the relevant International Standard. 24. State Archives being transferred to or from cool or cold storage have been acclimatised before being introduced to a new temperature zone. Hydrothermographic logs which demonstrate temperature and humidity levels in archival storage areas and facilities have been maintained within appropriate ranges. Archival storage areas have continuous, freely circulating air using a system capable of being isolated from external hazards. 27. External air intake into archival storage areas is filtered to remove dust, pollen and other pollutants. 28. Individual shelves are able to safely support the maximum volume of records and their containers. 29. Shelving and handling equipment are kept clean, are in good working order and are regularly maintained. 30. Shelving and handling equipment are appropriate for the format and long-term preservation of State Archives. Assessment reports which detail air circulation in archival storage areas and facilities. Assessment reports which detail air filtration in archival storage areas and facilities. Inspection logs which demonstrate air quality in archival storage areas and facilities. Assessment reports which identify appropriate shelving for records. Storage plan which includes a programme of regular cleaning and maintenance. Inspection logs which demonstrate that shelving and handling equipment have been regularly checked and maintained. Assessment reports which identify appropriate storage and handling equipment for records, (e.g. large maps and plans have been stored flat on powder-coated or baked enamel metal shelves or in equivalent horizontal plan cabinets). Inspection logs which demonstrate that shelving and handling equipment are being used appropriately. 31. State Archives are stored a minimum of 125 mm above floor level. 32. Containers used to store State Archives are acid free (or archival quality), clean, in good condition and appropriate to record weight, size and format to assist with the preservation of the records they contain. 33. Archival storage areas are inspected on a monthly basis to identify signs of mould, insect or vermin infestation and other damage or deterioration. 34. Mould and pest infestations have been treated promptly and appropriately. 35. State Archives identified as being at risk have been isolated and advice from PROV regarding conservation sought. Assessment reports which detail the height of shelving in archival storage areas and facilities. Record storage procedures which require the use of archival quality containers. Inspection logs which demonstrate that containers are in good condition and being used correctly. Inspection logs which demonstrate that records in archival storage areas have been checked for signs of damage. Reports of mould and pest infestations and their treatment. Disaster Management Plan which details procedures for isolating and conserving State Archives at risk. Reports of mould and pest infestations and their treatment. Correspondence to PROV regarding conservation advice. 36. Staff members responsible for handling records within archival storage areas and facilities have received training in safe manual handling practices to minimise injury. Training programme which covers safe manual handling practices. Staff training records which demonstrate that all relevant staff have received training in safe manual handling practices. Archival storage areas and facilities are designed, maintained and used in accordance with the requirements of the Occupational Health and Safety Act Training programme which covers record conservation and preservation practices. Staff training records which demonstrate that all relevant staff have received training in record conservation and preservation practices annually. Responsibility for the identification and control of State Archives within POD custody has been assigned to staff with the appropriate skills and competence in records management. Records management policy or delegations registers which assign responsibilities for the identification and control of records. Archival storage areas and facilities have been protected from unauthorised access and destruction (including measures to protect computers or networks from computer viruses and unauthorised access to digital records). Storage plans and assessment reports which include details of security measures implemented to protect archival storage areas and facilities. ICT security and access control model which includes details of computer security controls to protect digital records. Intruder detection devices have been installed for archival storage areas and an after-hours response plan is in place. An ongoing maintenance programme has been implemented to identify, assess and mitigate risks to the security and preservation of State Archives in archival storage areas and facilities. An integrated pest management system is in place in archival storage areas and facilities and is as least toxic as possible. Archival storage areas have been routinely cleaned with a vacuum cleaner fitted with High Efficiency Particulate Air-filtration (HEPA) filters, which are cleaned and replaced according to the manufacturer s recommendations. 57. Security systems for archival storage areas and facilities are routinely checked. 58. Software on online or near-line computer systems used to store digital records is supported and maintained. Service contract with cleaning contractor. Maintenance logs which demonstrate regular cleaning of archival storage areas and replacement of HEPA filters. Maintenance logs which demonstrate that security systems have been tested. Repairs to archival storage areas and facilities have been carried out promptly after identification. A disaster preparedness, management and recovery programme for State Archives within archival storage areas and facilities has been developed, implemented, tested, assessed annually and provided to the Keeper of Public Records upon request. Disaster preparedness, management and recovery plan which defines responsibilities and includes copies of the agency s current certificate of insurance, and contact details of specialist disaster recovery companies. Acknowledgement from PROV that the Disaster Plan submitted has been received. Procedures regarding the update of risk logs, mitigation strategies, and the disaster management plan as part of the recovery process. 61. State Archives in archival storage areas or facilities have been insured for recovery and restoration in the event of a disaster. Disaster management plan includes agency insurance policy details, insurance coverage for record recovery and restoration activities and claims procedures. Copy of agency certificate of insurance. 62. State Archives in digital format have been duplicated and stored in two physically distinct sites. 63. Equipment and supplies required to assist with the recovery of records after a disaster have been set aside in designated areas within or near archival storage areas and facilities. Fire extinguishers and water based sprinkler systems have been installed in archival storage areas in accordance with relevant Australian standards and are tested quarterly by a qualified contractor. 66. Fire alarms have been installed for archival storage areas which meet the requirements of the appropriate Australian standards and are tested quarterly by a qualified contractor. 67. Staff members working in archival storage areas have received training in the use of fire protection equipment. 68. Staff members responsible for the recovery of State Archives following a disaster have received training in carrying out their allocated responsibilities. Fire safety logs or inspection reports showing that smoke detectors meet requirements of AS Fire safety logs or inspection reports showing that fire extinguishers, hose reels and hydrants meet the requirements of Part E of the Building Code of Australia.
