1 NIMS: Past, Present, Future Healthcare Emergency Preparedness Program Emergency Preparedness Coordinators Meeting January 16, 2008

3 Past Established by Homeland Security Presidential Directives 5 Management of Domestic Incidents & 8 National Preparedness. (See handout provided.) Allows local, state, federal first responder agencies and hospitals to work together more effectively and with the City Incident Management System (CIMS) Previous core contract requirements: IS 700, ICS 100, 200, 800 As of Sept. 30, 2007 compliance with NIMS 7, 9, 10, 11 was due. Letter of Attestation (LOA), Or Completed Corrective Actions Plan (CAP) LOAs and completed CAP are due Jan. 28, 2008
4 Clarifications Issue LOAs are not signed by CEO/COO or designee. LOAs are not on letterhead. To what are we attesting having completed? Legal language of sample LOA is confusing. How do hospitals know what they owe DOHMH? Response CEO/COO must sign. Note: corporate entities with 1 contract with DOHMH require only 1 LOA listing all their hospitals. (HHC is an example.) Resend on letterhead. That NIMS trainings are completed (elements 9, 10, 11) & hospital EOP and SOP reflect NIMS (element 7). See checklist provided. Use simple statement that anyone can understand. Review Darrin and Marsha s tracking sheets today.
5 Bottom line Compliance for Sept. 30, 2007 = 6 certificates for IS 700 (1 is Incident Commander or EPC) 2 certificates each for ICS 100, ICS 200, IS of each must be Incident Commander or EPC LOA on hospital letter with CEO/COO (or designee) signature attesting to compliance with NIMS element 7, 9, 10, 11. Refer again to the checklist. We can not reimburse for 2008 contracts without LOA or CAP completion.
6 Present NIMS categories There are 7 categories into which 17 elements fit deliverable Has parts 1 3. Each part has required documentation. The final part of the deliverable will be a selfassessment tool.
