Demonstrate the availability and usage of interoperability channels from the TSICP. 3. Demonstrate the ability to establish initial incident communications and then establish command and tactical nets, based up the ICS 205, to support responding jurisdictions and agencies. 4. Demonstrate the ability to establish communications with Texas Forest Service (TFS) and Department of Public Safety (DPS). 5. Demonstrate the effectiveness of the RICP/RSOP as a tool for establishing interoperability. 6. Activate a COML who establishes an interoperability channel plan, completes an ICS 217a, ICS 205 and conducts a briefing. 7. Demonstrate the ability to activate the host jurisdiction s EOC and establish communications between the ICP and the host jurisdiction s EOC. 2 A primary interagency operations talk path was clearly established by procedure or communicated to responders early in the incident. Establish an Incident Command Post (ICP), incident bases, camps, staging areas, helispot or wheelbase, and other facilities as required. Establish and maintain communications with the Emergency Operations Center (EOC), dispatch center, and responding units. Request mutual aid through the EOC. Request additional resources as necessary for operations and onsite incident management. Communicate incident response information to responding units. 3 Activity Analysis Caucus Period 2 Transition from Incident Command to Unified Command for incidents involving multiple jurisdictions, a single jurisdiction with multiagency involvement, or multiple jurisdictions with multiagency involvement. Establish a COML. Establish the command structure to manage the incident and meet objectives. Establish branches, groups, and divisions needed to manage the incident and meet incident objectives, strategies, and tactics. Maintain span of control. Establish incident objectives, priorities, and operational periods. Establish operational period, not to exceed 24 hours. Develop the incident action plan (IAP) to establish priorities, procedures, and actions to be accomplished to meet the incident objectives. 4 Obtain Incident Command/Unified Command approval of IAP. Implement processes to order, track, and assign, and release incident resources. Monitor/measure performance of assigned resources, and request additional resources as needed. Coordinate incident site communications to be consistent with the National Incident Management System (NIMS) framework. Report and document the incident by completing and submitting required forms, reports, documentation, and follow-up notations on immediate response communications.
