3 Litigation Skills Roundtable: Pretrial Conferences February 12, 2016 (12::00 1:30 pm), Arnold & Porter, 601 Massachusetts Avenue, NW To register for upcoming Washington Council of Lawyers programs, please visit our website, LEGAL POSITIONS DOMESTIC VIOLENCE/FAMILY LAW STAFF ATTORNEY THE LEGAL AID SOCIETY OF THE DISTRICT OF COLUMBIA The Legal Aid Society of the District of Columbia seeks a staff attorney for its domestic violence/family law unit. Legal Aid was formed in 1932 to provide legal aid and counsel to indigent persons in civil law matters and to encourage measures by which the law may better protect and serve their needs. Legal Aid is the oldest general civil legal services program in the District of Columbia. The largest part of our work is comprised of individual representation in housing, family, public benefits, and consumer law. From the work with clients, we identify opportunities for law reform, public policy advocacy, and impact litigation. Tasks and Duties: Legal Aid has a broad and energetic domestic violence/family law practice. Our unit is staffed by three supervising attorneys, seven staff attorneys, one rotating loaned associate from a law firm, and a legal assistant. The staff attorney will handle a caseload of child support and paternity cases, including working from the Child Support Resource Center at D.C. Superior Court, as well as custody, divorce, and Civil Protection Order matters for survivors of domestic violence. In addition to an active litigation docket, the staff attorney will participate in community outreach, engage in systemic reform efforts, and be responsible for conducting interviews of prospective clients. Legal Aid s domestic violence/family law attorneys primarily work out of Legal Aid s central office and may also work and conduct initial applicant interviews out of Legal Aid s community office in SE. They also help staff the District s two Domestic Violence Intake Centers in NW at the D.C. Superior Courthouse, and in SE at the United Medical Center and the Child Support Resource Center, which operates out of the Paternity & Support Branch of D.C. Superior Court. Qualifications: The ideal candidate will have the following: Strong litigation, organizational, communication, and leadership skills; The ability to work collaboratively with other staff; A demonstrated commitment to social and economic justice; Experience in legal services preferred, ideally with a background in DV/family law; and Bilingual skills (in Spanish, Amharic, or another language prevalent in Legal Aid s client community) strongly preferred but not required. STAFF ATTORNEY CATHOLIC CHARITIES OF THE DIOCESE OF ARLINGTON Catholic Charities of the Diocese of Arlington seeks a full-time attorney for its Hogar Immigrant Services program. Hogar Immigrant Services offers a wide range of services at little or no cost to a vulnerable immigrant population, without regard to religious or ethnic identity. Our goal is for immigrants to achieve self-sufficiency and participate fully as productive members of American society. The Staff Attorney will prepare a wide range of immigration cases for submission to US Citizenship and Immigration Services (USCIS), Department of State, Immigration Court and the Board of Immigration Appeals. The Staff Attorney will also provide legal representation to Unaccompanied Alien Children and will prepare cases for submission to the US Citizenship and Immigration Services (USCIS) and EOIR. The Staff Attorney will coordinate all aspects of a client's case, including client communication, relevant research, drafting personal statements, preparing immigration forms, writing briefs, drafting court motions and orders, and advocacy with law enforcement and other agencies. Additionally, the Staff Attorney will: Assist in the supervision of volunteers and student interns. Solicit the help of volunteer attorneys, paralegals, and others to assist with the provision of services when necessary. Provide in-service training to staff and volunteers on immigration-related skills and knowledge. Provide public education in the community, collaborating with other agencies. Participate as needed in agency and program-wide data collection, fundraising, training, and strategic planning. Participate in meetings with immigration legal service community-based organizations. Participate on a monthly basis in day-long Saturday naturalization workshops. Prerequisites for the Position: Juris Doctor Degree with membership in any state bar. One year or more experience practicing immigration law. Experience with legal representation of Unaccompanied Alien Children preferred. Advanced proficiency in Spanish and English (writing and speaking) required. Ability to work both independently to manage a substantial workload with deadline pressures. Competence in communicating and interacting with others of diverse cultural, geographic, and economic backgrounds in a professional and compassionate manner, including interacting with individuals experiencing substantial levels of emotional, physical, financial, or other hardship. 5 RESEARCH AND ADVOCACY ASSOCIATE DETENTION WATCH NETWORK The Detention Watch Network works through the collective strength and diversity of its members to expose and challenge the injustices of the U.S. immigration detention and deportation system and advocate for profound change that promotes the rights and dignity of all persons. Working with DWN is a unique opportunity to interact with, and support the work of, immigrant rights advocates as we build our collective power and vision of a world without immigration detention. Position Summary The Research and Advocacy Associate will work closely with the Policy Director on immigration detention and enforcement issues to advance the Network s principles and members shared advocacy goals. The Research and Advocacy Associate will monitor and report on policy activities; manage coordinated education advocacy activities around key policy goals, and engage members across the country to add their perspectives through local, national and DC-based activities. The Research and Advocacy Associate will also support field research and data-collection focused on tracking detention conditions and documenting local responses to the implementation of immigration enforcement and detention growth. This is a full-time position based in DWN s Washington, DC office. Specific Responsibilities Monitor and track conditions and trends at immigration detention centers nationwide including impact of local and national policy reforms; Conduct data-gathering, fact-checking and research on immigration detention and enforcement practices; Engage in both written and oral education, including analysis of government and NGO policy reports as they relate to the Network s objectives, creating publicly accessible materials for use with policymakers and the media, and other public education activities; Facilitate education activities with members around key policy goals and enlist their viewpoints; Document and report on actions taken by the Network to achieve specific objectives and evaluate effectiveness of actions. Assist Network staff with the management of electronic tools including the website; Support the implementation of strategies to achieve Network s policy and advocacy goals in conjunction with other staff, DWN members and leadership; Assist the Policy Director to keep DWN members, leadership, and staff informed of policy opportunities and developments; Assist the Policy Director to maintain relationships with allies and constituencies and work on collaborative advocacy strategies; Assist organization-wide fundraising efforts including support for grant proposals, reports and related activities as needed. POLICY ASSOCIATE LEGAL ACTION CENTER The Legal Action Center (LAC) seeks a Policy Associate in its Washington, D.C. office to work on a variety of projects related to health care policy and improving access to addiction and mental health care. About the Organization: LAC is a private, not-for-profit law and policy organization with offices in New York City and Washington, D.C. LAC is the only organization in the country whose sole mission is to fight discrimination against and protect the privacy of people living with criminal records, drug or alcohol histories, and/or HIV/AIDS. LAC's multi-faceted approach involves direct legal services and impact litigation, technical assistance and training to agencies that serve our constituencies, and national, federal and state policy advocacy to create systemic changes. Since its 1972 founding, LAC has been a state and national leader in policy and legal advocacy to: promote substance use prevention, addiction treatment, and recovery; protect the privacy of addiction treatment information; fight discrimination related to an addiction history or a criminal record; and reform drug sentencing laws. LAC is a national leader on ensuring the federal health care reform law, the Affordable Care Act, helps to expand health insurance coverage and access to care for people with addiction and mental health service needs and for those involved in the criminal justice system. LAC is also a leading expert on the laws governing the confidentiality of substance use treatment records and has worked with treatment providers and policy makers on these confidentiality issues for decades. 6

7 Job Responsibilities: The Policy Associate will be responsible for coordinating a number of policy projects aimed at improving access to health care. This position will report to LAC's Director of Policy. The Policy Associate will: Coordinate and help to staff the Coalition for Whole Health, a coalition of organizations working to ensure that health reform laws are well implemented for people with mental health and addiction care needs. Maintain regular communications with Coalition members. Conduct policy research and analysis of federal and state laws, regulations and guidance toward better access to health care for people with addiction and mental health needs. Develop written policy materials for the administration and Congress, state policy-makers and advocates. Coordinate a project aimed at ensuring that there is good access to substance use screenings and early intervention services through Medicaid and private insurance. Conduct educational presentations and trainings on various health policy issues and help to develop and implement policy advocacy strategies. Qualifications: Public policy experience (minimum 2 years), preferably in the area of health. Graduate degrees in law or public policy preferred. A passion for advocacy to expand access to health care and to eliminate discriminatory policies is essential. Excellent written and oral communication, advocacy, and analytic skills, including the ability to explain complex issues in clear, persuasive terms. High level of organizational skills and ability to multi-task. Strong networking skills and the ability to develop and maintain relationships with individuals, organizations and government agencies and well as to work with diverse groups of people. Desire and ability to work both independently and collaboratively in a small (4-5 people), busy office. Willingness to travel. Salary: Salary is commensurate with experience. Legal Affairs: The Legal Affairs department is responsible for a wide and growing variety of general corporate legal and risk management matters, plus overseeing relationships with outside counsel. The department's work continues to grow based on Pew's change from private foundation to public charity status in 2004, which not only permitted a dramatic expansion of Pew s charitable activities but also increased the amount and complexity of the unit's work. Legal Affairs provides legal advice to the board, senior management and staff regarding all of the institution's activities, from operating projects to fund-raising to grantmaking. The department is also involved in the design and development of new policies and procedures affecting Pew's operations. The Legal Affairs department is currently comprised of 21 individuals, including 17 legal staff and four compliance staff. Position Overview: Pew is seeking a full-time attorney for the position of Senior Associate, Legal Affairs and Associate General Counsel. The primary responsibility of the attorney will be to provide support for the operations work of the institution. This attorney will be expected to draft and review various contracts, including vendor contracts leases, hotel contracts and grant agreements; assist with employment and benefit law matters; conduct relevant legal research and analysis on the legal requirements that apply to Pew's expanding activities; act as a liaison between legal affairs and other Pew staff; and engage in other work as requested. This position requires experience in one of the following areas: employment law, benefits law, contract law, or tax-exempt organization law (specifically the laws applicable to public charities). This position reports to the Director and Associate General Counsel based in Pew's Washington, DC office. 10 Position Description: The Legal Clinic seeks an experienced attorney for its housing practice, which consists of a dedicated team of 5 housing attorneys and 1.5 associates loaned from area law firms. The attorneys in the housing practice focus primarily on an innovative project to provide same-day representation to tenants they meet for the first time at court at a critical point in their landlord-tenant case (and many of those cases are retained by our attorneys for continued representation). The Senior Attorney will participate in same-day representation and ongoing casework and help both staff attorneys and loaned associates think through appropriate and innovative legal and non-legal strategies to achieve client goals. The Senior Attorney will also help support housing-related advocacy and policy reform efforts in the District Qualifications: Member of the D.C. The Multicultural Center at NVFS provides multicultural mental health, case management and legal services to address the needs of low-income, English-limited immigrants, asylees, and refugees for whom existing services are inaccessible due to language and cultural barriers.
