4 The Lowcountry Broadband Plan The Lowcountry Broadband Plan is a framework to provide Gigabit services to residents, businesses and public areas in the Lowcountry. Peak internet speeds are growing at an annual rate of 26% in all 50 states Analysts expect 18 devices per home by 2018 requiring bandwidth from a high speed internet connection The average Hargray customer internet speed grew 44% in 1 year from 12.5 Mbps to 18.1 Mbps The plan has received public support from local government and business leaders including: Beaufort County, Town of Hilton Head Island, Town of Bluffton, Hilton Head Island Bluffton Chamber of Commerce, Hilton Head Island Economic Development Corporation, and Hilton Head Island Task Force 3

5 The need for speed - why fiber? According to a Fiber to the Home Council of the Americas 2012 survey: Fiber adds approximately 3% to a home s market value. For home appraised at or above $300,000, the addition of fiber infrastructure stands to augment property values by an estimated $9,000 per home For Homes with below average internet speed (<30 Mbps), it is suggested that they will lose ~ 2% in value 4
