In FY13/14 we will: Continue to expand our coverage by adding more than 100 new coverage sites to the network. Further expand our 4G coverage beyond our current 85% Australian population reach. Preparing the network for new world leading technologies such as 4G-LTE- Advanced and channel aggregation. 10 Keeping the community safe The LANES strategy is a unified national approach. It s designed to better support our emergency services organisations as they protect communities now and in the future. Public Capability PPDR Capability Public Capability PPDR Capability Public Capability PPDR Capability Every Day ESOs have sole and exclusive use of their own spectrum, ensuring critical communications are provided to remove, rural and urban centres more equitably. Major Incident During a major event, PPDR capability is immediately augmented using commercial capability by providing priority access and preferential data treatment for mission critical communications in Telstra s LTE coverage areas. Disaster In the event of a disaster critical communications are further augmented with additional PPDR capability that is available to all ESOs. APCO Anthony Goonan April 14 Page 10
11 Augmenting partitioned spectrum with commercial capacity LANES LTE Advanced Network for Emergency Services PSA PARTITIONED e.g. 800MHz PPDR (or use of 900MHz ahead of PPDR spectrum allocation) PUBLIC LTE e.g. 900MHz, 1800MHz, 2100MHz today 700MHz, 2500MHz from 2015 PSA-only partitioned spectrum expanded by augmenting with preferential data on the public LTE spectrum in LTE coverage areas Potential spectrum in the 800MHz and 4.9 GHz bands for Public Safety Agencies (PSAs) Utilise Telstra spectrum resources to enhance PSA operations in an integrated network scenario (LANES) in times of need APCO Anthony Goonan April 14 Page 11
12 The capability we have developed and demonstrated to key industry segments The network provides 4 key capabilities 1 2 A dedicated and partitioned spectrum lane of capacity for PPDR use, providing exclusive access and mobile broadband data Prioritised network access of PPDR services on our commercial 4G LTE technology in LTE enabled areas (85% population) Preferential Data Partitioned Spectrum 3 Capacity expanded by allocating preferential data treatment on our commercial 4G LTE technology in LTE enabled areas 4 Seamless operation between the partitioned spectrum allocation to the public network where LTE is enabled. 13 3GPP standards engagement for public safety Telstra strongly support a 3GPP roadmap Cooperation has been established between 3GPP and other groups to ensure broad representation of the public safety community. Active industry engagement with the LTE standards community in 3GPP to create the system improvements needed to meet public safety requirements. 3GPP s objective is to preserve the considerable strengths of LTE while also adding features needed for public safety APCO Anthony Goonan April 14 Page 13

We showcased this capability to Government and Industry representatives in Brisbane and Perth through a series of live demonstrations Following the Showcase, LANES was successfully deployed at the Woodford Folk Festival by the Queensland Police Service.
