5 MEF SCHOOLS CIVIL DEFENSE FOLDER Civil Defense Studies in MEF Schools Determination and evaluation of potential risks. Overview of security cautions. Making betterment for decreasing the risks minimum. Making collective action plan and improving it by field exercises. Civil Defense Studies are managed by the lead of Civil Defense Presidentship and by the attendee of all employees. This plan is prepared by Civil Defense Commission. The plan is overviewed and updated every year on March. 5
6 AIMS and SUPPOSITIONS The aim of Civil Defense Plan is to be prepared for unexpected situations in MEF Schools, to improve basic catastrophe awareness of children and adults and to provide caution that can decrease the damages to minimum in a disaster till first-aid crew come. MEF Schools Civil Defense Plan is created for the suppositions about meeting MEF Schools needs in the first stages of the disaster. First-aid Crew may not reach directly after disaster, Fire may appear, Some resources like water, electricity, communication, transportation and food might not been able to find, able to use or not safe, Some building might be destroyed, The injuries that students and employees get during the disaster might need help in school. CONTENT Civil Defense Plan is limited with MEF Schools boundaries. Cover the risks in buildings and garden. Plans are emphasized in Civil Defense Documents. For understanding the context, Civil Defense Commission structure and position descriptions must be known. Also, Kindergarden, Primary School, Secondary School and International Schools original excretion plans and activity application according to age groups are existent. Chain of action might be delayed because of conditions created during the disaster, designated meeting places or safe areas might be damaged. Therefore, the external factors should be considered to be effective on decisions that will be taken, actions that will be performed. Utilization of the information contained in the Disaster General Information Booklet is suggested and disaster management information should be developed by seminars and courses. 6
7 INTRODUCING THE SCHOOL. MEF Schools is subject to the legislation of Ministry of Education. There are students and employees in MEF Schools. The number of students in schools is 1444; the number of employees is 467. These numbers may change each year. There are two entrances in school; Ulus Gate and Ortaköy Gate. School entry can be made both by car and on foot. The school is built on 36,000 m2 open space and 34,000 m2 covered area and campus is cosist of 5 main buildings. There are open areas which are far from all school buildings these regions are front garden, basketball and tennis courts areas. Day and night, including entrance gates and around the school are protected by full-time security guards. Around the MEF Schools campus area there is no area containing hazardous materials. Hazardous materials are not been kept in classrooms, the rooms and garden areas, laboratory, and pool chemicals are limited and being keep in steel cupboards. Status of the school ground and buildings are defined as "safety buinding before the earthquake"by ITU Civil Engineering Faculty examination on September Electrical Installation Electrical main switch inputs are on each building s enterance floor. Switch location is known by the housekeeper of the floor who is logistics team member official of the building. In addition, electrical switches are located on each floor and this location is known by housekeeper. The school's main transformer is in electrical shop near the bottom of the Statue of Atatürk. Chief of Maintenance and Electrical Technician is responsible for the closure of the transformer if it is necessary. 7
8 Generator is located in the same area and can be closed by the staff. Stokehold The school's heating and cooling systems are in the stokehold. Warmup is with natural gas, cooling system is working with electricity. Water main distribution network is located in the stokehold. On every building there is 5-ton water tank to fight fires and in the stokehold there is 40-ton water tank which is working with a water pump and distributed from the center. Natural gas is with the gas leak sensor system; in case of fire, earthquake close off itself automatically. The stokehold operation systems responsibles are 2 plumbers and working alternately. PREPARATION, DOCUMENTATION AND FIELD EXERCISES 1. Civil Defense Documents: Copies of all civil defense documents are in attachments section. a) The Civil Defense Folder: Civil Defence Commission structure contains job descriptions, lists and phone numbers of all the Civil Defense teams, MEF Schools existing disaster preparation, emergency forms, and contingency plans. These plans are; CIVIL DEFENSE COMMUNICATIONS PLAN (SİP) DISCHARGE OF CIVIL DEFENSE PLAN (BP) MEETING AND CENSUS PLAN (BUSAP) WORK AFTER DISASTER PLAN (ASCAP) EMERGENCY ACTION PLAN (MAP). This has been prepared in a format that employees can carry next to them. AEP Things to do during the fire, Things to be done during and after the earthquake, Discharge action plan, 8
9 Meeting and counting action plan, Things to do in case severe storm / snow, Things to do after a notice of a bomb, Things to do when hazardous persons are realised, Things to do when attempted suicide, Things to do in case of flood, Things to do in case of lightning, Things to do do in case of Nuclear- danger. b) Manual Disaster Action Plan for Students: It includes the actions that students should applicate during and after the disaster. In implementing these actions, teachers perform the reminder and routing functionality, by communicating the appropriate age groups. c) Handbook of Disaster Information: Disaster management is a vital issue and concerns of all our lives. It aims to remind you about the basic concepts of disaster management, to discuss measures to minimize potential risks and to develop awareness in unexpected circumstances that will allow staff to make the right move until the basic disaster assistance team. d) Disaster Information Forms: Risk Assessment and Prevention Planning Forms Risk Assessment and Prevention Planning Forms are being used for determining the risks and providing prevention for these risks in MEF Schools. These forms are filled in by the staff that defined every year in March and forwarded to the President of the Civil Defence Commission and the planned studies are determined in the commission meeting every year not later than the first week of April. 9
10 Environmental Risk Control Form: The school's environmental risk assessment is carried out once a year by the Department of Administrative Affairs and submitted in March to the Civil Defence Commission. (EXAMPLE 1) Campus Safety Audit Form: Risky areas in the campus, tools and supplies should be kept in immediate disaster are checked once a year by the Department of Administrative Affairs. Every year in March, when Building Safety Inspection Forms reach the existing needs and preventions are presented to the Civil Defense Commission. Renovation and landscaping work that are agreed on making are planned. (EXAMPLE 2) After each disaster, at the latest the following day of disaster; buildings were visited and reviewed by the Administrative Affairs Department and the Building Principals; if it is needed, professional inspection is provided and the Civil Defense Commission is metting. Building Safety Inspection Form: Risk areas in the school, tools and supplies that should be kept in each building are inspected once a year by building managers in cooperation with the Department of Administrative Affairs and offered to the Civil Defence Commission. After Each disaster conditions are updated. (EXAMPLE 3) Civil Defence Training Registration Form: Each year, they made disclosures to remind to employees for date protection of Civil defense efforts that are made. When it is required, special training courses are organized for Civil Defense Teams for the information refreshement.each year on March; these disclosures are forwarded to the Civil Defence Commission by Human Resources Department and the new academic year Civil Defense Trainings are planned. (EXAMPLE -4) Exercise Form: Each semester, field exercises that are conducted are forwarded to the Civil Defence Commission with Exercise Form. (EXAMPLE 5) 10
11 Post-Disaster Work Forms Group Status Form: It is filled in by Building Principal immediately after the disaster and is transmitted to the Crisis Management Commission. (EXAMPLE 6) Crisis Management Committee determines the campus-wide needs based on this information in the forms and creates a response plan with the Heads of the Civil Defense team. Campus Status Form: They are forms that are held by the Civil Defence Commission in order to save the work of civil defense teams and transmitted information from building responsible. Team Control Form: The forms are used on following where the civil defense teams were appointed in the meeting field by the heads of team and states of them. (EXAMPLE 7) Message Form: The forms are used for communication by Civil defense teams and carried by messengers. (EXAMPLE 8) 2. Field Exercises, Each term in MEF Schools, drill of a fire and an earthquake are performed. During the exercise children and staff should show how quickly they can move to action. Explainining the purpose of exercises to students is important. Teachers and staff are exemplary for students for a serious detection of exercise. Fire service or the civil defense organization, is invited to observe exercises and their suggestions are taken. After the exercise, building responsible takes notes about observations and post it to Civil Defence Commission gathers within a week for reviewing plans those are collected. 11
12 Disaster Action Plan that students will do during the exercise are emphsized in Student Booklet. During the exercises forms that are foreseen in the use of are used. Back-discharge areas of the exercises should be used and application support teams that have difficulties should be informed by supportive notifications. Exercise Form that is attached is used to record the exercise results and recommendations. 3. Civil Defense Equipments, Two portable disaster supplies for the equipment-room (container rooms) have been prepared to be used during disaster in MEF Schools. In one of these tools and supplies, and the other resistant food are stored. Equipments are located at the first game area of Primary School which is on the pool area and the keys are with back yard security. Tools and supplies are inspected every six months by the Department of Administrative Affairs and the information is given in the equipment form to Civil Defence Commission. (March-September) List of equipments is in the appendix section. CIVIL DEFENSE COMMISSION STRUCTURE Civil Defense Commission structure and duties of all civil defense teams are described. Civil Defence Commission consists of: Civil Defence Commission - Chairman and Vice-President, Crisis Management Commission and the building principals, Discharge teams Firefighting teams Search and rescue teams, 12
13 Psychological assistance teams, First aid teams, Security teams Transport and communications teams, Logistics teams. Lists of persons in charge of civil defense teams are in appendix section. While planning works to be done immediately after the disaster and search and rescue studies, the teachers who are on vacation must be considered. The teachers vacation days are added to Civil Defence file at the beginning of each semester and file is stored at the Crisis Management Committee room. 13

15 MEF CIVIL DEFENSE COMMISSION TASK DESCRIPTIONS MEF CIVIL DEFENSE COMMISSION 1) They follow MEF Schools the usual requirements of the Civil Defense, prepare plans, and develop. 2) They provide MEF Schools Civil Defense teams up to date, work for teams to be able to make their tasks and work for employees to gain awareness on Disaster and Emergency. 3) They gather each year during the first week of April and make plans on the work through the forms those are prepared. 4) The second meeting time which will be held in that year is determined by the Civil Defense Commission Chairman. CRISIS MANAGEMENT COMMISSION 1) Crisis Management Committee met in emergency situations or talks to the majority of members and creates a plan of action regarding the emergency situation. 2) Crisis Management Committee members transmit relevant knowledge and observations about the situation to Crisis Management Commission. 3) Crisis Management Committee transmits the information those come from building principal to the other commission members as soon as possible when an emergency occurs. If necessary, it makes rallying call as soon as possible. 4) In all cases do not affect the building, General Manager Room; in other cases portable room is the meeting place at the front garden. 5) Crisis Management Committee announces the information about the decision taken those come from building principal s to schools and units or provide the announcement through the building responsbiles. 6) Crisis Management Committee determines priorities for intervention through the information that comes from building principals Group Fact Finding Forms, together with the Heads of the Civil Defence at the meeting 15
16 area. It records all the information from the Civil Defense Team Heads to Campus Fact Finding Form. 7) Crisis Management Committee decides about whether disclosure will be made to the press, when and how to explain. BUILDING PRINCIPAL There are one building principal and one assistant in each building. 1) Building principals are responsible for forwarding the building announcing to the residents the announcement which is received from the Crisis Management Committee and the General Directorate by announcement, , telephone or cell phone and managing the implementation of decisions. 2) When building principal is not on their place, the assistant is authorized. When both are not on their duties, evacuation teams are responsible for building principal s responsibilities; they shall elect the president in the meeting field. 3) Building principals are responsible for following the emergency situation in the building, analyze the danger and the primary role of the building principals is to remove people in the building in a dangerous situation with the safest and most convenient way from the incident. 4) Building principals give information to the President of the Crisis Management Committee and ask the support of civil defense teams from other buildings if there is a local and avoidable danger. 5) Building principals are responsible for calling the civil defense organization like firedepartment, police, security, ambulance if the emergency is a threat to the building contents. 6) Building principals follow as soon as possible the housekeeper of the building who is logistics team member, to close electricity, water and natural gas installation. 7) Building principals check Discharge officials to check the buildings that no one is inside. 8) Building principals observe status of the building during the discharge. 9) Building principals provides a safe and orderly transportation to the meeting space and with the support of disposal teams counting and providing 16
17 detailed information with the fastest way to the Crisis Management Commission by Group Fact Finding Form. 10) Building principals keep track of the needs and forward requirements to the Group Crisis Management Commission. CIVIL DEFENSE TEAMS 1) It consists of the current civil defense teams, the heads of civil defense teams and the civil defense team members those are in every building. 2) Civil Defense teams primarily responsible for the safety of their own lives. They should stay away from individual interventions that may endanger the lives of their own and other employees, should provide support to as many people as possible in the light of guidance the building manager and team leaders. 3) Civil defense teams are in charge of implementing the decisions from Crisis Management Committee that are forwarded from building principal. b. All civil defense teams responsible for their own buildings as in building responsibility management till get through the first danger and provide security for the employees in the building. They can make hazardous fire suppression, light search and rescue, a light first aid. They provide information about Studies they have done to the heads of the team and the building manager as soon as possible. c. They provide support to the building which is under danger as soon as possible with their equipments by Crisis Management Committee call during an emergency. They counsult to the team the heads and provide information to the team president and building principal about the studies as soon as possible. d. They wait for the next action plan which will come from the heads of the team if there is a discharge to be made at meeting fireld next to a portable operating room of the Crisis Management Committee by inserting their armband. 7) All civil defense teams work in correlation with the heads of civil defense team. 8) Civil defense teams always act with a messenger while they are going for a task from meeting space. 17
18 CIVIL DEFENSE TEAM HEADS 1) The Civil Defence Team Heads manage the work of civil defense teams, oversee the safety and stop the team intervention to potentially dangerous situations along with the crisis management commission by the received Group Status Forms information. 2) The Civil Defence Team Heads reach and give support to the teams in the building with their equipments in local emergency situations with a call from the Crisis Management Committee as soon as possible. 3) The Civil Defence Team Heads record the work to the Team Control Form and provide information about the needs and the studies to the Crisis Management Commission. 4) The Civil Defence Team Heads always act with a messenger while they are going for a task from meeting space. DISCHARGE TEAMS 1) Discharge Teams, who are under the responsiblity of building principals, guide the people in the building to flee safely the building and help them to reach the meeting space. 2) Teachers are natural members of the discharge team; they are responsible for the evacuation of their course classes and make students reach to a safe area. 3) Discharge Teams calls out to people within the building to evacuate the building, they help people who need physical support by being sure there is no one inside. They receive the support from First aid and search and rescue teams when it is needed. 4) Discharge Teams remind the principles of prevention according to the danger in the building, (tilting walk, preserve our heads, close our mouths and noses, pay attantion to the stairs, do not make fire, etc.). 5) Discharge Teams give information to the building manager when the first threat is gone and the latest in the meeting field. 6) Discharge Teams support groups when they reach to the meeting space to remain calm. 7) Discharge Teams help the building principal in making census. When Wounded or missing person cases are detected, they provide information as soon as possible to the building manager. 18
19 8) Unless otherwise stated, Discharge Teams stay with the group and provide the silence and support the group remain calm. FIREFIGHTING TEAMS 1) Firefighting Team shall immediately intervene when there are nonhazardous small fires with fire extinguishers. 2) Firefighting Team take preventive measures for the spread of fires by the condition of ensuring the safety and not working alone until Fire Service comes. 3) In local emergency situations with a call from building principal, Firefighting Team reach to related to the building in the shortest time with their equipments and give support fighting teams in there. They provide information as soon as possible to the head of the team and building principal about all the studies. 4) Firefighting Team wait for the next information from team heads in the meeting field with Crisis Management Commission by wearing their armbands. 5) After Fire experts come, they help them if it is necessary. 6) Firefighting Team knows the location of fire fighting vehicles in the building and how to use them and regularly provide information and support for their care to the Department of Administrative Affairs. SEARCH-RESCUE TEAMS 1) They help discharging teams during the building discharging. 2) They support protection for any loss student, the remaining employees who stuck at high or in a difficult situation in whole school until teams of experts come. 3) During local emergency situations building principal s call, they reach to the related to the building as soon as possible with their equipments and give support to the teams in there. 4) They provide information as soon as possible to the the head of the teams and building principal about all the studies. 5) They wait for the information that will come from team heads by wearing their Crisis Management Committee armbands in the meeting field. 19
20 FIRST AID TEAMS 1) They provide support of light first aid intervention to students and staffs those are in need of make first-aid interventions. 2) They make the first-aid intervention to help the wounded patients in the building if the building is safe, if not by helping them to carry out (Some effective actions on vital functions such as transportation of seriously injured patients, heart massage can be done by people with medical and first aid certificate). 3) In Local emergency situations by the call of building principle, they reach to the related the building as soon as possible with quipments and provide support to teams in there. They provide information as soon as possible to the head of the team and building principle about all the studies. 4) in the Meeting field next to Crisis Management Committee, they provide first aid to wounded people by wearing their armbands and they give information about the ork they have done to the head of the team as sson as possbile. PSYCHOLOGICAL SUPPORT TEAMS 1) After Buildings are emptied, they provide the necessary support to those in need of psychological support in the meeting field. 2) In the heavy psychological support requiringlocal circumstances like suicide attempts and so on with a call to building principle, the head of the team will interfere. 3) They provide information about The group situation and the studies to the team head. SECURITY TEAMS 1) They ensure the overall safety of the school. They do not leave their place unless there is a devastating disaster. 2) They take precaution against Peopl s malicious attacks, check the precautions and in terrorist attacks make the first intervention with the support of experts. 3) Next after the trials, they stand ready next to Crisis Management Committee and give support to the work of civil defense teams, take care of security in the work area. 20
21 TRANSPORTATION AND COMMUNICATIONS TEAMS 1) Before, during and after Emergency situation, they provide the institution's communication and access to the out Authority. They wait next to Crisis Management Committee in the meeting field. 2) They serve as messenger to the Crisis Management Committee s building principles and civil defense teams when there is no possibility of communications. 3) They stay next to Crisis Management Committee in the meeting fiels and inform the team heads about studies. LOGISTICS TEAMS 1) Before the discharging; each housekeeper, if there is no danger in the building, closes electricity, water and gas installation. 2) Repair and Maintenance Chief turns off power from the transformer if the campus environment is a safe 3) Logistics teams who reach the meeting area, open equipment room by the security key from the garden security and help to distribute the material. 4) They are responsible for follow-up materials which are in the school in order to Civil Defence and distribution of these materials with the support of the building teams in the case of a disaster. CIVIL DEFENSE COMMUNICATIONS PLAN (SİP) 21
22 1. When an unexpected situation occurs the people who must be called firstly are; building principle, vice president of the Crisis Management Committee or deputies. (The building principle, General Manager, Deputy General Managers) when the President and Assistant are unavailab, any of the members of Civil Defence Crisis Management Committee from the nearest building should be called. 2. Crisis Management Committee may decide by collecting and evaluating information about the situation, may send support if it is deemed necessary to the building / units. 3. Decisions are announced to employees through the General s Office or the Building Principle. 4. Building Principals inform the Crisis Management Committee about state of the building occupants and the studies as soon as possible. 5. Genel Headquarters provide information to parents by mail electronically. 6. Crisis Management Komsiyonu make the press release if necessary. OUTSIDE THE CHAIN OF WORKING HOURS CONTACT: 22

General Management determines the action plan with Crisis Management Committee and the necessary authorities and starts phone chain by information from School Principal, Director of Administrative Affairs and Human Resources Director. 2. School Principals follow the communication chain in alphabetical order. 3. Fire Discharge Plan 1) The firefighting teams make intervention to the small and harmless fire with fire extinguisher. 2) The fire alarm is given as soon as possible and people must be made aware of the situation by shouting Fire. 3) Fire department will be notified by building principals. 4) Dischaering Teams and teachers dicharge the people inside the building according to evacuation plans in a safe, orderly and quiet way and go to the meeting field. 5) Discharge teams remind prevention instructions. 6) Electricity and natural gas switches are closed and the building principle will be notified by building logistics responsibles. 7) Discharge Teams ensure that there is no one in classrooms and buildings. 8) Building principals provides information to the Crisis Management Commission as sson as possible and request support if necessary. 9) Crisis Management Committee directs the fire fighting teams and the search and rescue teams with their equipments to the venue by building principals. Committee informs the repair and maintenance chief for closure of the campus centeral electrical switches from transformer. 24
25 If Any Smoke / Fire During The Discharge; Take a position close to the ground and cover your mouth and nose with a wet cloth (clothes). First aid teams are ready with the materials in this field. 7) The discharge teams and psychological support teams provide support to the groups that they are responsible for, people with health problems are directed to the corner of the first aid. 48 EMERGENCY GAME and EMERGENCY PRIORITY Objective: To explain Students how to act in earthquake discharge and how to deal with it at the school and in the class. Operating: Interviewing with students to raise their awareness about earthquake by showing and explaing with pictures. Information is given about what to do during the earthquake. Using the teacher's voice as a stimulus, teaching students how to push chairs under the tables, how to lie next to chair in the fetal position and hot to protect their heads with their hands. Students are asked to make movements shown before, by "emergency call. Explaining to the students by emergency call hot to get in a queu to leave the class and making a practice. In order to reinforce the game, it is repeated at various times and places. GROUP ACTIVITIES FOR PROMOTING EARTHQUAKE AWARENESS The purpose of this study, to increase preschool children s levels of awareness about the earthquake, to create and implement various activities. EVENT 1: Swaddling / trembling Materials: a small table that can move easily boxes full of sand / soil Paper plates, cups, small boxes (will be used to make the building) Application: 1- Discussion the children with: What the 'Swaddling / trembling mean? Ask children to imitate shaking, trembling people. Have you ever experinced the Bosphorus Bridge shake when t-there is a traffic jam? Or is there anyone who was near the train when it passes through or near the railway? (Watch the children how do they show). 48
49 What do you think about what is happening in the world while there is an earthquake? Is there anyone among you ever feel the earthquake? (Take the time to express their feelings and observations). 2 - Tell your children to do a building that shows what is happened during the earthquake. Follow these steps: a) a group of young children's will form a long structure by putting plates, cups and small boxes onto each other filled with sand into the box.. b) Put the big box on the table. c) Shake the table until building is destroyed. d) Ask the children for a comment about what they see. What do Sand / soil represent? (World or the current place we live in / the city). What do plates, cups, boxes, represent? (Long a building) What moves? (Some places in the world and building). What happens to the building? (Various degrees of damage) EVENT 2: Create a Class Painting Materials: Paper, pencil, pastels Scissors A layer of paper for the class painting. Application: 1 - Ask every child to draw a large circle representing the world and what may move it from inside. Please help to write a description of each child's the story of drawing. 2 - To create class picture each child should cut own drawing out and paste it on large paper. Stories statements may paste by the pictures. 3 - Make sure the children tell stories to the group. End the activity witohu explaining the reason of the earthquake. Encourage curious children's to search children's encyclopedias and other resources. At other meeting, when it continues to talk about the subject, you will see that they have collected some of the information. 49
50 EVENT 3: Earthquakes have different strength and may lead to different damage Materials: A cardboard container filled with sand / soil in Paper Construction Materials: Small, blocks, sugar cubes, legos, dough Application: 1 - Ask Children to clap their hands loudly and to describe the tone of voice of apploud then, ask them to clap their hands slowly and to describe the tone of applaud. Is there a difference? (Yes) Why is there a difference? (Slow claping reveals a less sound energy) 2- Ask children to rub their hands gently. They should describe how they feel. The ask them to rub their hands quickly and ask them to describe their feelings. Why do you think there is a difference? (Quick rubbing reveals more heat energy) 3- Children make pairs. 4- Ask children to to do and plan structures those have different heights and will stay after the earthquake.. (First let them to draw what they want) and they should explain what they plan and why the plan will be effective against to eathquake. 5- Let them built with their pairs. 6 - After completion of construction, let them test the building by gently shaking. 7- Let them shake 3 times more, each time the speed of shaking must be increased and at the end the buildings will be demolished. a) Let them to discuss with each other (pairs) in each shaking what they saw.
