Salt Lake City, Utah To \ivhom it May Concern, From time to time circumstances arise that require Salt Lake City Justice Court judges to recuse themselves from a particular matter or to otherwise be absent from their duties. In these instances the services of a temporary justice court judge are required. Therefore, pursuant to Utah Code 78A-7-208, I hereby appoint the individuals identified in the attached Exhibit "A" to the position of temporary justice court judges. The appointment of such individuals is subject to ratification by the City Council of Salt Lake City. The aforementioned individuals satisfy all of the criteria set forth in Utah Code 78A and have demonstrated their ability to admirably perform the duties required of a temporary justice court judge. In their role as an appointed temporary justice court judge, it is anticipated that the identified individuals will adjudicate cases for the Salt Lake City Justice Court when the need for their services arises. 3 RESOLUTION NO Ratifying the Mayor's Appointment of Temporary Justice Court Judges for the Salt Lake City Justice Court WHEREAS, Salt Lake City has established a Salt Lake City Justice Court pursuant to the laws of the State of Utah; and WHEREAS, the services of a temporary justice court judge are required from time to time when circumstances arise that require Salt Lake City Justice Court judges to recuse themselves from a matter or to otherwise be absent from their regular duties; and WHEREAS, Utah Code 78A provides for the appointment of temporary justice court judges by the municipal governing body; and WHEREAS, the Mayor has appointed the individuals identified in the attached Exhibit "A" to the position of temporary justice court judge; and WHEREAS, the City Council of Salt Lake City desires to ratify the appointment of such individuals. NOW, THEREFORE, be it resolved by the City Council of Salt Lake City, Utah, as follows: 1. The City Council of Salt Lake City, Utah hereby ratifies the Mayor's appointment of each individual identified in Exhibit "A" to the position of temporary Salt Lake City justice couli judge. 2. This Resolution shall become effective upon adoption.

Thomas serves the City of Taylorsville Municipal Justice Court. She earned a law degree from the University of Utah S.J. Quinney College of Law. After graduating from law school, Judge Thomas worked as a reference librarian at the S.J. Quinney Law Library where she assisted the public in accessing legal information and taught legal research to law students. She then opened a solo practice and later was founding partner of Thomas Tax & Law, Inc. Judge Thomas is co-author of the book "Utah Legal Research." She recently served as the chair of the Utah Justice Court Education Committee and as a member of the Utah Judicial Council Standing Committee for Judicial Branch Education. MCCULLAGH Judge Brendan P. McCullagh was appointed to the West Valley City Justice Court in July He previously served six years as the Deputy District Attorney for Salt Lake County. Judge McCullagh received a Juris Doctorate degree from the University of Utah College of Law in Judge McCullagh served three years on the Board of Justice Court Judges. He has served on the Utah Supreme Court's Advisory Committee on the Rules of Evidence and the Judicial Council's Standing Committee on Interpreters. Judge McCullagh currently serves on the Utah Supreme Court's Advisory Committees on the Criminal Rules of Procedure and Criminal Jury Instructions. In 2007, he was elected by his peers to serve a three-year term on the Judicial Council. Also in 2007, Judge McCullagh received the Utah Judicial Council's Quality of Justice award for performance of judicial responsibilities with outstanding dedication to the highest quality of justice.
