4 Section 1 Introduction Welcome to BSB60407 Course Number: Advanced Diploma of Management. This recognition tool has been developed to assist candidates to achieve this qualification through recognition of their existing skills, experiences and qualifications. The intent of the recognition tool is to provide easy to understand and user friendly materials to assist with the gathering evidence to demonstrate competency. This recognition tool is divided into the following sections. 5 Section 2 Glossary Term Acceleration Assessment Assessor Authenticity Course packaging Competence Credit Currency Evidence Definition Movement through an education or training program at a faster rate than usual. Process where a judgement is made about the candidate s skills and/or knowledge. The decision is (usually) based on evidence that the candidate can provide or demonstrate, in an activity or in the workplace. Person who will make the decision about the candidate s competence in one or more units. This person will be qualified in the area in which the assessment is being made. One of the requirements that applies to the evidence a candidate supplies. It must all be genuine and have been verified as their own work. To be authentic evidence should be from original documents if possible and/or copies signed by the relevant authorised person. A TAFE College might allow the candidate to sit a challenge test or equivalency test to better assess their knowledge and skills in the units for which they are seeking RPL/Credit. The process of grouping units of competency from a Training Package into combinations which represent whole job roles, or key functions, that is meaningful in the workplace. The candidate s ability to perform tasks or demonstrate knowledge and/or skills to the standard required in the workplace. Granted to a candidate on the basis of previous study (credit transfer) and/or experience (recognition of prior learning). The credit provides the candidate exemption from a particular course, subject or unit of competency (also called advanced standing or recognition). Another requirement that applies to evidence the candidate submits. All evidence must be recent, generally, no more than 3 years old. If older than this, the candidate might not remember how to perform certain tasks or the tasks (or the technology used to perform them) may have changed. Consists of all the information a candidate needs to present to be judged competent in the unit/s in which they are being assessed. Evidence may be of many types and may include: portfolio, samples of work, certificates, letters of recommendation (from employers or clients), photographs, video evidence and/or a completed work journal. 6 Term Generic skills National recognition Recognition portfolio Self-assessment Sufficiency Unit of competency Validity Definition Are those skills which are not specific to a particular occupation or industry, but are essential for work, education and life generally. All qualifications include generic skills which may be referred to as Core Skills, Foundation Skills or Employability Skills. If a candidate has successfully studied a nationally developed unit of competency through another training organisation, they can claim the result for the same unit in their TAFE NSW studies. Form of evidence a candidate may put together to apply for recognition. Candidates submit it to their TAFE teacher or to their workplace assessor. It may contain a variety of evidence: e.g. photos, third party reports, certificates. All copies of evidence in recognition portfolios must be signed and dated to prove authenticity. Means that the candidate makes a preliminary judgement about whether they are competent in the units of competency for which they are applying for recognition. Self-assessment is only an indication of candidate competence. An assessor needs to formally assess the candidate in order to grant recognition. Relates to whether evidence covers all components of the competency for the candidate to consistently achieve the standard required. Sufficient evidence may require one, two, three or more sources depending on the nature of the evidence and skills represented. Name given to the individual units that make up a Training Package. Each is written by industry experts and states exactly what should be done in the workplace. They describe the elements, performance criteria and required skills & knowledge involved in performing a particular work activity. The assessment process is valid only if it assesses what it claims to assess. The evidence collected needs to be relevant to the unit/s of competency concerned and demonstrate that the competencies described have been met. Sutherland College Gymea TAFE 6
7 Section 3 Course Structure This course has been designed to reflect the packaging requirements of the Advanced Diploma of Management BSB60407 under the Business Services Training Package (BSB07). The Business Services Training Package states the following rules for this qualification. The Advanced Diploma of Management requires the completion of 8 units of competency made up: 3 core units PLUS 5 elective units At least 3 of the elective units must be selected from the elective units listed in the Training Package for this qualification. The other 2 elective units may be selected from the remaining elective units listed for this qualification or anywhere else in the Business Services Training Package or any other endorsed national Training Package or accredited course at the same qualification level. If not in the elective list for this qualification, one unit can be selected from a Diploma qualification. Elective units must be relevant to the work outcome, local industry requirements and the qualification level. Units selected from other Training Packages must not duplicate units selected from or available within the BSB07 Business Services Training Package. 10 Section 4 Information for assessors and candidates This section will provide general information about the Advanced Diploma of Management and the process of gathering evidence for recognition against the units of competency within the qualification. It provides information about the evidence the candidate will be required to collect. Demonstrating competency Competency standards are often referred to as units of competency and they can be found in a Training Package. Each unit of competency is in turn broken down into smaller parts, called elements and performance criteria. They are what assessors use when they are judging whether or not someone is competent. Competency standards describe what the industry accepts as effective performance in the workplace. It includes the skills and knowledge a worker needs to do a job. Key competencies and employability skills are integrated into the qualification and include collecting, analysing and organising information, communicating ideas and information, planning and organising activities, working with others and in teams, using mathematical ideas and techniques, solving problems, using technology and cultural understanding. Being competent means: knowing how to do a job understanding why the job should be done that way being able to do different tasks at the same time dealing with everyday problems that occur in the job understanding workplace policies and procedures fitting in with others in the workplace Assessors need to be convinced a candidate can do these things not just once, but all the time even when things are not going smoothly. When candidates are submitting evidence for RPL/credit it is strong suggested that a minimum of three (3) forms of evidence is supplied to satisfy element/unit requirements. 11 What is RPL/Credit? RPL/Credit is an assessment process which can assist a candidate s progress towards a national qualification. Recognition is a process to recognise candidates skills and knowledge based on evidence of their past achievements, or through demonstrating their abilities. This tool provides a framework to prepare candidates for this process and assists them to prepare themselves and their evidence. It will help candidates document skills/experiences and organise evidence into a logical format for assessors. The benefit of RPL/Credit is to reduce unnecessary repetition of previous learning, to achieve qualifications in less time and to gain entry into a higher qualification. TAFE NSW recognises that competency can be achieved through: formal or in work experience general life experience any combination of the above All assessment pathways must incorporate RPL/Credit which allows competencies held by individuals to be formally benchmarked against the MEM05 Metal and Engineering Training Package, a national competency standard. Credit is offered to all candidates who are seeking recognition against the MEM05 competency standards with 100% recognition up-front assessment possible. What will the assessor be looking for? The assessor will require all the supporting evidence a candidate submits to meet the following criteria. Evidence must be: Valid Is the evidence sufficiently relevant to the competencies being assessed and current workplace practices? Sufficient Is there enough evidence to cover all components of the competency unit task skills, task management skills, contingency skills and job/role environment skills as well as provide evidence of competent performance over time? There must be sufficient quality and quantity to demonstrate to the assessor that a candidate can consistently achieve the standard required. Sutherland College Gymea TAFE 11
12 Authentic Can the assessor be confident they are looking at the candidate s own work? Copies of workplace evidence must be verified as their own work by their supervisor, or clearly indicate their contribution. Copies of formal evidence must be verified as authentic against the originals by the assessor, Justice of the Peace or recognised authority. Current Can the assessor be confident the candidate can perform to the standard demonstrated by the evidence, now? Currency of evidence will be determined by the nature of the industry and competencies concerned, but up to 3-5 years previously are indicative that evidence is current. Supporting Evidence Following is a list of ways in which candidates might demonstrate their competence. 13 Using supporting evidence more than once As there are overlaps between units of competency, one piece of supporting evidence may be able to be used for more than one unit of competency. Method of assessment Methods of assessing the evidence could include but are not limited to: Professional Conversation Challenge Test Documentation s s are used by the assessor to ask questions in order to clarify or expand on the evidence a candidate has provided. Gather your evidence Decide what evidence you will gather to support your application. It may be in the form of an e-portfolio or hard copy portfolio. Skills gap Identify areas where there is a skills gap. Plan actions to fill gaps and gain necessary additional evidence. Submit your application Complete a TAFE NSW Recognition of Prior Learning (RPL) form. Assessment of your application Present the evidence to your assessor. RPL outcome RPL granted TAFE transcripts will show completion by Advanced Standing RPL unsuccessful The candidate can resubmit with additional evidence or request a review. 16 BSBINN601B Manage organisational change core unit Unit description: This unit describes the performance outcomes, skills and knowledge required to determine strategic change requirements and opportunities; and to develop, implement and evaluate change management strategies. This unit applies to managers with responsibilities that extend across the organisation or across significant parts of a large organisation. They may have a dedicated role in human resources management, human resources development, or work in a strategic policy or planning area. The unit takes a structured approach to change management and applies to people with considerable work experience and organisational knowledge. 17 BSBMGT605B Provide leadership across the organisation core unit Unit description: This unit describes the performance outcomes, skills and knowledge required to demonstrate senior leadership behaviour, and personal and professional competence. This unit applies to senior managers who have a role in inspiring and motivating others to achieve organisational goals and to model professionalism in their organisation and industry. Leadership is seen in the context of the organisational mission. Business ethics are also addressed in this unit. The unit may relate equally to leadership of a small to medium sized organisation or to a business unit or area in a large organisation. 18 BSBMGT616A Develop and implement strategic plans core unit Unit description: This unit describes the performance outcomes, skills and knowledge required to establish the strategic direction of the organisation, and to sustain competitive advantage and enhance competitiveness. It requires analysis and interpretation of relevant markets, capability assessment of the organisation, and its existing and potential competitors and allies. It also covers implementation of the strategic plan. This unit applies to individuals working in senior roles in the organisation, who have responsibility for ensuring that the organisation is positioned to ensure its long term viability and success. The unit covers the requirements for analysing the organisation's present position, and for developing specific actions and initiatives that will be undertaken by people working in various roles. Competence in this unit requires comprehensive knowledge of customer contact operations, and the statistical tools and methodology required to optimise operations. This unit applies in customer contact environments where a variety of statistical control tools are used in monitoring and optimising customer contact operations. This work is undertaken by specialists, team leaders and managers, depending on the size and structure of the centre. 20 BSBCCO602B Manage customer contact information Group 2 Sub Group 1 elective unit Unit description: This unit describes the performance outcomes, skills and knowledge required to manage customer contact information and the management information systems (MIS) used in a customer contact environment. Managers design specific implementation programs within these systems, including data collection, measurement types and patterns, and reporting strategies, as well as managing the use of information obtained. Competence in this unit requires using MIS to produce accurate and relevant information and reporting that support the efficient running of the centre/business unit. It also requires knowledge of the requirements to design, implement and tailor information systems to meet the changing needs of the environment. This unit applies to customer contact activity in a small, medium or large organisation. This work is undertaken by specialist staff or those with managerial responsibility, depending on the size/structure of the centre. Competence in this unit requires knowledge of the technology required, the human resources, the legislative and regulatory requirements including OHS requirements, organisational standards and guidelines, and global best practice in design and features of customer contact facilities. This unit applies to the design and establishment of new customer contact facilities, including both new centres and substantial enhancement of existing centres. This unit applies in a customer contact environment where the achievement of a predetermined service level is a key measurement of performance. Achievement of this service level may be a regulatory or organisational requirement and is normally organisation specific. Competence in this unit requires developing and implementing a successful service level strategy to achieve the service levels required by an organisation, and the associated processes required to establish that service level. This role is undertaken by staff with managerial responsibility, although specialist staff may undertake it under supervision. Competence in this unit requires developing, implementing and reviewing a marketing strategy, and building strong relationships with all stakeholders. The effective use and development of systems, databases and reporting tools are also required. This unit applies to establishing a marketing strategy in a customer contact environment that has sales and marketing opportunities for either internal or external (outsource) stakeholders. Competence in this unit requires the use of queuing theory to forecast call or contact volumes, and assessing and planning appropriate resourcing levels to meet the requirements of the organisation. This unit can be undertaken by specialist staff, operational management staff, or those with managerial responsibility, depending on the size and structure of the centre. This unit covers the cycle of policy development with a specific focus on diversity and its importance to organisational activity. The policy takes a whole of organisation approach and sees diversity as an asset to the organisation.
