2 Introduction to Project The London Fire Brigade (LFB) is working in the PFI Property Project using the Private Finance Initiative model to bring additional Central Government Capital Investment into the London Fire Brigade to upgrade nine of its stations which are in poor condition and no longer meet the needs of a modern fire service. The private sector will design, build, finance and operate the above station for at least 5 years. Through the incorporation of private sector expertise and investment LFB will be utilising their management skills to maximise value for money and good design. E A S T L O N D O N L U L D L R S T A T I O N SITE D L R C o m iew iew The detailed planning applications are prepared and submitted in partnership with the appointed private sector partner. LFB will control the process and design through the use of an output specification and ongoing dialogue and assessment of designs submitted by the private sector partner to ensure that new station supports: T h e H i g h w a y exemplary design and is operationally fit for purpose energy efficiency, meeting as a minimum a B xcel lent standard at design stage and completion community focus and engagement by providing designated space with access to the public and making London a Safer city by minimising risks, social and economic costs of fire and other hazards. Site Location iew Business Continuity The displaced appliance and crew from Shadwell will be hosted at Poplar station for the duration of the works. Site nalysis The site sits within a predominantly residential area consisting of medium density, typically 5 storey flat accommodation. To the east (Sage Street) are smaller units of three storey height, with a school located to the south of the site. The key approach view is from the north west. Key views into the site from adjoining premises are from Sage Street houses, Bewley House to the west and Shadwell Gardens to the north. The site is served well by pedestrian, cycle and bus routes and is in close proximity to the L and ast London Underground line at Shadwell Station. The width of the site has a wide exposed south face, and a south facing drill yard. Controlled use of east and west apertures has been restricted to overcome residential amenity/overlooking issues and to limit solar exposure/ glare concerns. 3 Site Plan The proposal provides a compact three storey form set to the north west of the site, with single storey set back to the southeast and east of the form, an integrated covered wash down (which is 5.0 m in depth) and the four storey drill tower to the south east corner of the site in a location similar to that of the existing tower. Our concept is a carefully detailed modern building with the upper floor expressed as a metal and glass clad box floating above a set back lower form, which includes the two appliance bays. xacerbated by the current large footprint the physical size of the site is limited and careful building design and tracking have been a priority. We have examined the optimum arrangement for appliance return and exit, and discussed this at our station visit. The limited width of Bewley Street and need to return to Cable Street for exit out of the vicinity favours direct discharge onto Cable Street. Soft Landscape It is proposed that a mixture of species are provided to the front of the station, designed with spiky planting to aid natural standoff and low maintenance. To the east of the site a meaningful landscape proposal has been developed, softening the edge of the scheme to the neighbouring properties to Sage Street, improving the amenity currently enclosed by palisade fencing. It will provide amenity for firefighter and trainees, while allowing permanent access to the TW sewer in the unlikely event of maintenance or replacement. Community Context The square format of the site would suggest that all mass is focussed to the north this is informed by the London Borough of Tower Hamlets (LBTH) desire to focus mass to the north west corner, the presence of a sewer to the eastern edge of the site, and the residential amenity issue and lower mass of residential accommodation to the east. We have maximised the use of northlight. Controlled use of east and west apertures has been restricted to overcome residential amenity/overlooking issues and to limit solar exposure/glare concerns. Pedestrian access for visitors and firefighters is from Cable Steet. Parking Within the yard 5no car parking spaces are provided together with no. ccessible Parking Bays. total of 5no motorcycle spaces together with 5 covered cycle spaces are proposed within the yard and a further 5no proposed to the front of the station adjacent to the reception for visitor use benefiting from easy access by visitors and being overlooked by office spaces and the reception. Proposed Highway Changes The tracking analysis undertaken has demonstrated that all uthority vehicles stated in the IS S briefing document with the exception of the FTU are able to achieve safe access and egress from the site. To allow for the turning circle of the larger uthority vehicles such as the erial Ladder Platform and H P, minor kerb adjustments are required to the eastern side of the junction of Cable Street and Bewley Street as well as the following amendments: New kerbs at the front of the station to define footway and forecourt areas xtension of raised carriageway surface to include Cable Street/Bewley Street junction elocation of on street parking bays on Bewley Street to a new position further south adjacent to the site s side access gate elocation of street lighting where required Bollard removal on Cable Street footway epositioning of the bus stop cage marking on Cable Street further eastwards elocation of the bus shelter to the east of the site with a new shelter with a half width end panel New or extended double yellow line waiting and loading restrictions Site Plan Proposed Highway Changes
5 Ground Floor 4a The building is arranged on three levels with two staircores serving each floor. The main core incorporating stair and a compliant lift, is accessible to public, trainees and firefighters The rear core is designated as a utilitarian staircore for firefighter use only, linking the drill yard and the crew amenities on the second floor. The plan is arranged in a rectangular form with the forecourt fronting Cable Street and a yard, which has been maximised to the south. The main entrance of the station, shared between firefighters, the community engagement users, the public and the outh ctivities trainees is located to the north east corner of the building facing Cable Street. There are three rear entrances into the building on the ground floor one providing access from the ard through to the reception and the other two directly into the ppliance Bay.
6 First Floor 4b The first floor sees the Community ngagement facility (also the Lecture room for the outh ctivity trainees), the Lecture room for the firefighters and the qualities / First id room arranged around the main staircore to the west side of the plan. The First id and qualities room has been located as close as possible to the most accessed public area the Community ngagement facility. This space has direct access to the two WCs and an ccessible WC self contained within a secured boundary. embers of the public and trainees are restricted from accessing the remaining part of this floor. Firefighters are able to access the amenities located on the second floor directly via a secondary utilitarian staircase.
7 Second Floor 4c This floor consists of the Community Fire Safety Office, the ess / Kitchen, the Watch anager and Station anager s office, quiet study, Comms room, Gym and the firefighters amenities. The second floor accommodation is accessible to firefighters only, and has been replanned to accommodate the rest accommodation, lockers, and shower/wc arrangement. The only space accessed by non firefighters is the J Locker rooms which are co located to allow showers to be shared between outh ctivity Trainers and the operational area. There is no public access or access for trainees.
8 Roof Plan The roof plan shows the ecologically rich green roof which is being provided as part of the Sustainable Urban Drainage mounted photovoltaic modules which help to ensure a
9 Sustainability pproach 5 Our proposal for the new Shadwell Community Fire Station is designed to be an exemplar in terms of sustainability. The design of Shadwell station using the ayor s energy hierarchy of being Lean, Green and Clean, is designed to achieve a draft PC rating under the PB initiative and the excellent Carbon Index (CI) rating of 5. This meets the mandatory requirement for B xcellent, will ensure compliance with the future building regulations Part L 00 and the ayor s London Plan. To achieve this exceptional performance, the mayor s energy hierarchy signifies that after providing best practice building fabric performance to reduce energy, low carbon and renewable technologies have been implemented in the form of Combined Heat & Power (CHP) and roof mounted photovoltaic modules. This generation of heat and power for on-site low carbon technology is anticipating a CO reduction exceeding the 0% target. The station is designed to be a naturally ventilated intelligent building, providing a healthy environment for occupants which is comfortable in terms of temperature, odour control, draughts and noise. This avoids rooftop plant, high energy consumption and long term maintenance costs. Our objective is also key to achieving the energy and carbon emissions key to targeting a B Outstanding rating. Where possible B Green Guide rated materials have been selected this is an indication of recyclability, the intensity of usage of primary resources and embodied energy. Terracotta, Cedar timber, and brick are some of these materials. ainwater will be harvested and utilised wherever possible for non-potable purposes for example, rainwater will feed WC cisterns. Natural Ventilation Photovoltaic Panels Green Roof A - Rated Materials: Timber, Brick, Glass, and Terracotta Daylighting has been maximised throughout the project for occupied spaces. n ecologically rich green roof is provided and is part of the SUDS and ecology strategy for the site. 10 levations and aterials pproach Our concept for the elevations is a series of carefully detailed elements, forming a simple three storey modern building to the main form with the upper floor expressed as a metal and glass clad box floating above a set back lower form, which includes the three ppliance Bays. The base would be clad in a combination of terracotta panels, brick and glass panels. The form and primary elevations are intentionally designed to be sympathetic to their context which is residential accommodation to all four sides. The colours and material palette proposed reflect the largely brick context North levation This is the most important facade of the scheme facing onto Cable Street, and is designed to be highly inviting from the approach from Shadwell DL station, beyond the junction of Cable/Bewley Street. The height of the elevation ties up with the ridge of the properties to Sage Street. The elevation consists of two key forms with a floating predominantly glazed/metal box to second floor set above a carefully recessed base. The base would be clad in a combination of terracotta panels and glass panels. highly glazed reception and community engagement facility sign the entrance position. North levation 5 8 ast levation It is proposed that this elevation is clad in metal cladding and brickwork, with high level glass strip windows designed to respect the amenity of adjoining residential accommodation. low maintenance green wall is also proposed at first floor level screening the wall to the plant area. t ground floor the brick wall proposed would be particularly screened from the adjoining residential premises by soft landscaping to the strip that separates the uthority s property from the Sage Street properties. South levation This elevation faces over the Yard, with a similar treatment to the north elevation. This elevation comprises part screened balcony, glazed areas, metal panel cladding, and a terracotta treatment to low level. To the lower two levels terracotta rainscreen cladding is proposed, at second floor a floating box incorporating copper coloured metal panels reflects the uthority s secondary material palette, with windows that are designed to meet the Gym, ess and est oom uses. The form follows the profile of the first floor to this elevation, expressed over the ppliance Bays. This element is framed with an edge profile cladding system West levation This is the other outward facing elevation fronting onto Bewley Street.
