NewYorkStateandCityratesofrecidivismare40% 1 and42% 2,respectively,representinga significantpublicpolicychallenge.researchdemonstratesthataccesstoeducationin correctionssettingslowersrecidivismrates. 3 Formerlyincarceratedindividualspursuinghigher educationwhilebeingsupportedbycommunitybasedorganizationsexperiencelowerlevelsof re=arrestandre=incarceration. 4 NewYorkStatecollegeinprisonprogramshavealsoproven effective,withonly7.7%ofincarceratedpeoplewhoattendedcollegeclassesre=incarcerated comparedtothe29.9%recidivismrateofthosewhodidnotattendanycollegeclasses. 5 NYRENorganizationssupportingpeoplewithcriminaljusticesysteminvolvementtopursue educationreportthattheirstudentshaveamuchgreaterchanceofsuccessiftheyhaveaccess toholisticwrap=aroundsupportservices. ThePewCenterontheStatesestimatesthatcorrectionscostsstategovernmentscloseto$52 billionandthatloweringrecidivismbyjust10%wouldsaveacombined$635millioninone year. 6 Thesecostssavingscanbereinvestedineducationandothercriticalservicesneededin low=incomecommunitiesmostadverselyimpactedbythecriminaljusticesystemand educationalfailure.education,farcheaperthanre=incarceration,isasmartpublicsafetyand economicdevelopmentstrategy. 1of5
2 TheImpactsofEducationinReentry&Corrections Whatshouldbedonetorealizeeducation'spotential? Basedonresearchandpractitionerexperience,themembersofNYRENhavecreatedaplatform forvisionandaction.thisplatformidentifiesthemajorchangesanddevelopmentsthatnew YorkCityandStategovernmentagenciesandelectedofficialsshouldpursueinpolicy,funding, andprogramdevelopmenttofullyrealizethepositiveimpactofeducation'sroleinreentry. 1. Makeeducationacenterpieceofcorrectionsandreentrystrategy. a. Provide,fundandmakeaccessiblehigh=qualityeducationprograms(including academic,careerdevelopment,vocational,andskillstrainingprograms)toall peoplewithcriminaljustice=systeminvolvement,insidecorrectionalfacilitiesand aftertheirreleaseintocommunities. b. Employscreeningandassessmenttoolstoevaluatetheeducationaland employmentneedsandstrengthsofeachindividualinvolvedinthejusticesystem andusethistohelpguidetheircareerplanning. c. Embededucationplanninginallorientation,dischargeplanning,andreentry servicesofferedwithincorrectionalfacilities. d. Incentivizeeducationincorrectionalandtransitionalsettings. 2. Coordinateandaligneducationplanningandprogramsincorrectionsandreentryand a. Undertakecross=systemgovernmentplanningandcoordinationofagencies,public programs,initiatives,andcommunityorganizationsthatimpactandservecurrent andformerlyincarceratedstudentsandthoseconsideringpursuingeducation. b. Createsystemstoshareandtracktheeducationalstatus,planningandprogressof individualsinvolvedinthejusticesystem,inordertobetteralignservices,reduce duplication,andbettersupportstudentsaccessingresourcesfrommanysources consecutivelyorconcurrently. 2of5
3 3. Integrateacademicandoccupationalopportunitiesineducationalplanningand programmingincorrectionsandreentry. a. Promoteaworkforcedevelopmentstrategythatlinksworkforce,traditional educationand/ordegreeprograms. b. Implementblendededucationandworkforcedevelopmentprogrammodelsthat helpjustice=involvedindividualsbalancethemultipledemandstheyfaceupon release(e.g.supervision,drugtreatment,familyresponsibilities,economic,etc.). c. Revisesupervisionpoliciestoencourageandenableindividualstojointlypursue andbalanceeducationandemployment. d. Expandwagesubsidyandothergovernmentincentiveprogramsthatencourage employerstohireformerlyincarceratedpeopleandtoactivelysupporttheir continuededucationalattainments. 4. Strengthenandbuildmultipleeducationalpathwaysfromcriminaljusticesettingsinto thecommunity. a. Createinterventionsandsupportsdesignedtohelpjustice=involvedstudents successfullytransition%from%inside%correctional%facilities%into%the%community%and% between&educational&levels&and&programs. b. CreateaclearpathwaybetweenRikersIslandandCUNY. c. Couplereentryeducationprogramswiththesupportservicesrecognizedbythe criminaljusticefieldasnecessaryforsuccessfulreintegrationuponrelease.those servicesshouldaddressthesocial,emotional,cognitiveandbehavioral,mental health,safehousing,andfinancialsupportservices. d. EnsurethatthenewHighSchoolEquivalencyexamslatedfor2014isaccessibleto currentlyandformerlyincarceratedindividuals. e. Shareandtrackstudentdatafrominsidecorrectionalsettingsintocommunities andacrossagencies,organizations,andsectorstoidentifytheneedsofstudents andmeasureshort=,medium=,andlong=termoutcomes. 5. Reentryeducation,peersupport,leadershipdevelopment,andwraparoundsupport servicesmustbeafundedmandateinordertobeaneffectivepublicsafetyand communityreinvestmentstrategy. a. Increasefundingforadulteducation,highschool,highschoolequivalency,and youthdevelopmentprogramsincorrectionalagenciesandreentryprogramsso thatallpeoplewithcriminaljusticesysteminvolvementcanaccesstheeducational programsthattheyneed. b. ReinstatePellGrantsandtheTuitionAssistanceProgrameligibilitytofundhigher educationincorrectionalsettings. c. Increasefundingforthesupportsneededforeducationalsuccessinthe community:peermentoring,leadershipdevelopment,andwraparoundsupport services,particularlyforcommunity=basedorganizationsprovidingtheseservices. 6. Endtheinstitutionalizeddiscriminationinhighereducationadmissionsthatprevents peoplewithcriminaljusticesysteminvolvementfromsucceedingineducational programs. 3of5
