DISCUSSION A. Background / Analysis Health & Human Services has ten (10) contract amendments that need Board approval and delegation to the County Administrator for signature. ADAPT Addiction Treatment Revenue This revenue agreement allows Lane County to receive payment for providing methadone treatment services to Oregon Health Plan clients residing in Douglas County. Selection Process: None. ADAPT is the sole OHP provider for Douglas County and was selected by the State or Oregon. Term: 07/01/ /30/2016 Amendment Amount: $10,800 $43,200 Goods and Services-Access to and use of behavioral health services can prevent long-term hospitalizations and can have a positive impact on quality of life, the ability to work and the ability participate in other activities which contribute to overall health. 1
2 Dr. Harold Bucholtz Medication dispensing services Provides professional pharmacy services to the Lane County Methadone Treatment Program. Selection Process: None. Professional Services Contract under $10,000. Term: 07/01/ /30/2016 Amendment Amount: $1,920 $7,680 Goods and Services-Access to and use of behavioral health services, including prescription medications, can prevent long-term hospitalizations and can have a positive impact on quality of life, the ability to work and the ability participate in other activities which contribute to overall health. DATASTAT, Inc. PCMH Data Collection and Client Surveying Services Provides professional services to support the Community Health Center s need to collect and submit data in support of the Consumer Assessment of Healthcare Providers and Systems (CAHPS) Survey project. Selection Process: Small procurement per LM for September 1, 2012 through August 31, Request for Quote per bid number Solicitation period September 1, 2013 through August 31, Term: 09/01/ /30/2016 Amendment Amount: $7, $28, Not applicable. Dr. Douglas Bovee Physician Services - Methadone Treatment Program Provides assistance with patient assessment, treatment and monitoring at the Lane County Methadone Treatment Program. Selection Process: Two solicitations were conducted without respondents (bid number and bid number 20507). Health & Human Services negotiated terms and secured the services of this Board Certified Internist to provide these needed services. Term: 02/01/ /30/2016 2

Selection Process: RFP per bid number Solicitation period January 1, 2014 through June 30, Term: 01/01/ /30/2016 Amendment Amount: (if applicable) $139,200 $391,600 Goods and Services-Access to and use of alcohol and drug treatment services can prevent hospitalizations and serious health outcomes and can have a positive impact on quality of life, the ability to work and the ability participate in other activities which contribute to overall health. Willamette Family, Inc. Alcohol and Other Drug Treatment Services Provide outpatient and residential alcohol and drug treatment services. Pass through funding from Oregon Health Authority IGA Term: 01/01/ /30/2016 Amendment Amount: $563,278 $2,763,278 Goods and Services-Access to and use of behavioral health services can prevent long-term hospitalizations and can have a positive impact on quality of life, the ability to work and the ability participate in other activities which contribute to overall health. Selection Process: Term: Amendment Amount: Smith Medical Partners, LLC 340B Family Planning Pharmaceuticals and Supplies Purchasing agreement to permit the Community Health Centers to order low-cost contraceptives and related family planning supplies. None. Lane County will enter into all 340B purchasing agreements to purchase low-cost family planning supplies. 07/15/ /30/2016*(on-going until cancelled) $85,000 $295,840 Goods and Services. Access to and use of primary health services, including prescription medications, can prevent hospitalizations and can have a positive impact on quality of life, the ability to work and the ability participate in other activities which contribute to overall health. Lane Council of Governments Senior Meals on Wheels Delivers nutritious meals to people age 60 and older in their homes in Eugene, Springfield and rural Lane County Selection Process: None, IGA Term: 07/01/2014 through 06/30/2017 Amendment Amount: (if applicable) $127,996 $180,480 4
5 Access to nutritious food, it can aid in the prevention and management of chronic diseases, like diabetes. Parenting Now! Intensive Home Visiting - Amendment Provides funding for the provision of Intensive Home Visiting (IHV) services under the Healthy Families America (HFA) program. Funding sources are varied including HFA, Nurse Family Partnership, Medicaid reimbursement funding and other federal funds (MIECHV). Selection Process: Exempt (OAR ) Term: 7/1/2013 9/30/2016 Amendment Amount: (if $330,000 applicable) $1,081,403 Intensive Home Visiting services address health, safety and development issues for at-risk children and their families. These children/families are at higher risk for substance abuse, depression, anxiety, neglect and, ultimately, delayed development which contributes to delinquency and higher school drop-out rates. 5

Health Implications: All contracts listed impact the Lane County Community Health Improvement Plan (CHIP) adopted June 25, Further details regarding the health implications and impacted areas are specified under each contract in A. Background/Analysis. C. Alternatives / Options 1. Approve the contract amendments and delegate authority to the County Administrator to sign the contracts and amendments. 2. Approve some of the contract amendments and direct staff to not enter into or revise other contract amendments. 3. Do not approve any of the contract amendments listed. D. Recommendation Lane County Health & Human Services recommends #1 - Approve the contract amendments and delegate authority to the County Administrator to sign the contract amendments. III.
