2 Formal R.A.D.A.R. 2 Welcome Welcome to the Greene County Juvenile Office s R.A.D.A.R. programming. R.A.D.A.R. stands for Responding Appropriately to Drug and Alcohol Referrals. This handbook will answer your questions about this program and explain what is expected of you and your family. Program length in determined by each person s progress, but the program is a minimum of four (4) months. The focus of R.A.D.A.R. is to assist you in being free from drug and alcohol use. The program helps you do this with substance abuse treatment, supervision, frequent team meetings, and random drug testing. Roles and Responsibilities of Team Members Youth- Participation in all program expectations and follows conditions of probation Parent- Assist team members (treatment/probation) in support of youth s progress, attends team meetings, therapy, etc Probation Officer- Provides probation services to youth and families, monitors and supervises youth, case management, referrals to other services, conducts drug testing, etc Treatment Provider- Conducts assessment to determine level of service, staff will attend and participate in RADAR team meetings, will report on youth s progress in treatment and compliance in treatment process, support youth s substance abuse needs based on assessment and/or continued or discontinued drug use School Liaison- Probation Officer will act as school liaison providing grades, attendance and discipline records for team meetings, working with school administration and school resource officers to support students while at school. Drug Testing Youth are drug tested randomly throughout the entire R.A.D.A.R. programming regularly. If youth misses a test or refuses to take a test, it will count as a positive drug test. If youth has a positive drug test (including a missed test), the Probation Officer will determine appropriate sanction response, based on R.A.D.A.R. sanction grid. The treatment provider will determine if an intensification of treatment services is required. If youth tests positive for any substance it will be considered a positive test, no exceptions or excuses will be accepted.

3 Formal R.A.D.A.R. 3 Team Meetings Youth and their families will be required to attend team meetings on a regular basis. At each meeting, the youth will provide the team members with their Weekly Update Sheet as an initial conversation for team meeting. The team will discuss progress in treatment, drug test results, and participation in other services, attitude, and progress on probation requirements, educational progress, and family/community updates. Parents/guardians are required to attend each team meeting their child is required to attend. If parents/guardians cannot be present with their child at the team meeting, they are to find another supportive adult to attend in their place. Education Requirements R.A.D.A.R. youth are expected to regularly attend school, or be attending classes to work on their GED. Youth are required to bring in grades whenever they are issued at quarter, semester, or whenever requested by team members. Youth will only be excused to attending school or GED courses, if GED has previously been obtained, in that situation the youth will be required to gain full-time employment during program. If youth s grade drops below a C, they will be required to attend tutoring, through an approved avenue, such as HAP tutoring through the Juvenile Office. Youth may be expected to participate in extra-curricular activities at school, to be determined by team members. Holiday/Weather Policy If the Greene County offices are closed for any reason there will not be a team meeting on that date. If Springfield Public Schools are closed or are dismissing early due to weather, R.A.D.A.R. team meeting will be cancelled for that day. If a regional school closes or dismisses early due to weather and Springfield Public School remain open, if unable youth in that regional school district will not have to attend. Youth in the Springfield Public Schools are still required to attend team meeting. This may be modified depending on weather conditions.

4 Formal R.A.D.A.R. 4 Medications By entering into the R.A.D.A.R. programming client agree to not posses, use, or consume alcohol or illegal drugs or misuse prescription medication or over-thecounter medications. Youth and their families will inform all treatment physicians and medical providers that youth are in treatment and may not take narcotic of addictive medications or drugs. Families are expected to inform the team they are prescribed or are taking any medication, and provide documentation of said medication to team members. RADAR Level System Orientation-Pending Substance Abuse Treatment Assessment Initial Sobriety Approximately 30 days Complete substance abuse treatment assessment Engage in appropriate level of treatment (per assessment) Meet with Probation Officer to discuss conditions of probation *Complete RADAR GOAL sheet *Complete RADAR Plan for Success Attend all probation contacts as expected Attend Guiding Probation Success House arrest Provide a clean drug screen within 30 days No unexcused absences for 30 days prior to advancement Begin the appropriate level of substance abuse treatment

5 Formal R.A.D.A.R. 5 Residential Treatment Residential Treatment (may skip this level if placement in outpatient, and may return to this level if level of service is increased) Determined by provider (approximately 60 days) Meet all residential treatment expectations Cooperate with Probation Officer and other service providers Pay court costs, restitution, and electronic monitoring fees as agreed or Family Therapy Comply with referrals for services by treatment providers No curfew set due to residential placement, if a home pass is received must adhere to all pass expectations, and remain home on house arrest unless prior arrangements have been made Graduation from a residential substance abuse program Maintain clean drug screens throughout program

6 Formal R.A.D.A.R. 6 LEVEL ONE Staffing Requirement: Community Transition 30 days minimum Attend outpatient treatment as required Meet with Probation Officer as expected Maintain clean UA s throughout (if test is positive there will be a sanction or possibility to return to level 2) Complete probation requirements as determined by probation officer Attend Moral Recognition Therapy as required Weekly Clean drug tests for 30 days prior to advancement Successfully complete Level 1 goals No unexcused absences for 30 days prior to advancement Team recommendation- with specific input from treatment provider regarding progress/attendance Complete level advancement petition

7 Formal R.A.D.A.R. 7 LEVEL TWO Staffing Requirement: Community Placement 30 days minimum Attend outpatient treatment as required Meet with Probation Officer as expected Maintain clean UA s throughout (if test is positive there will be a sanction or possibility to return to level 2 or level 3) Complete probation requirements as determined by Probation Officer Attend Moral Recognition Therapy as required Three staffings per month As determined by Probation Officer Clean drug tests for 30 days prior to advancement Successfully complete Level 1 and Level 2 goals No unexcused absences for 30 days prior to advancement Team recommendation Complete level advancement petition

8 Formal R.A.D.A.R. 8 LEVEL THREE Staffing Requirement: Community Approximately 30 days Attend outpatient treatment as required Meet with Probation Officer as expected Maintain clean UA s throughout Attend Moral Recognition Therapy as required Two staffings per month Attend Family therapy Clean drug tests for 30 days prior to advancement Successfully complete Level 1, Level 2, and Level 3 goals No unexcused absences for 30 days prior to advancement Team recommendation Complete level advancement petition

9 Formal R.A.D.A.R. 9 LEVEL FOUR Staffing Requirement: Graduation Approximately 30 days Attend outpatient treatment as required Meet with Probation Officer as expected Maintain clean UA s throughout Complete Moral Recognition Therapy Final staffing/graduation staffing Clean drug test for 60 days prior to graduation Successfully complete all prior levels Turn in any outstanding probation requirements No unexcused absences for 60 days prior to advancement Team recommendation Prepare written statement in regard to advice/knowledge/wisdom after completion of program to be shared with other participates in future Complete graduation petition Program Termination Criteria New law violation (that cannot be processed with a sanction) Participant s continued failure to embrace an attitude of recovery and personal growth and continued willful noncompliance with program expectations.
