5 California Although its court system is still plagued with issues due to budgetary constraints, California is a state where technology giants routinely face off against rivals in high-stakes intellectual property battles, and class-action suits crop up ranging from securities fraud to defective products and hourly wage disputes. Also considered by many corporations as the gateway to Asia, California presents an aggressive litigation market, and law firms vying for an edge here recognize that quality over quantity is a large factor for clients.
