1 YORK COUNTY COURT OF COMMON PLEAS VETERANS TREATMENT COURT Participant MANUAL WHAT DO YOU NEED TO KNOW ABOUT VETERANS COURT? Established FEBRUARY 2012 Manual Created: November 2011 Veterans Court lasts a minimum of 12 months, although most participants require 18 months to complete the program. The program consists of three phases. During Phase I, you will report to Court weekly, during Phase II every two weeks and finally, in Phase III, you will report to Court monthly. Participants must meet the requirements of each phase before moving to the next. Your probation officer will review these with you at the beginning of each phase. Manual Updated: November 2011
2 Sanctions are given throughout the program for noncompliance with program rules. MISSION: MISSION STATEMENT To successfully habilitate veterans by diverting them from the traditional criminal justice system and providing them with the tools they need in order to lead productive and law-abiding lives. GOALS & OBJECTIVES: Achieve positive veteran behavior by providing a holistic integrated set of support services including the following: Incentives are given throughout the program for clean drug tests, outstanding behavior and positive steps. Substance abuse services Mental health services Academic and / or vocational assistance Residential / housing assistance Outpatient and/ or transition support; and Job placement and job retention services
3 DRUG TESTING You are subject to random drug testing 365 days a year. This includes weekends and holidays. You must call every night to find out if your group is being drug tested. Listen to the drug testing message closely as it will tell you what group is being tested, as well as what times you can report for testing. When you report, you must be prepared to provide a urine sample while being observed by a probation officer. The following medications are not allowed in the program Narcotic pain medications such as Percocet, Darvocet, Oxycontin, etc. Benzodiazepines such as Ativan, Valium, Xanax, Klonopin ADHD Meds with Amphetamines (Adderall, Dexedrine, Procentra Etc.) Non-Narcotic Pain Medications: Tramadol and Ultram. Muscle Relaxers such as Flexoril Methadone and Suboxone Caffeine Pills such as Vivarin or NoDoze The number is Ext. 400 Flushed urines are NOT accepted and you will face sanctions for providing one. Adulterated urines are NOT accepted and you will face sanctions if one is provided. Sleep Aids such as Ambien or Soma K2, Spice and/or all designer drugs legal or illegal are prohibited. All Cough medicines must be pre-approved by a probation officer. Alcohol, codeine and dextromethorphan( DM) ingredients are prohibited. Unless medically necessary and a doctor s note is provided, dietary supplements and vitamins are prohibited in the
4 program, as they may alter the normal color of urine or cause a positive drug test for illegal substances. Weight loss aids are prohibited. NO poppy seeds! Salvia, morning glory seeds, K2/Spice or any other such mood altering or hallucinogenic substance is strictly prohibited. You must provide all prescriptions to your probation officer for verification that it is an approved medication prior to taking it! No Alcoholic Beverages! You may not frequent bars! If you have a drug/alcohol dependency, you must, when visiting a doctor or the emergency room, notify any and all doctors that you are an addict and cannot take any of the above listed medications. WHAT DO I NEED TO DO? Remain free of drugs and alcohol!!!! Actively work towards integrating yourself back into the community through various treatment services. Complete all items on the phase check sheet. Comply with all directives of the Court
5 If substance abuse is present and a participant s living arraignments are a negative factor in recovery, they may have to reside in a recovery house for a minimum of six months. Complete 50 hours of Community Service Attend all Court sessions, appointments with your Probation Officer, Veteran Justice Outreach Specialist, Veterans Mentor and attend all scheduled treatment sessions. Obtain your GED and/or improve your education Pay a $5.00 a week fee while in the program Pay all restitution, Court costs and fines. Payment of financial obligations to the county Work a full-time job Pay all SCRAM and electronic monitoring fees if sanctioned to those programs.
