1 STATE OF FLORIDA DIVISION OF EMERGENCY MANAGEMENT DISASTER RESERVIST STANDARD OPERATING PROCEDURES OCTOBER 5, 1999 OBJECTIVE To provide guidance and direction for the administration of the Florida Division of Emergency Management Reservist Program. INTRODUCTION Reservists are state employees working on an intermittent basis to form a major work element of the State of Florida Comprehensive Emergency Management Plan during the disaster response and recovery operations. All reservists will be classified as Other Personal Services(OPS) employees in a temporary status to be used solely for the accomplishment of short term tasks. OPS employees are hired in accordance with Chapter 60L-13, F.A.C. and shall have their hours reported to the Florida Department of Management Services in accordance with Section , Florida Statutes. DUTY ASSIGNMENT Reservists are eligible for a wide variety of duties in the Florida Emergency Operations Center(EOC), Disaster Field Office(DFO), and Disaster Recovery Centers(DRC). The Chief of Recovery and Mitigation, in conjunction with the appropriate Program Manager, will select the best qualified applicants to fill those positions described in the attachment A. ACTIVATION During a developing disaster or emergency, the Bureau Chief of Recovery and Mitigation will recommend to the Director of Emergency Management whether reservist should be activated. Division of Emergency Management Program Managers will contact and schedule the appropriate reservists for work. During emergency operations reservist may be contacted to determine their availability for duty; however, they will not be asked to cancel other commitments and await possible activation. Under most circumstances, 48 hours notice will be provided prior to deployment to DFO or disaster work site. During non-emergency periods a reservist may be asked to attend training or meetings relating to their reservist position for which they will not be compensated, but will receive travel expenses in accordance with DEM s travel policy..
2 RATES OF PAY Compensation rules will be explained at the time of employment for each disaster. The hourly rate will be paid commencing daily when the reservist reports to his or her work site and continue until they are released from their work site at the end of the day. Reservist will be classified as Other Personal Services(OPS), OPS employees are paid for the actual number of hours they work. If reservist resides more than 50 miles from their assigned headquarters they will be paid for travel time when leaving and returning to resident. All hours of actual work in excess of 40 hours at the end of reservist s work week shall be paid at one and one-half times the reservist hourly rate of pay. Pay scales will be based on the class title of the assigned reservist position and the hourly minimum applied to this position. If the reservist has had numerous years of experience and training in their reservist position starting pay may be increased up to 10% of entry level pay. Listed on attachment A are the current positions that are being used for the Disaster Reservist program. State Class Title, minimum and 10% hourly pay rates are shown at the end of each job descriptions. WHAT BENEFITS ARE APPLICABLE TO OPS? Paid annual leave Paid sick leave Paid holidays Participation in group insurance Participation in the Florida Retirement System Reinstatement rights or retention rights
3 ATTACHMENT A RESERVIST POSITION DESCRIPTION A-1 ADMINISTRATIVE ASSISTANT - A person who possesses clerical, supply control, telephone answering, computer, basic accounting, and organizational skills. ADMINISTRATIVE ASSISTANT I ($ $11.26 hourly). A-2 COMPUTER SPECIALIST - A person who has the knowledge and skill to oversee computer operations and provide technical assistance in repair and systems management. OFFICE AUTOMATION SPECIALIST II ($ $12.39 hourly). A-3 DATA ENTRY CLERK - A person who has knowledge of various computer programs and can maintain logs, data bases, and develop spread sheets. STAFF ASSISTANT ($ $10.34 hourly). A-4 GRANTS MANAGER - a person who has good organizational and communication skills with a background in business or grants management. This person will become very knowledgeable of the Public Assistance program and serve as an advocate for the cities, counties, and eligible non-profits that receive grants under a funding agreement. GRANTS SPECIALIST IV ($ $14.60 hourly). A-5 LOGISTIC SPECIALIST - A person with experience and skill in managing the logistic for force deployment, procurement, telecommunications, transportation, and space design and layout. These individuals will receive training in the special needs of disaster recovery team personnel and in disaster recovery processes PROPERTY ADMINISTRATOR ($ $11.75 hourly) I-1 DISASTER RECOVERY CENTER SPECIALIST - A person who serves as a manager, co-manager, assistant manager, or supervisor at a center where disaster victims come to receive information and guidance related to programs that provide disaster assistance. This person has to have strong people skills that demonstrates leadership, team building, report writing, personnel management and be able to function in a stressful environment. PLANNER IV ( $ $16.35 hourly). I-2 VOLUNTEER SPECIALIST - a person who has good skills to assist in the interviewing and processing of volunteers that may be utilized during the disaster. COMMUNITY ASSISTANCE CONSULTANT ($ $15.44 hourly). I-3 COMMUNITY RELATIONS FIELD WORKER - This person will be part of a team of Federal/State/Local field workers to visit local disaster impacted communities to ascertain needs and issues, explain basics of disaster assistance programs, encourage victims to Tele-Register for assistance, provide assistance points of contracts to citizens and businesses, provide disaster field office in writing and by telephone reports on disaster activities, issue and problems in their designated area. A person with good communication skills, experienced in public presentations and the ability to work in a stressful environment that includes those persons impacted by a disaster. PLANNER I ($ $13.05 hourly). 1-4 COMMUNITY RELATIONS TEAM LEADER/AREA MANAGER - this person will supervise from four to eight Community Relations Field workers during a declared disaster. Will coordinate deployment of field staff with the State s community relations Coordinator. Team leaders /area managers organize and over sees the operations of a designated area and are responsible for supporting the activities of field workers in their assigned area. This position requires skills that demonstrates leadership, team building, report writing and personnel management. PLANNER IV ($ $16.35 hourly).

PROPERTY ADMINISTRATOR ($ $11.75 hourly) P-1 ARCHITECT - A person with education, training or experience in design of new buildings, rehabilitation of existing or damaged buildings, and the ability to work well with local, state, and federal design persons to resolve conflict. ARCHITECT ($ $18.42 hourly). P-2 DAMAGED ASSESSMENT SPECIALIST - A person who has knowledge, training, or is experienced in appraising structural damages to individual homes, businesses, or the public infrastructure. COMMUNITY ASSISTANT CONSULTANT ($ $15.44 hourly). P-3 ENGINEER - A person with education, training, or experience in determining scope of works for projects, the cost of labor/equipment/materials, and the ability to work with local and federal engineers to resolve conflicts. ENGINEER I ($ $15.44 hourly). P-4 INSURANCE SPECIALIST - A person who has the knowledge, skill and the ability to adjust damage claims from wind damage or flood damage. These individuals will receive public assistance program, training prior to or during the disaster recovery process. COMMUNITY ASSISTANCE CONSULTANT ($ $15.44 hourly). M-I MITIGATION SPECIALIST - A person who has training, experience, or knowledge of construction and design methods that can be taken to lessen or eliminate repetitive damages and prevent possible future losses. PLANNER IV ($ $16.35 hourly). S-1 PUBLIC INFORMATION SPECIALIST - A person with public information experience that has good communications skills to assist and enhance the information flow. INFORMATION SPECIALIST ($ $12.39 hourly). S-2 HISTORIAN - A person who has good organizational skills and is experienced with photographic equipment video graphics, and collecting data to capture and record all aspects of the disaster. COMMUNITY ASSISTANCE CONSULTANT ($14.03-$15.44 hourly)
