3 National Student Clearinghouse Background Created over 20 years ago by the higher education community Clearinghouse services comprise 3 major areas: 1. Compliance: enrollment reporting to Department of Education 2. Back-office support: improve efficiency, reduce costs and workload with verification and transcript services 3. Academic support: national student outcomes data and educational research services Used by more than 3,600 colleges, enrolling over 98% of all postsecondary students in public and private U.S. institutions 4/27/ National Student Clearinghouse. 7 Clearinghouse Data Flow - Data Intake School Data Via secure FTP Clearinghouse Database Once the file arrives, the Clearinghouse performs edits on the data. Clearinghouse back to School School completes required edits to data, correcting any information that was identified as erroneous. School back to Clearinghouse Corrections are reviewed and if corrections are complete, data is loaded to Clearinghouse database. 4/27/ National Student Clearinghouse. All Rights Reserved.
8 Clearinghouse Data Flow SSCR NSLDS sends SSCR to the Clearinghouse On the first of every month of the year. Clearinghouse runs edits on the SSCR in house for your school. We use the most recent data we have in our system at the time edits begin to populate the response. Clearinghouse responds to SSCR roster within 15 days and sends information back to NSLDS. This occurs on a monthly basis for each Clearinghouse participating school. 4/27/ National Student Clearinghouse. All Rights Reserved.
9 Lenders, Servicers, and Guarantors send the Clearinghouse a listing of their borrowers every month. Clearinghouse Data Flow Weekly Notification This list is loaded into the Clearinghouse database and stored, so when school files come in we know which loan holders to notify. This listing is often referred to as the Member List. Your school sends a file to the Clearinghouse. The file is loaded to the Clearinghouse database. The file remains in the Clearinghouse database. Weekly, the Clearinghouse runs the Weekly Notification, which reviews the data loaded to the Clearinghouse database within the last week. This typically occurs on Wednesdays. For those students who appear as borrowers on the member files, notifications are sent, providing any change in status to their loan holders. This is another way in which compliance reporting is completed for your school. 4/27/ National Student Clearinghouse. All Rights Reserved.
10 G from Degree Service and Exceptions Graduate status from Degree record We use your degree file to create a Graduates Only enrollment file and then mark those students with an enrollment status of G for graduated. Some students are excluded from the automatic process and must be updated to a graduated enrollment status manually by using the Student Lookup tab (Enrollment History, then use Update button) Exceptions: - Student is enrolled for the current or future term - Invalid or missing SSN - Award date is older than 180 days as compared to the receive date of the file - Student is already in Graduated or Withdrawn status 2014 National Student Clearinghouse. 11 Compliance Timeframes Compliance Timeframes are based off of federal regulation(s) / and Dear Colleague Letter (DCL) GEN The regulations state that institutions must report when a student ceases to be enrolled at least half-time within 60 days of determining the change in status. Dear Colleague Letter GEN states that institutions must respond to SSCR rosters within15 days of receipt and must have SSCRs scheduled at least every 60 days. The Clearinghouse now processes SSCRs every month of the year for all Clearinghouse participating schools. This was effective September 1 st, /27/ National Student Clearinghouse. All Rights Reserved.
12 Scheduling & Updates to NSC Your institution s enrollment schedule is designed to help ensure compliance with the federal regulations. We recommend that your school report: Every days (most schools report monthly) Report graduates as soon as degree audits are completed and continue to report graduates until all of your graduates are reported If you have a large number of students who unofficially/officially withdrew during the semester or graduate after a W status is invoked, you can use the Graduates Only file or online update to capture these students 4/27/ National Student Clearinghouse. 13 Gainful Employment DEPARTMENT OF EDUCATION Integrity: Gainful Employment-Debt Measures Effective July 1, 2015 Require institutions to report certain information about students who enrolled in Title IV eligible educational programs that lead to gainful employment in a recognized occupation (GE programs) (34 CFR Part 668) 2015 National Student Clearinghouse.
