2 1 TECHNICAL COMMUNICATION Technical News for Certification Bodies ISSUE 01/2012 Page 2 of 17 This technical communication is uploaded to the CB Extranet and sent to the Scheme Managers of each approved and provisionally approved CB, to the Technical Committees, to the host of the National Technical Working Groups, to the GLOBALG.A.P. IFA Edition 4.0-1_Feb2012 in English An updated version of the IFA version 4 standard (English version) is uploaded on the website. The new edition is called 4.0-1_Feb2012. The new version does not influence accreditation, there isn t any new requirement in it, only minor changes were done: writing of GLOBALG.A.P. (3 dots), small mistakes in the AF, CB, LB, PY modules were erased, etc. The clarification of the transition period for Flowers and Ornamentals explained in this newsletter (point 1.6.) will be included in the Introduction for the IFA Standard in a future edition. All the changes are mentioned in the Edition Update Register at the end of each document. The translations are continuously updated. If you are interested in getting the tracked changes documents - please send your request to translation_support@globalgap.org. 1.2 Adding new products to a v3.1 IFA certificate Since 1 January 2012 you can only start a version v4 cycle. There can be a situation where you need to add a new product or a new member of a producer group to a valid v3.1 certificate, in other words: you may need to do a scope extension of the v3.1 certificate (example: tomatoes certified under version 3.1. in 2011 and cucumbers need to be added later, in 2012). Adding products and producer group members to a 3.1 certificate is possible if the validity of the v3.1 certificate already started before 1 st January Acceptance of the new product can be done by the CB and shall be dated back to The DB Support will do the certification according to your notification. Example: Tomato v3.1 valid June June Cucumbers added in Feb The cucumbers are also v3.1 certified from Feb 2012 till June A certification body should not issue a separate paper certificate per product, only update the valid v3.1 certificate. This is also the case for option 2 when adding new members to a producer group certificate. 1.3 Adding 2 names to a certificate (IFA v4) The GLOBALG.A.P. Secretariat has been consulted several times about the possibility to indicate the name of a trader on the certificate when this trader is sponsoring a producer (e.g.: paying the certification cost). The GLOBALG.A.P. Certificate can only be issued to the producing legal entity: however, the name of the trader could optionally be mentioned only with the following disclaimer: Can be exclusively traded through XYZ. 1.4 Clarification CPCC IFA v4 Clarification IFA v4 CPCC AF 10.1 Does all transaction documentation include reference to the GLOBALG.A.P. status (certified/not certified)? Transaction documentation (e.g. sales invoices) and, where appropriate, other documentation include the GLOBALG.A.P. status of the product. No N/A.

3 ISSUE 01/2012 Page 3 of 17 The aim of this control point is that the first buyer is informed (re-assured) that each shipment received is certified or not. The AF cannot be checked during the initial (first) inspection because the producer is not yet certified and the producer cannot refer to the GLOBALG.A.P. certified status before the first positive certification decision. In case of a subsequent, but first time v4 inspection and/or when the producer has not yet started to sell the produce, the AF can also not be checked. In these cases the CBs need to put YES because it is a No N/A point and explain the situation in the comments. The system for identification shall however be in place. For already certified producers, positive identification is enough on transaction documentation (e.g.: GLOBALG.A.P. certified apples ). Non-certified products do not need to be identified as such: Non-Certified Pears, or in case of parallel production: Non-Certified Apples. Indication of the certified status is obligatory regardless if the certified product was sold as being certified or not. Exception: Producers whose clients require in writing not to identify the status of the product in the transaction are exempted of the obligation to do so. The written agreement between the producer and client shall be available for the CB to review. Clarification IFA v4 CPCC AF 10.2 Agreement with direct customers that GGN will not be misused. This requirement was introduced to eliminate the cases when the GGN of certified producers was used to label products originated from other producers, occasionally not certified. In order to comply with this point, this declaration of not misusing the producer's GGN, can be: an additional clause to any existing contract or agreement between the suppliers and their direct customers, a letter issued by the customer where she/he declares that no misuse of GGN will be done by them, other solutions are also possible, like including such declaration (not misusing the producer's GGN) on a purchase order where GLOBALG.A.P. certified product is demanded. At producer group level, this agreement is not necessary between the members of the group and the group itself, but between the group and its customers. Exception Producers whose clients require them not to use the GGN on the ready to be sold product (e.g. client labeling specifications impede the use of the GGN), are exempted of the obligation to do so. The agreement between the producer and client shall be in writing and available for the CB to review. Clarification IFA v4 CPCC AF All final products originating from a certified production process are correctly identified. In case of parallel ownership, i.e. non-certified products (of the same product that is certified by the producer) are purchased: The products with certified origin shall use the GGN, or a Sub-GLN assigned to the certified process The products with non-certified origin cannot use the GGN, but may use a different Sub- GLN assigned to the non-certified process and non-certified PMU/PHU. It is very important to avoid that lack of transparency allows trading non-certified products as certified, even in those cases when the producers buy small amounts.

4 ISSUE 01/2012 Page 4 of 17 In case the producer buys only from other certified producers, the producer is not obliged to use the GGN or a Sub-GLN on the product. Indication of the certified status on the transaction documents is obligatory regardless if the product was sold as being certified or not. Transaction documentation (sales invoices, other sales related, dispatch documentation, etc.) related to sales of certified product shall include the sub-gln (or GGN) of the certificate holder and shall contain a reference to the GLOBALG.A.P. certified status. (AF ) (QM MB 3.1.4) In option 1: it can be the GGN of the producer, the sub-gln of the certified PMU or the sub- GLN of the certified PHU (see below). In option 2: it can be the GGN of the producer group or the GGN of the producer member or both or the sub- GLN of the certified PMU/PHU (see below). Indication of the non-certified product with the sub-gln of the non-certified PMU/PHU is voluntary. Certified product labeling with the GGN (or with sub-gln) is obligatory. (AF and GR Annex I.3) Option 1 producers without using sub-gln can use their GGN to identify the certified product. The GGN must not be used to label non-certified product. OR Option 1 producers with parallel production (not buying from external sources) shall use the sub-gln of the certified PMU to label the certified product. Option 1 producers that buy non-certified product (with parallel ownership) shall assign two sub-glns to the PHU: one shall be used to label certified finished product and the other one may be used to label the non-certified finished product. (QM MB and GR Annex I.3) All final, certified, ready to be sold (either from farm level or after product handling), products shall be identified with a GGN, GLN, or Sub-GLN. The GGN of the producer member of the certified product can also be used to label certified product. The GGN of the group (or producer member) must not be used to label noncertified product. It can be the GGN of the producer group, the GGN of the producer group + the GGN of the producer member, the sub-gln of the certified PMU/PHU. Indication on the non-certified product with the sub-gln of the non-certified PMU/PHU is voluntary.

Non-certified product shall NOT be marked with the GGN of the PG or the GLN/Sub-GLN of the certified PHU.!"#$%&"'()*&+,&-.)/&+0& (see also point 2: "New Online Courses") 1.5 Shortened checklist for unannounced surveillance inspections (IFA v4) Until the shortened checklist for (10%) unannounced surveillance inspections is published, the CBs should use the normal checklist without the recommendations for the option 1 unannounced surveillance inspections and indicate those sections, which might not be applicable at the time of the inspection (e.g. harvesting). Shortened checklist for unannounced surveillance inspections cannot be used for the option 2 group members. 1.6 Conversion period for FO (IFA v4) Sometimes, flower and ornamental (FO) GLOBALG.A.P. producers buy material in their early stages of growth from non-certified sources and then complete the growth under certified environment and process until the products can be marketed. One of the two options below has to be followed to allow these plants/flowers whose growth is completed under certified production (or controlled production in case of initial certification) to be sold as GLOBALG.A.P. certified. Option A: 1. Crops shall be grown under the ownership of the FO certified/applicant producer at least 3 months before being sold as certified. 2. In case the growing cycle is shorter than 3 months, at least 2/3 of the growing cycle shall be done by the FO certified/applicant producer and in the case of flowers, growing under GLOBALG.A.P. Standard conditions shall also start before the flower has opened. 3. The beginning of the growing period counts from sowing or when the cuttings are planted.

6 ISSUE 01/2012 Page 6 of The supplier of the non-certified material shall be an authorized supplier, e.g. propagation material license/authorization according to the national scheme shall be available. Option B: 5. Alternatively, producers can apply for a grace period. In such a case: 5.1. All their suppliers need to be registered for certification in the first year In second year of certification, 50% of suppliers must have obtained GLOBALG.A.P. FO Certification In third year, 100% of the suppliers must have obtained GLOBALG.A.P. FO Certification. Note: This situation is not considered as parallel production or ownership, therefore, producers do not need to register for it in the GLOBALG.A.P. Database. 1.7 Conditions of seed sprout certification (IFA v4) In June 2011 the GLOBALG.A.P. Secretariat communicated the conditions to reinstate the temporarily suspended seed sprout certificates (see: after the EHEC crisis. It was required then to observe additional elements in the risk assessment that would also have to be checked by the CBs. The GLOBALG.A.P. Secretariat would like to highlight that the conditions of this letter still applies for the current and following seasons, until a specific solution for sprout producers has been developed by the GLOBALG.A.P. Sprout Focus Group. Sprout producers shall complete a risk assessment wherein all the relevant risks mentioned below are addressed. The risk assessment shall be completed according to the general guideline as described in the Annex AF 1 and the specific guideline for risk assessment of microbiological contamination (Annex CB 1) of the Control Points and Compliance Criteria of the Integrated Farm Assurance standard V4. The critical control areas for seed sprout production that must be addressed include not exclusively: 1. Seed quality (free of microbial pathogens of human concern) 2. Handling and storage of seed by sprout producer (including seed treatment) 3. Substrate (growing medium, if used) shall be tested 4. Water quality (potable water with necessary tests) 5. Internal segregation measures (e.g. must be implemented during production to guarantee that contamination cannot spread to other parts of the production) 6. Hygiene during production process (personal and facility hygiene) and in particular; 7. Post harvest handling and packing. These objectives shall be achieved and the proof can be delivered in the following ways: The producer carries out the required risk assessments for the above points 1 to 7 and demonstrates effective implementation of compliance criteria during the inspection. The implemented control measures and test results shall be made available to customers on request. Point 7 may also be covered by a GFSI recognized post-harvest food safety system (i.e. the processing and packing facility is BRC, IFS, FSSC22000, SQF2000, etc., certified with the relevant scope). There is a summary about all EHEC related GLOBALG.A.P. communication:

Addition of products to sub-scope Fruit and Vegetables Actinidia arguta (under Kiwi ID 55); Cacao (cocoa) Fruit (ID 416) (note: the processing of the cacao bean is not covered in the FV standard); Citrus latifolia under Limes (ID 62); Cumin, Indian Borage, Perenial wall-rocket and Perilla (beefsteak plants / shiso) (under Herbs ID 50), Kinnow (ID420), Oroblanco / Sweetie (ID 413); Pears changed to Pyrus spp. (ID89) Remove under Herbs ID 50 (Chives, Fennel and Lemon grass). Chives (ID30), Fennel (ID42) and Lemon Grass (ID59) are now only under their own ID codes under sub-scope FV. c. Addition of products to sub-scope Combinable Crops Grass Peas / Chickling vetch (ID424); Rye Grass (ID414) d. Addition of products to sub-scope Flowers & Ornamentals Bamboo and ornamental grasses (ID425); Bulbs (End product bulbs) (ID426) NOTE: Bulbs has been allocated for Flowers as well (ID289)); Perennials (ID427) e. Changes of product under Poultry - changed Chickens to Broiler Chickens (ID166) f. All products that were only certifiable under IFA version 3 were removed. 1.9 National Interpretation Guidelines (IFA v4) The following National Interpretation Guidelines (NIG) have been published for IFA v4 FV: Belgium, Costa Rica, France, Germany, The Netherlands, Thailand and USA. The Peruvian and Italian National Interpretation Guidelines will be published soon for IFA v4 For the status of on-going National Interpretation Guidelines, please check our website: Please note that these approved National Interpretation Guidelines are normative documents and shall be used in the respective countries after publication. The new IFA v4 certificate template requires that the use of these be mentioned on the certificates when applicable in a country Benchmarking Procedure v4 The v4 Benchmarking Regulations are now available. Benchmarked schemes/checklists have a transition period of 12 months, till February 2013, to apply and complete the re-benchmarking process. GLOBALG.A.P. recognizes the v3 benchmarked certificates in 2012 and allows the CBs to inspect against v3 benchmarked schemes. The last 'valid from' date of a v3 benchmarked certificate is 01 Feb 2013 and the last 'valid to' is 01 Feb 2014.

Database. The CoC v4 certificates can be registered the same way as the IFA certificates. All certification bodies that are approved for CoC have access to this action in the database. 9 ISSUE 01/2012 Page 9 of LOCALG.A.P. The Primary Farm Assurance program (announced in the Technical News issue 01/2011) is now called the LOCALG.A.P. program. Under the LOCALG.A.P. program, a producer can comply with a standard that is a subset of the GLOBALG.A.P. Integrated Farm Assurance Standard, either of the IFA Control Points and Compliance Criteria (CPCC) or the General Regulations or both. These subsets of the IFA Control Points and Compliance Criteria may in addition contain customized add-on criteria. The program is totally adaptable to the particular situation or to the need of the LOCALG.A.P. sponsor. It can be accredited or non-accredited certification or only an assessment. A LOCALG.A.P. sponsor is a company who will define the requirements and accept the LOCALG.A.P. certified products from the producers. LOCALG.A.P. indicates that the standard s rules and criteria are location bound and not globally accepted. It may, however, have global customers, but the implementation is on a local level. The standard cannot be seen as equivalent to the GLOBALG.A.P. Integrated Farm Assurance Standard and benchmarking against it is not possible. The LOCALG.A.P. programs provide an entry level to achieve the full GLOBALG.A.P. IFA Certification within a defined period of time. The CBs are also invited to be involved in supporting the program in terms of 2nd party inspections and where appropriate, building producer capacity. There can be several LOCALG.A.P. Standards following its sponsor s specification. Two LOCALG.A.P. Standards are already available: Primary Farm Assurance USA LOCALG.A.P. Poland 1.14 Produce Safety Standard by GLOBALG.A.P. The Produce Safety Standard (PSS) certificate is a special offer to all producers supplying to U.S. and Canadian customers. The new Produce Safety Standard contains only the food safety Control Points and Compliance Criteria (CPCCs) from the GLOBALG.A.P. IFA Version 4. The CPCCs have not changed and are identical to the CPCCs found in the GLOBALG.A.P. IFA Version 4. This food safety only checklist is a subset of the full GLOBALG.A.P. IFA v4 Standard and is the perfect option for those concerned primarily about food safety, specifically for producers supplying to U.S. and Canadian customers. After producers implement PSS, they can choose to take additional steps to achieve full GLOBALG.A.P. IFA Certification. The Produce Safety Standard is in the GFSI benchmarking process. The GLOBALG.A.P. Produce Safety Version 4 Standard is the collection of those control points from the GLOBALG.A.P. IFA Standard, which fulfill the requirements of the GFSI Guidance Document Version 6. The standard consist of Addendum to GLOBALG.A.P. General Regulations v4, CPCC Produce Safety Standard, Checklist Produce Safety Standard, Certificate Template Produce Safety Standard. All the FV approved and accredited GLOBALG.A.P. CBs can be approved for the PSS standard. There is no special requirement to be fulfilled to be PSS approved. You only need to send a notification to Ute Spira (spira@globalgap.org) to be listed on the GLOBALG.A.P. website. The

10 ISSUE 01/2012 Page 10 of 17 inspector qualification requirements are the same as the IFA FV. The PSS is an accredited certification, therefore extension of your ISO guide 65 accreditation is necessary. We have notified all the Accreditation Bodies about this new standard Albert Heijn Residue Protocol (Communication already sent to all approved GLOBALG.A.P. CBs in FV) This is to inform you about the private residue protocol of the Dutch retailer Albert Heijn ( Albert Heijn Residue Protocol ("Albert Heijn Protocol for residues version 2.0") will be operated by GLOBALG.A.P. approved FV certification bodies and through the GLOBALG.A.P. database as an add-on. Audit on the Albert Heijn Residue Protocol is an extension of a GLOBALG.A.P. inspection than can be conducted only by GLOBALG.A.P. approved fruit and vegetables inspectors and auditors. All GLOBALG.A.P. approved certification bodies for FV can apply to participate in the system. Interested certification bodies shall send an informal letter of intent to the GLOBALG.A.P. CB administration department (Ute Spira spira@globalgap.org). GLOBALG.A.P. will grant access in the GLOBALG.A.P. Database for the Albert Heijn Residue Protocol for the certification body. Each CB shall appoint an internal trainer for the Albert Heijn Residue Protocol who shall be named in the letter of intent. The internal trainer for the Albert Heijn Residue Protocol will be responsible to train the other auditors and inspectors. At the moment no external training is required for the in-house trainer. Please make sure that only auditors and inspectors who have been (internally) trained in the content of Albert Heijn Residue Protocol by their Albert Heijn Residue Protocol internal trainer are allowed to audit the Albert Heijn Residue Protocol on farm. Please furthermore note that the GLOBALG.A.P. Integrity Program will be extended to the Albert Heijn Residue Protocol. In terms of notification process in the supply chain, the retailer s supplier will ask the producer to participate in the Albert Heijn Residue Protocol who may then contact a certification body of her/his choice. See: The online training is available at: /academy For aquaculture four presentations have been posted on the GLOBALG.A.P. website under Smallholder Guidelines ( ) 2.2 Online exam certificate CBs can issue online training/exam certificates to their staff. They can find the template in the document center of the CB Extranet in the category "Manuals". The Scheme Managers have to confirm that their staff did the tests without external help. 2.3 CB Trainings list The list of (face-to-face) CB trainings (SMU, IHT, QMS) are uploaded on your CB extranet. In case you need more trainings, please indicate this to Lisa Hausen hausen@globalgap.org. Whenever the minimum number (usually 10) of participants is reached, we will try to organize the training. 2.4 New Online Exams available New Greek, Chinese, Turkish and Polish translations of the online exams are available for the following modules: GR-I (Auditor / Inspector) GR-III (Auditor / Inspector) AF (Auditor / Inspector) CB (Auditor / Inspector) FV (Auditor / Inspector) Summary of available online exams (27June2012)

12 ISSUE 01/2012 Page 12 of 17 Deadlines Please note that the deadline to pass the above-mentioned 4 new exams is 3 months from the date of publication in this Technical News. The deadline to pass the online exam for the English, Dutch, French, German, Portuguese, Spanish and Italian speaking inspectors has already expired. Each CB was informed separately about the inspector/auditor that should have, but did not pass the corresponding tests. In case you have questions concerning "blocked" inspector/auditor in the DB for certification, please contact Anne Kafzyk kafzyk@globalgap.org. 2.5 Online Training status overview GLOBALG.A.P. now provides an overview on the Online Training (exam) status for CB employees. The below information gives a quick introduction to this overview. Please note that all relevant Online Training (exam) has to be completed before starting to inspect/audit against IFA 4. Only if all relevant module statuses show "access granted" the auditor/inspector is eligible for the audits/inspections. Location of the overview The overview can be found in the tab sheet Scheme Requirements of the Masterdata of the database and it is visible to users with the CB-Scheme-Manager database role. This role is assigned by GLOBALG.A.P. to all Scheme Managers.

There are four different Status. The status access granted means that the person can be selected as auditor or inspector for a certification decision (or for a certification modification) in the GLOBALG.A.P. Database. For a certification (decision or modification) auditors/inspectors have to complete the training of all related modules (for example IFA module, Crops module and Fruit and Vegetable module). Example: in case a Fruit and Vegetable product is selected for certification decision: the Integrated Farm Assurance (IFA) module, Crops module and the Fruit and Vegetable module are all relevant and therefore have to have the status access granted or access granted by GG for the auditor/inspector to be selected.

Academy course is assigned Table 2: Training subject status Overview Functionality The Scheme Requirement overview for Online Training of all inspectors/auditors can be filtered in various ways. Additionally a.csv download is available and can be opened with Excel or similar programs. When you open the file with Microsoft Excel, select the first column and use the functionality text in columns. Select the option delimited and choose the sign as delimiter. The Scheme Requirement overview for Online Training is updated once a day. This implies that after performing a GLOBALG.A.P. Academy course a status update does not take place immediately. If you need a status update immediately e.g. in order to select the auditor/inspector for a certificate decision, please select assign sub-scope/scheme in Masterdata of the respective employee. This will result in an immediate Online Training status update for this employee.

15 ISSUE 01/2012 Page 15 of 17 Fig. 3: Individual Module assignment in employee details If an employee fails an exam 3 times, the CB shall contact the GLOBALG.A.P. Secretariat in order to schedule a face-to-face exam for the employee. After passing it, the GLOBALG.A.P. Secretariat will unlock the auditor/inspector for the respective module. Please note that missing online tests is just one reason to be blocked in the database. Auditor/inspector may not be eligible for a certification decision although all relevant online tests appear to be passed. Other reasons can be a missing in-house trainer for the relevant sub-scope or a missing QMS/option 2 auditor training. Please cross check possible reasons with GR III, 3.: Operational Requirements. Secretariat at onlinetraining_support@globalgap.org for any questions. 3 ADMINISTRATIVE 3.1 Invoice overview Details of each billing run can be checked by the certification body by going to the GLOBALG.A.P. Database and choosing "Invoicing". There it is possible to see each billing run and the total amount billed. If you click on the green button to the left of the billing cycle period, you will be able to download an Excel document that details all fees charged in the respective billing run. There, you will have a detailed report of each individual registration, certification, or GRASP assessment fee incurred (see also pp of the Database Manual). 3.2 Double registration fee Double registration in the database may happen when the CB does not follow the correct transfer procedure and register an already registered producer with a new GGN. This must be avoided because -among others- in this case all the previous producer history is lost and producer could escape sanction raised by the previous CB. The version 4 GR introduced a sanction fee for double registration. Part I., Registration with a new CB a) When a producer that has already been registered, changes CB or applies to a new CB for certification of a different product, the producer must communicate the GGN assigned by GLOBALG.A.P. to the new CB. Failure to do this will result in a surcharge of the registration fee of EURO 100 to an Option 1 producer and EURO 500 to an option 2 producer group. Therefore, it is important that the CB actively requires the producer to declare any previous GLOBALG.A.P. registration and if available, previously assigned GGN. 3.3 Restricted database access for inspectors

16 ISSUE 01/2012 Page 16 of 17 Several CBs and the CBC requested that the inspectors should not see all the clients of the CB in the database. This was especially requested by CBs that are using subcontracted inspectors or when one inspector is working for more than one CB. Please be informed, that a normal CB Auditor/Inspector has no access to any producer data when she/he logs in. This has the consequence that a CB auditor/inspector will not be able to plan a GRASP checklist without having the CB-Committee role. For GRASP inspection planning all producer data need to be visible, so from now on only CB-Committees can generate GRASP checklists. 3.4 New Address GLOBALG.A.P. Every Latin American associate member CB and every international associate member CB with a local office can participate in the meetings. The Latin-American CBC in its first meeting has elected Liliana Soares Batista (Coordenador da Qualidade/Quality Coordinator of WQS Certificações de Produtos Ltda. liliana@wqs.com.br) to be the chair of that committee. 4 OTHER MATERIALS 4.1 Display GGN on-product with QR code Producers may label the final product with GGN and the GGN (not containing the GLOBALG.A.P. trademark) may appear at the point of sale. The GGN can be turned into a QR code and the QR code can be displayed on consumer packaging also. When the following link is converted to QR code: (e.g.: it will automatically be linked to the online validation tool site. It will be not necessary to enter the public search/certificate validation site ( ) and fill in the GGN, the QR code will directly take you to the online certificate details.
