1 EDISON COURT, INC Organizational Strategic Plan Edison Court, Inc. (ECI) was founded in 2003 and established as a not-for-profit corporation with the mission to provide therapeutic and evaluative services to at risk youth and victims of crime. As ECI s mission and services have evolved, the organization has focused on Forensic Behavioral Health services for children, adolescents and adults. Since its inception, ECI has dedicated its work to providing the most responsive and innovative services to these populations. ECI currently serves its clients through four distinct programs; Mathom House, Ravenhill Psychological Services, Ravenhill Forensic Services, and Easton Manor. Mathom House is a Residential Treatment Facility dedicated to protecting our communities by treating juvenile sexual abusers, their victims and their families. We do so in a spirit of collaboration and cooperation with our residents and their families, relevant members of the mental health and juvenile justice system, and the community at large. Easton Manor is a residential treatment facility specifically designed to serve adjudicated sexual offenders and clients with mental illness. At a minimum, each individual accepted into the program must demonstrate that they have participated in a treatment regimen, which included the tentative development of a Relapse Prevention Plan (RP) and Wellness Plan or have committed less intrusive offenses but are in need of a structured living environment. Residents are viewed as being capable of eventual safe return to the community, while still having continuing mental health needs, social deficits, and a need to improve their relapse prevention skills. Ravenhill Forensic Services (RFS) provides Forensic Behavioral Health services to juveniles and adults. Case Management and Community Re-integration programs are designed to offer assistance to Juvenile Probation Officers and the Court to enhance the supervision and management of juvenile offenders by providing intensive community based services to juveniles that have not been deemed appropriate for placement. Adult group therapy is provided to individuals court ordered to complete sex offender, batterer intervention or anger management treatment programs. Ravenhill Psychological Services (RPS) is an outpatient clinic that provides forensic mental health and behavioral treatment to children, adolescents and their families. RPS provides responsive care and intervention to those experiencing mental health issues, conduct disorders, anger and aggression, depression and anxiety, victimization and trauma.
2 ECI Values: Treating clients with DIGNITY Providing families with HOPE Protecting the community from HARM Delivering the most cutting-edge treatment as supported by BEST PRACTICES Reducing RECIDIVISM Improving client adjustment by enhancing EDUCATIONAL, VOCATIONAL, AND OCCUPATIONAL SKILLS Repairing the harm done to the VICTIM AND THE COMMUNITY The Board of Directors, via the Vision, Planning and Execution Committee has worked to establish a clear vision for the organization, identify key strategic priorities over a one to three year period necessary to achieve that vision and ensure that the organization as a whole remained focused on executing strategic initiatives. The committee utilized a SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis of the organization in order to identify organizational strengths and opportunities that can be leveraged to further ECI s mission and to identify potential organizational weaknesses and threats that require mitigation in order to fulfill the mission. Based on the SWOT analysis and taking into consideration the current and anticipated political, economic, social and technological factors impacting the organization, the committee provided the Board with its recommendations of the key strategic priorities enumerated in this plan. A strategy map for the organization was constructed to illustrate the framework of strategic processes required to support Edison Court s Mission and Strategic Vision. See Appendix 1. Further, Management s system for strategy execution and adaptation which links the strategic planning process and operational execution is illustrated in Appendix 2 to this document. MISSION: ECI is dedicated to providing responsive and innovative care to individuals and families facing behavioral and mental health challenges Strategic Vision: To be the leading provider of forensic behavioral health services in the Delaware Valley by providing best-in-class treatment programs with measurable outcomes delivered within a framework of strict regulatory compliance. Key Strategic Priorities: Leverage Technology for efficiency and regulatory compliance Accreditation Program Expansion focused on augmenting the continuum of care Staff development and training Build/Acquire, and then integrate substance abuse treatment services
3 Defined Actions and responsibility regarding identified priorities 1. Leverage Technology for efficiency and regulatory compliance a. The Credible EHR system goes live November 1, The EHR system will streamline data sharing and enhance uniformity, compliance and clarity of client files. The system simplifies compliance efforts and provides sufficient data to allow for periodic internal review and monitoring related to ongoing quality assurance initiatives. b. ECI is exploring the use of tele-psychiatry and other technology enabled treatment tools to enhance the breadth and efficiency of our services. c. ECI is targeting 2014 to continue the trend toward paperless filing by contracting with an e-filing service to electronically archive client and administrative records in accordance with privacy and legal requirements. 2. Accreditation a. ECI is pursuing accreditation through COA (Council On Accreditation) to demonstrate its best-in-class policies and procedures to its stakeholders and to stay ahead of anticipated regulatory requirements. ECI has appointed an Accreditation Coordinator to manage the process with COA and to work with the CEO and COO in developing and maintaining appropriate policies and procedures in the areas of: Quality Improvement, Board Governance, Risk Management, Financial Management, Human Resources and Ethical Practices. The Accreditation Coordinator will be briefing the Board directly on the progress of the Accreditation process. Accreditation should be achieved by early 2014 and fully-maintained each year during the four-year accreditation cycle. 3. Program Expansion focused on augmenting the continuum of care Expansion efforts are to be focused in areas in which ECI has a demonstrated expertise and support from referral sources. a. The organization is performing due diligence and evaluating potential facilities and/or partners for new programs specifically for traumatized adolescents. The viability and structure of these services will be determined by early b. ECI is also evaluating opportunities in regarding Community Living Arrangements. ECI is in the early stages of garnering support for the programming at the County level. Pending county support and location determination these services will likely not be provided until mid-2014.

ECI s outpatient program has recently launched the Community Adjustment and Reintegration Program (CARP), a specialized intervention designed to offer assistance to Juvenile Probation Officers and the Court to enhance the supervision and management of juvenile offenders by providing intensive community based services to juveniles that have not been deemed appropriate for placement. Juvenile Offenders, who are granted the privilege of probation, often require services and support to promote wellness and reduce the likelihood of recidivating. CARP is currently provided in Bucks and Montgomery counties. ECI intends to implement CARP in at least two additional counties in d. ECI will leverage the early success of its school based outpatient program to expand into one additional school district for the 2014/15 school year with the goal of three total school districts by the 2015/2016 school year. Services include assessment, individual and group counseling. An objective of this program is to make behavioral health supports immediately accessible for identified children that are willing to participate in the program. The primary goal is to provide the child with easily accessible services to improve overall functioning, wellness, and academic standing. e. In an effort to work closely with community partners and improve forensic mental health through research and education, ECI s clinical director will produce semiannual publications on the efficacy and practicality of various treatment programs relevant to ECI s served population. The Clinical Director will also provide at least three trainings per year to both internal and external stakeholders on topics relevant to the forensic mental health community. 4. Staff Development and Training a. ECI recognizes that continued expansion of programs and fulfillment of our mission is predicated on maintaining properly trained and motivated staff. A formal staff development program is being developed in order to provide ongoing educational opportunities and exposure to new areas within the organization. In addition to formal training opportunities, select management team members are being invited to participate in regular meetings of the Administrative and PQI team so they can gain exposure to bigger picture issues and gain an understanding into the business side of the services we provide.
5 5. Build/Acquire, and then integrate substance abuse treatment services a. ECI recognizes the prevalence of substance abuse and co-occurring disorders within the population we aim to serve. ECI will build or acquire the capabilities to provide substance abuse and co-occurring disorder treatment by early Ongoing Measurement of progress and accountability The Board of Directors is ultimately responsible for the ongoing measurement of progress and accountability regarding achievement of and focus on the key strategic priorities. The CEO and COO report regularly to the Board with sufficient rigor and detail for the Board to evaluate the ongoing progress of strategic initiatives. Each Board meeting includes a line by line review of the identified strategic priorities and the progress to date provided by the individual being held accountable for that item. Performance measures associated with strategic processes are continually monitored and adapted as necessary based on regular operating and strategy reviews. Additionally, strategic priorities are properly and regularly communicated to all employees to ensure organization-wide understanding and focus on said priorities. The Director of Program Services and Compliance (DPSC) monitors the quality, safety, and efficacy of all behavioral healthcare programs administered under the Edison Court, Inc. (ECI) banner. The DPSC reports directly to the CEO and COO on matters of regulatory compliance throughout the organization. The resulting organizational compliance plan and its relevant performance measures serves to support the framework of strict regulatory compliance embedded in ECI s strategic Vision.
