AKM-3b Report Connecticut River Valley Project Chelsea Substation Expansion Chelsea, Vermont Historic Architectural Reconnaissance Survey Submitted to: Vermont Transco, LLC 366 Pinnacle Ridge Road Rutland, Vermont June 25, 2013 PAL No This report presents the results of a historic architectural survey conducted in preparation for the proposed expansion of the Chelsea Substation (the Project ) in the town of Chelsea, Orange County, Vermont (Figure 1). The survey was completed to identify historic properties, including properties that are listed or eligible for listing in the Vermont State and/or National Register of Historic Places (State/National Registers) within the study area for the Project. The Project is a component of the Connecticut River Valley Project proposed by Vermont Transco, LLC (VT Transco). This document is a supplement to the report, Historic Architectural Reconnaissance Survey, Ascutney Substation and Line Upgrade Project (Jones and Olausen 2010). This report was completed to assist VT Transco in its application to the Vermont Public Service Board for a Certificate of Public Good under Title 30, Section 248 of the Vermont Statutes Annotated (30 V.S.A. 248) and to comply with Section 106 of the National Historic Preservation Act, as amended (36 CFR 800). Project Description Though the exact location of the electrical substation expansion has not yet been determined, it will be restricted to the existing VT Transco property. The VT Transco property consists of two polygonal parcels (the Project Area ) totaling to acres on the southern side of E. Randolph Road, approximately 365 yards west of Route 110 in Chelsea, VT (Photographs 1-6). The property is bound to the north by E. Randolph Road, to the southeast by privately owned agricultural fields, to the east by forested portions of privately owned parcels, and to the south and west by a dense mixed coniferous forest. The study area is predominantly characterized by its rolling topography and rural residential/agricultural development. Two paved main roads that bisect the area, including E. Randolph Road on an east to west axis and Route 110 on a north to south axis, and the intersecting VT Transco power line right-of-way, are dominant features in the immediate setting surrounding the Project Area. 26 Main Street Pawtucket, RI Tel: Fax:

6 page 6 of 16 Two miles south of downtown Chelsea, close to the southern edge of town, the area s rural landscape is lightly developed with predominantly vernacular-style residential and agricultural architecture that contain restrained characteristics of the Greek Revival and Queen Anne styles. One Italianate style property rests on the main intersection of E. Randolph and Route 110 on the eastern edge of the study area. Study Area For the purposes of this historic architectural survey, PAL defined a study area of one-fourth-mile from the boundaries of the Project Area (Figure 2). Following a review of existing documentation, the study area was subsequently expanded to include two historic properties on Moxley Road located just outside the boundary. Methodology PAL conducted a historic architectural reconnaissance survey to locate and identify architectural properties within the study area of the Project Area that are listed or eligible for listing in the National and State Registers. The initial step of the survey consisted of a review of existing documentation contained in the National Register Information System (NRIS) and files maintained by the Vermont Division for Historic Preservation (VDHP) to identify National and State Registerlisted and previously inventoried properties within the study area. In an effort to be inclusive, PAL collected information on properties within one-half-mile of the Project Area. PAL also identified a number of historic maps of the area that provided information about development of the study area over time. The research at the VDHP was conducted June 11, Fieldwork to identify potentially significant properties that have not been previously recorded within a one-quarter-mile radius of the Project Area was conducted on June 11, Using topographic and aerial maps showing the location of the proposed substation, a PAL architectural historian drove all roads within the study area and inspected all developed resources. Properties within the study area that appeared to be at least 50 years of age were photographed with a highresolution digital camera and located on a base map. Historic maps were brought into the field to assist in the identification of properties and notes regarding the setting, physical appearance, and approximate date of construction were recorded for properties included in the survey. Representative viewshed photographs were taken from each identified property towards the Project Area and notes concerning potential views of the Project were recorded. Survey Results Nine properties that met the survey criteria were identified within the study area (Figure 3). These included one property that is listed in the National Register and eight newly identified resources. Out of the eight newly identified properties, PAL evaluated two individual properties as potentially eligible for National and State Register listing. One property was inaccessible from the public rightof-way and was not evaluated during the survey.

9 Ascutney K13 Line page 9 of 16 Properties Listed in the National Register Moxley Covered Bridge (Map No. 1) The Moxley Covered Bridge is the sole surviving covered bridge in the town of Chelsea, Vermont (Photograph 7). The timber, single-span, queen-post truss, covered bridge was constructed in 1883 by Arthur Adams. The bridge is one of six covered bridges within a seven-mile span that cross the First Branch of the White River. The remaining five bridges are located in the adjacent town of Tunbridge, Vermont. This cluster has been identified as one of the most concentrated groups of covered bridges in the state (Henry 1974). The Moxley Covered Bridge was listed in the National Register in 1974 under Criteria A and C in the areas of engineering and architecture. Photograph 7. Moxley Covered Bridge (Map No. 1), view looking southeast. Properties Evaluated as Potentially Eligible for National and State Register Listing Residence at 4 E. Randolph Road (Map No. 2) The Residence at 4 E. Randolph Road is a two-story, three-bay by two-bay, Italianate-style Lshaped building with an attached barn and two detached functional buildings (Photograph 8). Likely constructed c. 1850, the first identified property owner was J. Corwin (Walling 1858). By 1877, the property was transferred into the hands of C. Densmore (Beers 1877). Although the house is showing signs of deterioration due to neglect, it appears to have potential significance under National Register Criterion C as a relatively intact and important local example of the Italianate style.

District 1 Schoolhouse (Map No. 3) The single-room, wood-framed, simplified Greek Revival-style schoolhouse on E. Randolph Road was likely constructed in the early 1800s, when the town of Chelsea was divided into 15 school districts with 13 district schools (Photograph 9). The town was divided in response to an extreme rise in population between 1791 and 1810, when it quintupled in size from 239 to 1327 residents. As of 1984, the building was the last remaining district schoolhouse under ownership of the town. Recent topographic maps label the schoolhouse property as Meadowbrook. The District 1 Schoolhouse appears to be eligible for listing in the National and State Registers under criterion A for its association with the early history of local public school education. The Schoolhouse may also possess significance under criterion C as an intact example of a distinct type of early district schoolhouses in Vermont (Walling 1858; Chelsea Historical Society 1984:247; Thompson 1824: 101, 306).

Properties Evaluated as Not Eligible for National and State Register Listing The following properties were evaluated as ineligible for listing in the State or National Registers because they have either been altered significantly from their original appearance or appear to lack important historical associations necessary to meet the National Register criteria. Residence at 55 E. Randolph Road (Map No. 4) The Residence at 55 E. Randolph Road (c. 1940) is a side-gabled, one-story building with an enclosed full-width porch, a single story, side addition with a low pitched side-gabled roof, and a detached two-car garage (Photograph 10). It has been significantly altered from its original appearance with non-historic materials including synthetic siding and replacement windows. Residence at 40 E. Randolph Road (Map No. 5) The Residence at 40 E. Randolph Road (c. 1848) is a front-gabled, single story, three-bay by fourbay building with a rear, one-story, front-gabled non-historic addition, a detached shed, and a detached, non-historic three-bay garage (Photograph 11). Over the past 50 years, window and door openings have been altered and synthetic replacement windows have been installed (Walling 1858).

Randolph Road (c. 1848) is a front-gabled, single story building with an enclosed porch, an attached connected barn, two detached garages (c and late-twentieth century), and a detached early twentieth century shed (Photograph 12). By 1877, the property was identified as a farm owned by F. Bradshaw (Beers 1877). The window and door openings have been altered from their original appearance and synthetic replacement windows have been installed (Walling 1858). Photograph 12. Residence at 32 E. Residence at 70 Route 110 (Map No. 7) The Residence at 70 Route 110 (c. 1950) is a side-gable vernacular style building with exposed rafters, a detached barn, and two detached outbuildings (Photograph 13). The building and its associated outbuildings are pedestrian vernacular buildings that do not meet any of the criteria for listing in the National or State Registers. Residence on Route 110 (Map No. 8) The Residence on Route 110, located on the west side of Route 110 approximately 275 yards from the Route 110/E. Randolph Road intersection., is a one-story, side-gable building with a full-width front porch, a series of attached barns at the rear, and a detached wagon shed (Photograph 14). The building was likely constructed c and the first identified property owner was J. Lougee. By 1877, the property was recognized as a farm owned by J. Flanders (Walling 1858; Beers 1877).

15 page 15 of 16 Residence at 109 Moxley Road (Map No. 9) Screened by vegetation and a wood plank fence, the Residence at 109 Moxley Road is hardly visible from the public way (Photograph 15). The side-gable roof, 6/6 double hung wood sash windows, and brick chimneys of the L-shaped building indicate the building is likely a midnineteenth century property. The building has been identified on two mid-to-late nineteenth century maps. F. Whitney is the first identified property owner in 1858 and by 1877, the property was listed as a farm owned by A.B. Way (Walling 1858; Beers 1877). Without a clear view of the building, PAL cannot evaluate whether or not the property is eligible for listing in the National and State Registers. Photograph 15. Preliminary Effects Assessment Using the existing substation as a reference point, PAL conducted a preliminary assessment of the potential effects of the new substantial on the National Register-listed Moxley Covered Bridge and the two properties that PAL evaluated as potentially eligible for listing in the National and State Registers. PAL also conducted a review of potential effects on the Residence at 109 Moxley Road, which could not be evaluated during the survey. In no instance does the Project have any potential to cause direct adverse effects that will alter any physical attribute of the historic properties. In assessing potential indirect effects, PAL took into account a worst case scenario where the substation could be located in such a way as to be potentially visible from the historic properties.
16 page 16 of 16 Based on the results of the preliminary effects assessment, it does not appear that any of the historic properties will have any view of the constructed substation due to intervening vegetation and topography. Recommendations PAL recommends that the results of the preliminary effects assessment be confirmed when Project plans showing the location of the new substation and associated improvements are developed.
