4 NYS Centers of Excellence The Center of Excellence in Nanoelectronics at Albany is a state-ofthe-art 300-millimeter computer wafer pilot and prototyping facility, developed in collaboration with IBM and the University of Albany for nanoelectronics. The Center of Excellence in Information Technology (IT) on Long Island - expertise in information technology and software - national and international platform for advanced research and growth in the commercialization of new IT applications and products
5 NYS Centers of Excellence The Center of Excellence in Environmental Systems labs and research facilities for the performance of cutting edge research and development in environmental systems engineering. The Center of Excellence in Small Scale Systems Integration and Packaging at Binghamton focuses on development of new electronic applications including small scale systems design, development, prototyping, process development, and manufacturing for the microelectronics industry - expertise in electronics packaging, materials and sensor development - national roll-to-roll manufacturing R&D center focused on flexible electronics

Program Opportunity Notice (PON) which is for soliciting projects to meet technical, economic, environmental, and other goals and objectives within a particular program area - cost sharing generally expected 2. Request for Proposals (RFP) which is for a specific area of interest, when it is possible to describe in a Statement of Work to a high degree of specificity the work contemplated - cost sharing not generally expected

22 CRADAs Cooperative Research & Development Agreements Patent license agreements may be incorporated within the CRADAs and handled according to CRADA guidelines The government always retains an irrevocable royaltyfree right to practice the invention Normally, licenses will be granted only to companies that agree that any products developed through the use of the invention will be manufactured substantially in the U.S.
23 Report use of the patent periodically to the government agency holding the patent FLC Patents In granting a license to a government patent, the company/industry partner must: Submit a satisfactory development or marketing plan Describe ability to implement the plan Commercialize the invention within a specified period of time Continue to make the benefits of the invention reasonably accessible to the public
24 Ways to Think About These Technologies Do I want to license this IP and become a manufacturer? Or license the IP and integrate the function with an existing product of mine? Or manufacture the product for the company that licenses this technology? Is this a technology that could make something I am doing or selling obsolete? Is this function something I should think about applying to my product line, though the approach may be different?
