3 Introduction 1 Welcome to the first edition of the Common Curriculum guide. It will give you detiled understnding of the contents of lerning products offered in the Common Curriculum. The Common Curriculum is n innovtion in the wy the Civil Service provides lerning to stff. In the future, development needs which re shred cross the service will be met using single set of lerning products. These re set out in the Common Curriculum nd re ccessible through single orgnistion Civil Service Lerning. Why we need Common Curriculum: Our new lerning products re designed to help us ll lern nd build our cpbility s individuls nd s service. They will offer tool for trnsformtion of the service nd help to mximise ech individul s contribution to public service delivery. These new lerning products re designed round our common chllenges, recognising tht the skills we need to ddress these chllenges re often the sme, whether we work in n office or on the front line. They will be delivered through modern methods, including much greter use of online lerning nd lerner-led provision nd supported by mngers. They build on the best of the disprte products they replce but re much cheper becuse we hve eliminted dupliction nd incresed efficiency in their sourcing nd provision. Benefits to the business nd to individuls: The Common Curriculum brings significnt new benefits to deprtments nd individuls. Deprtments cn know tht the curriculum focuses on their key business priorities nd is driven by strtegic understnding of these nd of skills gps cross the service (current nd emerging ones). Deprtments nd individuls lso hve ressurnce tht lerning will still be widely ccessible to civil servnts since the lerning products re offered t much reduced cost chieved through systems consolidtion nd cost efficient delivery. The Common Curriculum will help drive stronger performnce resulting from lerning ctivities since products will be focused on business needs nd hve direct prcticl ppliction lerners nd their mngers will be encourged nd supported to ensure individuls embed their lerning nd use their new skills nd knowledge. Lerning is delivered through flexible methods tht increse individuls ccess to lerning products, centre them in the work plce nd re pproprite for modern orgnistion.
4 Introduction 2 Our new lerning pproch: The Common Curriculum is n offer for nyone wnting formlised lerning support to help them perform well in their job nd deliver better business outcomes for their deprtment or gency. However, there re mny more wys to lern nd the formlised lerning opportunities here should just be prt of pckge of solutions to meet n individul s lerning needs - for instnce work-bsed projects, mentoring, mnger coching or shdowing. When deprtments support nd encourge their stff to pproch lerning in this wy, they cn be sure tht investment in lerning is significntly more likely to py off through stronger performnce nd better business outcomes. Lerning for professions: The Common Curriculum covers lerning needed cross the service, lso clled generic lerning, in rnge of topic res. Over time, the 22 professions recognised cross government will ech develop their own profession-specific curriculum to complement the Common Curriculum offer. Subject to line mnger pprovl, civil servnts cn ccess lerning from ny profession-specific curriculum without hving to be member of tht profession. For instnce, someone might not formlly belong to the policy profession but still need the speech writing product offered in the policy profession curriculum. Key prts of the Common Curriculum: The Common Curriculum is divided into six topic strnds: Civil Service Wy: Induction to the Civil Service nd continuing source of reference nd lerning on essentil skills nd knowledge, including working with Ministers, current priorities nd privte office development Ledership of the Civil Service: Focuses on key trnsition points to build our collective ledership of the Civil Service, leding significnt chnge nd trnsformtion through leders teching leders Mngement Development: Developing ll spects of mngement cpbility - people, processes nd resources through n integrted progrmme Core Skills: Gives solid grounding in PSG core skills nd other res including commercil skills nd LEAN/continuous improvement Mndtory Lerning: Ensuring stff understnd required stndrds (nd updtes) in res such s helth & sfety, protecting informtion, equlity nd diversity Specilist Development: Development for cross-civil Service roles which re not specific to profession, e.g. first id, freedom of informtion.
5 Introduction 3 The Common Curriculum is lso divided to show the foundtion products for everyone nd rnge of dditionl products imed t different levels of knowledge or skill. The mngement levels re guide only, for instnce if someone t first line mnger (EO) level is in chrge of tems it might be relevnt for them to ccess products in the Mngement Development Progrmme imed t middle mnger level. We lso expect ll new joiners, regrdless of level, to complete the Induction e-lerning pckge. Wht other services re vilble? The core of Civil Service Lerning s focus is on ensuring the supply of high qulity, high impct, cost effective generic lerning nd development for the Civil Service s whole. This will hppen through the provision of the lerning products in the Common Curriculum, ccessible through the Civil Service Lerning website. Civil Service Lerning will lso provide expert dvice on rnge of issues, including L&D procurement, professionl cpbility, ccredittion, use of technology, work-bsed lerning nd mngement informtion.

20 Using Civil Service Lerning 18 Delivering Civil Service Lerning The Common Curriculum hs been developed drwing on the best lerning from cross deprtments nd the Ntionl School of Government. It will not stnd still it will need to respond to the chnging needs of the Civil Service. Civil Service Lerning will coordinte the systemtic ssessment of the effectiveness of lerning, using the feedbck system vilble online through the website s well s through the supplier chin. We will collect regulr input to the curriculum from deprtments nd professions to ensure the curriculum responds to deprtmentl business strtegies nd conduct horizon scnning to bring in the best of new externl developments. Pying for lerning nd development All online resources, including e-lerning, will be free for users to ccess from the Civil Service Lerning website. In line with the pooled funding pproch dopted under the Next Genertion HR progrmme, ech deprtment will mke contribution (round 23 per stff member) to cover the operting costs of CS Lerning. Deprtments will not py for their first 500 stff members. This will cover the costs of developing new lerning products, procurement, technology investment, online development nd delivery nd Civil Service Lerning s stffing. Clssroom lerning on the Civil Service Wy nd some ledership progrmmes will be led by Civil Service Lerning stff, whose costs will be met from the pool fund. The other costs of these progrmmes will be chrged to deprtments on py-per-use bsis. All other clssroom lerning will be delivered by externl suppliers, who will chrge deprtments directly. Procuring the new curriculum Civil Service Lerning is currently working to procure the lerning products in the Common Curriculum.
