1 Additional guidelines for classification of customers in reporting of credit institutions The relationship of customer s to the ESA2010 institutional sector descriptions Credit institutions should group counterparties (customers and emitters) in reporting using the categories given. The category used is the customer for the customer or the emitter of the security. Customer groups are defined in the decrees of the Governor of Eesti Pank setting additional reporting requirements for the balance sheets of credit institutions, and they match the definitions in the European system of national and regional accounts used for compiling statistics in the European Union (Regulation (EU) No 549/2013 of the European Parliament and of the Council of 21 May 2013 on the European system of national and regional accounts in the European Union (ESA2010)). Such customer groups are named institutional sectors in ESA2010 and those sectors can have subsectors. The definitions in the additional reporting for the balance sheets of credit institutions describe the main characteristics of the customer groups. The content of customer groups, or sectors, are covered more precisely in the descriptions of institutional sectors and subsectors in ESA2010. The table below shows the relationships between the customer s used in the reporting and the institutional sectors and subsectors of ESA2010 and can be used as an initial guide for the accurate classification of customers. Number of Customer s ESA2010 codes ESA2010 sectors/subsectors S.13 General government 1 Central government S.1311 Central government 2 Local government S.1313 Local government 13 Social security fund S.1314 Social security funds S.12 Financial corporations 12 Central bank S.121 Central bank 6 Credit institution S.122 Other deposit-taking corporations 15 Other deposit-taking corporation 16 Money market fund S.123 Money market funds 17 Insurance corporation S.128 Insurance corporations 18 Pension fund S.129 Pension funds 19 Other investment fund S.124 Non-MMF investment funds 20 Other financial institution 7 Non-financial corporation of the state or local government 8 Other non-financial corporation S.125 Other financial intermediaries, except insurance corporations and pension fund S.126 Financial auxiliaries S.127 Captive financial institutions and money lenders S.11 Non-financial corporations 1
2 Number of Customer s ESA2010 codes 10 Household S.14 Households 9 Non-profit institution serving households S.15 ESA2010 sectors/subsectors Non-profit institutions serving households The relationship of customer and additional customer s There is a clear relationship between the s for "Additional customer" and "Customer". The following table shows what combinations of these s are possible. Additional customer Number of Customer Number of Intra-group monetary financial institution 1,2 7 Credit institution 6 Central Bank 12 Other monetary financial institution 8 Credit institution 6 Other deposit-taking corporation 15 Money market fund 16 Central bank 12 Monetary financial institution 1 6 Credit institution 6 Other deposit-taking corporation 15 Money market fund 16 Financial vehicle corporation 4 Other financial institution 20 Central counterparty 5 Other financial institution 20 European Investment Bank (EIB) 20 Credit institution 6 European Stability Mechanism (ESM) 21 Other financial institution 20 Central government 1 International organisation 9 Central bank 12 Other financial institution 20 Credit institution 6 1 Identifiers 7 Intra-group monetary financial institution and 8 Other monetary financial institution are only used in two reports, those for resources and loan stock. In the other reports where the for additional customer definition is used, it is not necessary to differentiate monetary financial institutions in this way, so all monetary financial institutions are treated together and given the 6. 2 The for additional customer definition Intra-group monetary financial institution can only be used for those monetary financial institutions that have a subsidiary in a foreign country or a cross-border branch. 2
3 Classification of international organisations Under the agreed methodology, international organisations can be put into four customer groups: central government, central bank, credit institution and other financing institution. International organisations are generally treated as being in the general government sector. An exception is those organisations that are involved in some type of banking activities, and these can be classified both as credit institutions and as other financial institutions. If the main activity of such organisations, often called development banks, is long-term project financing, they should be classified as other financial institutions. Other organisations that have the characteristics of a bank remain under credit institutions. In some cases there may be a combination of central bank and international organisation, such as the Bank for International Settlements, BIS, which are treated as central banks in terms of customer sector. A non-comprehensive list of international organisations is given below with an indication of which customer s and residential category should be used for them in reporting to Eesti Pank and the Financial Supervision Authority. Residential category is mostly based on the country where the head office of the organisation is located. Customer sector/international organisation Abbreviation Residency CENTRAL BANK (customer 12) Bank for International Settlements BIS CH International Monetary Fund IMF US Eastern Caribbean Central Bank ECCB KN West African Economic and Monetary Union WAEMU BF CREDIT INSTITUTION (customer 6) West African Monetary Agency WAMA SL Latin American Reserve Fund LARF CO Central Bank of West African States BCEAO SN Banque des Etats de l Afrique Central AC CM European Investment Bank EIB LU African Export-Import Bank Afremixbank EG Foreign Trade Bank for Latin America Bladex PA Andean Development Corporation CAF VE Central American Bank for Economic Integration CAI HN CENTRAL GOVERNMENT (customer 1) European Union institutions and units European Union European Commission European Parliament Council of the European Union - Presidency Court of Justice of the European communities LU European Court of Auditors LU European Ombudsman FR European Data Protection Supervisor European Economic and Social Committee 3
