1 STATE OF MISSISSIPPI COUNTY OF PEARL RIVER CITY OF PICAYUNE Be It Remembered that the Mayor and City Council of the City of Picayune, Pearl River County, Mississippi, met at City Hall, 203 Goodyear Blvd, in said City, Tuesday, November 19, 2013, at 5:00 p.m. in regular session with the following officials present: Mayor Ed Pinero, Council Members Tammy Valente, Jan Stevens Larry Breland and Wayne Gouguet, City Manager Jim Luke and City Clerk Amber Hinton. Council Member Lynn Bumpers was absent. It Being Determined a quorum was present, the following proceedings were held. Opening prayer was given by Father Filken, followed by the Pledge of Allegiance led by Mayor Ed Pinero. MOTION TO APPROVE MINUTES OF THE CITY OF PICAYUNE Motion was made by Council Member Valente, seconded by Council Member Gouguet to approve the Minutes of the City of Picayune dated November 5, 2013 ORDER TO ACKNOWLEDGE RECEIPT OF MONTHLY PRIVILEGE LICENSE REPORT FOR OCTOBER 2013 Motion was made by Council Member Valente, seconded by Council Member Gouguet to acknowledge receipt of monthly privilege license report for October 2013.

7 MOTION TO ACCEPT APPROVED PLANNING COMMISSION MINUTES Motion was made by Council Member Valente, seconded by Council Member Gouguet to accept the approved Minutes of the Planning Commission dated October 8, MOTION TO ACCEPT COPY OF PLANNING COMMISSION MINUTES Motion was made by Council Member Valente, seconded by Council Member Gouguet to accept copy of Minutes of the Planning Commission dated November 12, APPROVE LETTER OF INTENT BETWEEN CITY OF PICAYUNE AND MS POWER Motion was made by Council Member Gouguet, seconded by Council Member Stevens to approve the letter of intent by and between the City of Picayune and MS Power and authorize City Manager to execute all necessary documents regarding the relocation of utility lines at their new West Canal St. location.

10 ACCEPT GRANT DONATION CHECK FROM WAL-MART FOR RECREATIONAL DEPARTMENT IMPROVEMENTS

11 Motion was made by Council Member Valente, seconded by Council Member Stevens to accept grant donation check from Wal-Mart for in the amount of $1, for recreational department improvements. APPROVE HOME OCCUPATION LICENSE AT 714 IDLEWILD LANE Motion was made by Council Member Gouguet, seconded by Council Member Stevens to approve request from John Daniel for a home occupation license at 714 Idlewild Lane for office space for a contracting graphic design business. APPROVE CONDITIONAL USE FOR PROPERTY LOCATED AT 320 EAST CANAL ST Gouguet to approve request from Joey Mark for a conditional use for property located at 320 East Canal St. for the purpose of a used car sales lot. APPROVE REQEUST TO RE-SUBDIVIDE PROPERTY AT 234 HIGHWAY 11 S Gouguet to approve request from Donald E Siebenkittel to re-subdivide one parcel into two parcels for property located at 234 Highway 11 South.

12 APPROVE REQUEST FOR CONDITIONAL USE AT 301 HERSHEL LANE Gouguet to approve request from Tony Bounds for a Conditional Use for property located at 301 Hershel Lane for the purpose of an attorney s office. ACCEPT DONATION OF FURNITURE AND APPLICANCE FROM JIM LUKE Motion was made by Council Member Breland seconded by Council Member Gouguet to accept the following donations from Jim Luke to the Intermodal Center; one (1) Whirpool white drop-in stove valued at $300.00, one (1) conference table with six (6) matching chairs valued at $1,200.00, one (1) desk and matching chair valued at $ and one (1) 6 stained church bench valued at $ Total value of donations $2, MOTION TO OPEN A PUBLIC HEARING FOR PROPERTY CLEAN UP Motion was made by Council Member Gouguet, seconded by Council Member Valente to open a public hearing for property clean up.

13 MOTION TO DECLARE 201 WILLIAMS AVE A PUBLIC NUISANCE Motion was made by Council Member Gouguet, seconded by Council Member Valente to declare 201 Williams Ave parcel a public nuisance. MOTION TO DECLARE HWY 11 SOUTH PARCEL A PUBLIC NUISANCE Motion was made by Council Member Gouguet, seconded by Council Member Stevens to declare Hwy 11 South parcel a public nuisance. MOTION TO DECLARE 203 S BLANKS AVE A PUBLIC NUISANCE Motion was made by Council Member Gouguet, seconded by Council Member Stevens to declare 203 S Blanks Ave parcel a public nuisance.

14 MOTION TO CLOSE HEARING FOR PROPERTY CLEAN UP Motion was made by Council Member Valente, seconded by Council Member Gouguet to close hearing for property clean up. APPROVE REQUEST TO PERFORM DRAINAGE MODIFICATIONS TO INTERSECTION OF WILLIAMS AVE AND QUINCE ST Gouguet to approve request to perform drainage modifications to intersection of Williams Ave and Quince St. MOTION TO TABLE REQEUST TO AWARD LOWEST AND BEST BIDDER ON THE SYSTEM WIDE CAST IRON GAS MAIN REPLACEMENT PROJECT Gouguet to table the request to award lowest and best bidder on the System Wide Cast Iron Gas Main Replacement Project and take under advisement.

15 ACCEPT GRANT DONATION CHECK FROM WAL-MART FOR USE IN FIRE DEPARTMENT Stevens to accept grant donation check from Wal-Mart in the amount of $1,000 which will be used by the Fire Department to purchase handouts for children and senior citizens AUTHORIZE OUT OF STATE TRAVEL FOR FIRE FIGHTERS TO ATTEND HAZMAT TECHNICIAN RADIOLOGICAL/NUCLEAR TRAINING IN LAS VEGAS, NV Stevens to authorize out of state travel for Fire Fighters Joseph Abercrombie, Bryan Brignac and Jared Schubert to Las Vegas, NV for the purpose of attending Hazmat Technician Radiological/Nuclear training January 13-20, 2014 at no cost to the City of Picayune. AUTHORIZE OUT OF STATE TRAVEL FOR FIRE MARSHAL PAT WEAVER TO ATTEND ELECTRICAL FIRE INVESTIGATION TRAINING IN EMMITSBURG, MD Valente to authorize out of state travel for Fire Marshal Pat Weaver to Emmitsburg, MD, November 30-December 7, 2013 for the purpose of attending Electrical Fire Investigation training at no cost to the City of Picayune.
