1 Proposal of the Hungarian Society for Geo- information (HUNAGI) in the EUROGI framework Geoinformation networks for societal and commercial acceptance of Copernicus - Market- Pull- Packs supported by the European Space Agency A bid to organize the an MPP survey in Hungary according to the EUROGI guidelines and to host a Copernicus MPP Workshop in Budapest in 2013 Eligibility HUNAGI has a full membership in EUROGI since Hungary is a cooperating state of the European Space Agency since 2oo3 Timeliness of this proposal from the Hungarian perspective - the Government made a decree on July 2, 2013 on the negotiations with ESA to join the European Space Agency as full member (Enclosure 1), - an economy especially leaving the recession period needs innovative solutions provided by the private sector, practical exploitation of R+TD results of the academic institutions and facilitator role of the NGOs. We are convinced, Copernicus and the Geo- information together is a domain in Hungary, where the societal benefit areas and economic/commercial impacts can be verified. The Hungarian survey and Copernicus Workshop can strengthen the ongoing developments by addressing and inviting the governmental decision makers as well. The proposal offers two actions 1. Execution of an online survey (bilingual) scheduled for October 2013 within the GI community in Hungary involving private companies, public institutions, academia, service providers and NGOs to obtain a picture on the fitness for purpose of Copernicus data and services for new GI products and services. (In the survey their official name in English will be asked.) Additionally, HUNAGI has 5 MoU- based relevant partners from promising application areas including MLBKT (logistics, inventory and purchasing), HUNSPACE (space- related industry) and Törökbálint Local Govt (urban development). Actually, HUNAGI maintains a 422- strong domestic expert list in GI/GIS/RS. These individuals and liaison experts are informed on events, actions and challenges regularly and will be addressed in the MPP survey. Primary aim of the questionnaire is to create of business models using inputs from COPERNICUS data and services. The survey should facilitate to connect the Hungarian space industry entities in the HUNSPACE cluster and the HUNAGI community with data and value added service providers and the GI/GIS experts experienced in data collection, geospatial data management, visualization in multi- and interdisciplinary applications to foster the operational use of the Copernicus data and services. The country- questionnaire is at present stage the EM- GI Survey itself. It will be country- modified based on the feedback in September according to the EUROGI 2
3 guidelines and the aspects described by this proposal. 2 Concluding a Copernicus MPP Workshop in early December Workshop title: Copernicus workshop: views of Hungary for societal and commercial acceptance through GI services Purpose workshop The major objective is to present the results of the country survey emphasizing the difficulties encountered, sharing best practice ideas and cases Topics: Concerning the program, the last year's exercise of a GMES survey and the final workshop of the EU GRAAL project held in Lisbon will taken into account but more emphasis will be given to the national features and some recent developments which can shake and mobilize the SMEs (eg. sharing information on Copernicus Masters, the European Earth Monitoring Competition 2013, promoted by HUNAGI on June 20, or the World Wind Europa Challenges in NASA- JRC cooperation, which generated innovative solutions of European SMEs and students in EO/GIS using open source platform in this year). If feasible, the full day program should give the opportunity as bonus to the participants to learn more about ESA recent outreach towards integrated applications of space based navigation and EO technology, apps development, Big- data initiatives as well as architecture and vision of GEOSS from the Copernicus perspective. Moreover it would be useful to share the vision of JRC on the applicability of digital Earth technologies (relevant in integrated use of Earth observation and GI/GIS especially in the in situ/ground truth using UAV platforms and impact of the social media and volunteered GI by empowering the citizens). The Workshop will ensure the exchange experiences of local stakeholders and market players with EUROGI members from abroad relevant domestic and EU level associations, the European Commission and ESA. Efforts will be made to invite responsible politicians and decision makers. The number of participants is planned around 50 in order to keep the Workshop s atmosphere suitable for discussions and generate as much feedbacks as possible. However if needed, the max. number of participants including the speakers and panelist might be extended up to 70. Working language will be Hungarian (for oral presentation and/or projected slides English will be accepted too, but no translation will be provided). The last Annual HUNAGI Conference held in April this year could be a sample for the Copernicus Workshop as far as the length and variety of participants are concerned ( Audience and speakers 3
4 Five ministries will be invited to talk at the Workshop: Min of Rural Development, Min. of National Development, Min. of Economic Development, Min. of Interior, Min. of Local Governments, Ministry of Home Defense. They are supervising the custodians of some public sector information related services relevant in integrated EO/GIS applications and more or less all of the nine societal benefit areas of GEOSS, considering Copernicus is the European contribution to GEOSS. The invited speakers from the industry/business side will consist at least 5 SME members of HUNAGI (listed in the Survey part) and partners including the HUNSPACE community. The data and service providers invited to talk will be FÖMI (land administration, surveying, mapping and remote sensing, MÁFI (geosciences), OMSZ (meteorology). and KRF (disaster response). From the user side the Directorate of Disaster Management will be invited to contribute. 10 presentations are planned in the morning and ten in the afternoon. Speakers from EUROGI, EUROGI members, ESA ESRIN, JRC are expected to contribute with presentation. Panel discussions are foreseen before lunch and wrap- up. Topic- relevant posters will be accepted for visual display on- the- site if approved by the HUNAGI Board. Awareness raising, Communication, Dissemination If HUNAGI would win, the Survey and Workshop could be announced at the Fény- Tér- Kép (Light- Space- Image) Conference held in Gyöngyös on September which is an annual meeting of young professionals in EO/RS/Photogrammetry/Image processing/ hosted by Károly Róbert College (KRF) a HUNAGI member and GeoIQ Ltd. HUNAGI newsblog ( ) will inform Hungarian EO/GI/GIS community on the first Copernicus MPP Survey and Workshop regardless who will win. If HUNAGI will be the winner, a new blog will be established to strengthen HUNAGI s Geoinformation Network for societal and commercial acceptance of Copernicus - a new service, which will devoted primarily to the Survey and Workshop but later on to Copernicus data, services and applications in general, also providing space for relevant GEO/GEOSS and Digital Earth technology topics. Date & location 5 December 2013, Budapest (date to be confirmed) Venue: Ministry of Rural Development Budapest V Kossuth tér 11 Please note: the Institute of Geodesy, Cartography and Remote Sensing offered its premise with a seating capacity max 70 with the needed infrastructure for the same date as reserve. Similar offer was made by the Geoinformation Service of the Ministry of Home Defense. It means, a solid support is behind the proposal on behalf of the HUNAGI Board members, who would serve as supervisors. Also the Hungarian Space Research Office at the Ministry of National Development supports the proposal. 4
