15 Case Study: CPSC Advisory Services Armedia Services: CIO Advisory Capital Planning and PMO program development Business Architecture and IT Strategic Planning IV&V Change management and communica1on strategies Overview: Congress enacted a new law, CPSIA, in 2008 that provided CPSC with a mandate to modernize both its agency opera1ons and underlying technology suppor1ng those opera1ons As part of CPSIA, Congress mandated specific milestones that CPSC was required to meet within two year 1meframe with Congressional oversight through GAO and reports from CPSC to Congress Historically, CPSC had not received a substan1al increase of both staff and budget which equated to rapid growth and high expecta1ons from Congress, OMB and its cons1tuent base Problem / Situa1on: CPSC needed an effec1ve strategy to prove to both Congress and OMB that they had a solid plan and could execute against that plan OMB would not release funding to CPSC un1l it was sa1sfied that they had the appropriate internal controls to make good decisions and effec1vely manage the implementa1on of their major investments Solu1on: Established an Investment Review Board from agency execu1ves and created a capital planning program, PMO and other necessary programs to effec1vely manage major investments such as IV&V. Worked with program execu1ves and CIO to establish a business architecture and vision for how they wanted the agency to operate going forward. Aligned major IT implementa1on to this vision. Helped CPSC proac1vely manage and build its rela1onship with OMB so that the hold on funding for their major IT investments in support of CPSIA would be removed. Challenges: CPSC was a small agency with minimal resources and experience planning for and implemen1ng large IT ini1a1ves CPSC did not have an opera1ng capital planning program or PMO

The ACES team is a cross func1onal organiza1on with individuals from the PGO, CDC CIOs, and the Na1onal Center for Public Health Informa1cs (NCPHI) Problem / Situa1on: Solu1on to provide documenta1on on how the Program and Grants processes work, the submission of documents into the process and the tracking of the progress of the process. Client needs to determine an architecture and tool selec1on to enable them to meet func1onal, risk, and 1me expecta1ons Client needs technical resources and skills necessary to implement complex technical solu1on Solu1on: Developed Documentum Web Content Management solu1on that allowed business user to create and submit content for PGO. Developed content approval workflow Challenges: Incomplete requirements - Armedia had to quickly complete a Gap analysis of user experience requirements before comple1ng the design, and facilitate approval of the func1onal requirements without impac1ng the overall development 1meline. Dynamic taxonomy - Armedia designed a fully- dynamic category index page that was reusable, without changing code, by extrac1ng the categories from the published taxonomy and retrieving the relevant content.

17 Case Study: Joint Chiefs of Staff JSAP- M Armedia Services: Documentum Architecture Documentum Development Applica1on Architecture Training Migra1on Services Reports Search Technologies: Documentum Content Server Documentum Records Manager Metastorm Business Process Suite Overview: The Joint Chiefs of Staff needed a robust Records Management Solu1on to store, manage, and access the organiza1on s federal records. Problem / Situa1on: The solu1on needed to sa1sfy the strict security requirements as well as the reten1on and disposi1on requirements defined in the Chairman of The Joint Chiefs of Staff Manual. The solu1on needs to be used in two different security classifica1on domains that are separated by a Guard System. Client needs technical resources and skills necessary to implement complex technical solu1on Solu1on: Provided key architectural and development talent to support implementa1on 1melines and architectural objec1ves. Challenges: Many different technologies are being used for the solu1on, crea1ng significant control and management issues. Working between two different security domains presents a significant challenge and risk. Data migra1on challenges - migra1ng over one million records from the Top Secret domain to the Secret domain. Migra1ons are always unique and prone to presen1ng challenges.
