2 Lessons learned - 1 Project planning Decommissioning planning should start well in advanced Analysis of the project based on plant inventarisation / characterisation is necessary to issue successful dismantling strategy, a consistent plan and a well structured project Planning presents an iterative process; implementation of a Decommissioning Management System assures needed flexibility in case of project revision, provides tool for handling large amount of data sets for recalculation and budget control Flexible work implementation is assured by issuing of comprehensive basic documents (project manual, dismantling manual) avoiding already in the planning phase detailed design documents for dismantling Use of operational documents adopted to decommissioning purposes
3 Lessons learned - 2 Project execution Waste management (1) Primary circuit decontamination before shut down Site characterisation (Inventorisation) - basic precondition for decommissioning System-based technical planning / room-based dismantling In time implantation of waste and (fuel) logistics Implementation of a residual material manual may give a sound basis for all material logistic issues Buffer places necessary to avoid bottlenecks early planning of that
4 Lessons learned - 2 Project execution Waste management (2) Treatment of the dismantled material in separate treatment station(s) External treatment after dismantling (warm workshop / interim storage) - continuous and rapid dismantling (no bottlenecks) - avoidance of contamination spreading - minimization of personnel radiation exposure - minimization of the project costs!!! Establishment of an interim storage with treatment capacities Use of decay storage and dismounting of large components also the high activated components cost decreasing by 15% (Dismantling is also possible with fuel in the plant)
5 Lessons learned - 3 Project management (1) Early introduction of a project structure (work break down) - clear and easy structures, connections and conditions - take into account the possibility for extension - different levels of work break down are acceptable As fast as possible perform project analysis for key decisions Necessity of project manual implementation as basic management tool Clarify operational and decommissioning modus with licensing authority Maximal 2-3 years life time of working packages as the central level in the WBS Periodical project revisions (ca. all two years) are necessary High flexibility of work breakdown changing of strategy in time - keep flexibility!
6 Lessons learned - 3 Project management (2) Introduce a separate Project Controlling organisation at an early project stage Project controlling - continuous registration of actual data basis for controlling - large amount of work for updating of project documentation Project revisions all 2 years necessary Introduce common software solution to support the management (DeManS) - project calculation - project planning - project supervision waste management (MFT)
7 Lessons learned - 4 Licensing strategy (1) One basic license for decommissioning with supplementary part licenses (step by step procedure) Detailed documentation only for authorized experts in accordance with dismantling progress - continuous work load by all parties - transparency for the public Preparation of detailed documents not before preparation of individual dismantling steps Amount and degree of detail of licensing documents must reflect the involved risks Closed co-operation with authorities/regulators decreases the costs
8 Lessons learned - 4 Licensing strategy (2) - Closed co-operation with authorities/regulators 10 Golden Rules (licensing) 1. The applicant presents the project and the licensing strategy to the authority before the application will be made and also consults the authority. 2. The applicant confines to the relevant licensing aspects in the licensing procedure and submits, as far as possible, complete, checkable and consistent documents. 3. The applicant defines the start and goal situation oriented on the protection aims and thus, reduces the necessary efforts for authorized opinions. 4. The participants in the procedure (operator licensing authority and experts) send all papers in parallel to all other persons involved so that timeconsuming detours can be excluded and everybody will have the same information level. 5. The participants in the procedure agree on a definite time schedule. The licensing authority binds its expert to check the documents on completeness and to list the additional requirements in an appropriate time.
9 Lessons learned - 4 Licensing strategy (3) - Closed co-operation with authorities/regulators 10 Golden Rules (licensing) 6. The participants in the procedure regularly organize status discussions to explain the status of the procedure, to define weak points and to specify time scheduling. 7. The licensing authority invites to technical discussions. Technical discussions are also allowed between applicant and expert; the authority decides in the individual case on the participation. 8. The participants in the procedure read the expert opinion draft together to clear up differences of opinions as fast as possible. 9. The authority only itemizes the relevant documents in the granted licence. 10. The participants agree on the necessary details and timely integration of the required documents necessary for the fulfilment of the additional requirements.
10 Lessons learned - 5 Social aspects of decommissioning (1) Personnel reduction at the start of decommissioning is necessary for budget optimization; social aspects should be taken into account The former operator personnel should manage the decommissioning project and perform as much as possible task by its own No main contractor for the overall project implementation is necessarily required contractors only for special technical cases In time site remediation for unused areas as a precondition for future reuse Creation of new projects/jobs supports personnel motivation and perspective
11 Lessons learned - 5 Social aspects of decommissioning (2) Use the decommissioning project to initiate local firms Decommissioning training only if technical sensible Decommissioning training only after restructuring of the project Early introduction of a site reuse project to start immediately with the site remediation Consideration of synergy effects for site reuse planning!!
