PENSION (Vote for up to three candidates) Bonnie Mudd Twohig Nathan Zahm Randall J. Dziubek Ana R. Neira Paul Bassett
Bonnie Mudd Twohig, FSA, EA, MAAA Retired Plainfield, IL I have been a consulting actuary in defined benefit pensions for 40 years. I have been a Senior Consulting Actuary providing regulatory and retirement planning advice on qualified and nonqualified pension plans for major U.S. corporations and non-profit organizations. I have also been involved in establishing procedures and verifying results in the administration of defined benefit plans. My experience with retirement plans extends over many years of changes made in the retirement field. I have been involved in promoting the importance of both defined benefit and defined contribution plans in order to provide adequate retirement income to employees. I recently retired from Towers Watson, a major consulting firm, where I was a Senior Consulting Actuary for almost 19 years. My current interests are promoting sound retirement planning and improving financial literacy in the U.S. Society of Actuaries Experience (Section and committee memberships and participation) I was part of the Education Committee for several years before the format changed to modules. This involved grading essay exams and also working with Society members in evaluating exam designs. I have been involved with Toastmasters and served as club, area and division officers. I have completed the Distinguished Toastmaster designation. I am currently a literacy volunteer at the Plainfield Public Library where I tutor individuals preparing for their GED and/or citizenship tests. I believe that pensions are a vital part of the future of the Society of Actuaries and the financial security of our country. There has been a lot of debate about how to make defined contribution plans stronger. I would like to contribute to the debate about how we can improve and increase the use of private defined benefit plans.
Nathan Zahm, FSA, EA, FCA Senior Investment Analyst and Lead Actuary The Vanguard Group Valley Forge, PA I am currently a senior investment analyst and lead actuary in Vanguard s Investment Strategy Group. I am part of the team responsible for establishing and overseeing the investment philosophy, methodology, and portfolio construction strategies supporting Vanguard's advisory services, products, and strategies. My areas of expertise include portfolio construction and analysis for defined benefit plans, defined contribution plans, and retirement income strategies. Additionally, I speak regularly on defined benefit plan investment topics at Society of Actuaries and Conference of Consulting Actuaries events. Before joining Vanguard, I worked as a consulting actuary at Towers Watson and Watson Wyatt Worldwide, performing actuarial valuations and assisting some of the country's largest pension funds with various issues. I earned a B.A. in economics from the University of Maryland, and I am a fellow of the Society of Actuaries, a member of the Conference of Consulting Actuaries, and an Enrolled Actuary under ERISA. Society of Actuaries Experience (Section and committee memberships and participation) 2012 Current: Pension Section Continuing Education Committee 2013 Current: Society of Actuaries Investment Boot Camp Planning Committee 2013 Current: Society of Actuaries Investment Symposium Annual Meeting Committee 2014 Current: Conference of Consulting Actuaries Annual Meeting Committee 2015: Conference of Consulting Actuaries Annual Meeting Cross Discipline Committee Chair Since 2012, I have volunteered for the Society of Actuaries, and I have truly enjoyed helping design webcasts, annual meeting sessions, and special events to better our profession and increase all of our knowledge. I would now like to join the Pension Section Council to even further this impact. The global retirement landscape is dramatically changing with a shift in retirement plan design as well as the length and look of retirement for individuals. Actuaries are in a wonderful position with their knowledge to help shape the future of retirement, and I would like to help us make as large an impact as possible. If elected to the Pension Section Council, I hope to help us inform and influence the future of retirement.
Randall J. Dziubek, ASA, EA, MAAA Senior Pension Actuary California Public Employee s Retirement System Sacramento, CA The first 18 years of my career were spent with Watson Wyatt (now Towers Watson) as a consulting actuary for private sector retirement plans. Over the last 12 years I have provided actuarial and consulting services to public sector plans. Most of that time was spent with Gabriel Roeder Smith & Company (GRS). At GRS I worked with state systems in Ohio and New Hampshire, and many counties/municipalities in Michigan, New York, and Florida. I recently assumed the position of Senior Pension Actuary with the California Public Employees Retirement System (CalPERS). At CalPERS I perform actuarial valuations and cost studies for California agencies that participate in the system. I also regularly consult with plan sponsors and other interested parties regarding actuarial and administrative issues. Society of Actuaries Experience (Section and committee memberships and participation): Upon request of the SOA Pension Section Council, I have recently been acting as a Friend of the council; participating in regular calls and activities but with no voting rights. While at GRS I was the chairperson of the company s professionalism committee and also served as an exam mentor for actuarial students. I routinely volunteer as an actuarial exam supervisor, the most recent of which was EA-2 in May of Given the weight of the current issues regarding the funding and financial reporting of public sector retirement plans and the sheer number of these plans and members, I believe it is crucial for the council to have public-sectoractuary representation. The council currently has no member that practices exclusively in the public sector. I have significant actuarial experience with both private and public sector U.S. retirement plans. However, my primary reason for running for this seat is to bring my knowledge and expertise regarding public sector retirement plans, and the political and social environments in which they operate, to the SOA Pension Section Council. This council will surely be involved in issues/activities that encompass public sector retirement plans. In particular, I support the need for modifications to current practices regarding the funding and financial reporting of public plans. However, I believe that the extent of these modifications and the manner in which they are implemented will determine the ultimate level of their success. Any actuarial body that will have a say in these matters should have members that practice in the public sector. Defined benefit pension plans can be a responsible and appropriate vehicle for providing retirement benefits to employees, including those in the public sector. I would like to help ensure that these plans survive and thrive amid the already significant changes to funding and accounting procedures that have recently taken place, and those that are likely to follow in the near future.
Ana R. Neira, FSA, EA, MAAA Senior Associate, Mercer Los Angeles, CA Ana is a Senior Associate within the Retirement Business based in Mercer s Los Angeles office. She currently partners with several global and domestic clients by assisting them with their human resources needs, mostly affecting their retirement programs. She manages complex projects such as plan redesign, plan mergers and freezes, pension risk transfer campaigns, nonqualified plan administration involving Code Section 409A operational and FICA taxes issues, and various cost analysis for some of our largest clients. Ana is Mercer s West Market Training Champion, organizing training needs with the office training champions from the California offices and supporting training activities for the West market. She has led intellectual capital initiatives within Mercer. Ana also serves as a technical reviewer in Mercer s internal best practice reviews. Ana has been formally identified as an expert in the area of FICA calculations by Mercer Chief Actuary. Ana holds a Ph.D. in Mathematics from the University of Texas at Austin and a BS and MSc in Mathematics from the Universidade Federal de Pernambuco, Brasil. She is a Fellow of the Society of Actuaries, an Enrolled Actuary and a Member of the American Academy of Actuaries with 13 years of experience. Society of Actuaries Experience (Section and committee memberships and participation): She has been an exam writer for the Enrolled Actuary examination administered by the SOA/IRS Joint Board for the Enrollment of Actuaries, and will become the co-chair of this exam writing committee in November My passion for education and research calls upon me. Being part of the Pension Council will allow me to collaborate with other Pension actuaries, and contribute towards the future of pension. Paul Bassett, FSA, EA Director of Actuarial Services Wisconsin Physician Service Insurance Corporation Madison, WI I have worked for over 15 years in the Retirement Industry. For the past seven years, I have worked as an in-house actuary. Prior to my current role, I spent time working as a consultant, first at a large consulting firm, then at a smaller firm. I look at this as a way to become more involved with the Society of Actuaries and the Actuarial Profession. I have always had an interest in the research that is done by the Pension Section and would like being on the Pension Council to have input into the direction of future research.
