1 Incentives and Rebates for Energy-Efficient Windows offered through utility and state programs Presented by the Efficient Windows Collaborative, July 2010 Do you intend to equip your home with high-performance, energy-efficient windows? Do you plan to improve your home in a way that lowers energy costs and provides for a comfortable interior? Are you looking for utility programs within your state that can help you finance such an investment in efficient windows? The following pages give an overview of utility and state programs to help finance improvements in window energy efficiency. Programs are listed by state and by the specific utility companies that administer the programs. For detailed information about each program, please refer to the web links in the list. Some programs aim to improve home energy performance in general, others explicitly focus on windows. Direct mention of windows (as well as shades, storm windows, and window film) is marked in red. For details about the eligibility criteria of specific programs, please contact the respective utility sponsors. 7 7 ALABAMA ALASKA Utility and State Programs that Offer Incentives and Rebates for Energy Efficient Windows Alabama Program Descriptions and Web Links as of July 2010 Alabama Power Utility loan program -- Low interest loans for storm windows, tinted double pane windows and low-e double pane windows. Cherokee Electric Coop Energy Conservation Home Improvement Loan -- Low fixed interest rates for up to 10 years for window replacements. Cullman Electric Cooperative Energy Conservation Loan Program Maximum loan of $2,000, up to 60 months at 11% for storm windows PowerSouth Alabama's Local Government Energy Loan Program Zero interest loans up to $300,000 for ten years for energy efficiency and renewable energy system installations including window improvements. Must complete energy audit and report on energy use after installation. Local governments and school boards are eligible. oklet%20rev%20jan%20-09%20changes.pdf South Alabama Energy Cooperative Energy Resources Conservation Loan -- Available to members of the cooperative cover the cost of labor and materials for energy conservation measures on existing structures including installation of storm windows or double pane windows. Alaska Program Descriptions and Web Links as of July 2010 Alaska Housing Finance Corporation State Loan Program -- offers small building materials loan for applicants to complete or renovate property located within a "small community." maximum of $20,000. Renovation must be completed within 180 days of loan closing.

8 ARIZONA - ARKANSAS -CALIFORNIA Arizona Program Descriptions and Web Links as of July APS Solutions Business Rebate Program for New Construction, Major Renovation or Retrofits $0.50/sq ft rebate for Glass Windows and doors with maximum u-factor of 0.32 and SHGC of 0.40 or less. Arkansas Program Descriptions and Web Links as of July 2010 First Electric Cooperative Home Improvement Loan Program Up to $15,000 for measures associated with heat pump installation, including window improvements. Fixed interest rate with month terms. Payment included in electric bills. Petit Jean Electric Cooperative Energy Resources Conservation Loan Program (ERC) 5% interest rates; Up to $3,000 for single-family dwelling, up to $4,000 for structures with 2-4 units, up to $1,000 per unit for multi-family units. Building must pass energy audit; storm windows and double pane replacement windows may qualify. Dealers must be licensed in the state of Arkansas. North Arkansas Electric Cooperative, Inc Residential Efficiency Loan Program Up to $10,000 loans at 5% interest rate for the installation of storm windows. Dealer/Contractor must be licensed in the state of Arkansas and paid back within seven years Ozarks Electric Cooperative Energy Resource Conservation Loan (ERC) -- $5,000 loans at 1% over prime interest rates for up to seven years. Existing structures only. Storm windows and double pane replacement windows may qualify. California Program Descriptions and Web Links as of July 2010 Anaheim Public Utilities Home Incentives Program $1/sq ft rebate for ENERGY STAR Windows. Replacement only. City of Azusa Home Weatherization Rebates $1/sq ft rebate for ENERGY STAR Windows. Replacement only.

9 CALIFORNIA City of Palm Desert Energy Independence program -- Financing program for ENERGY STAR Windows and skylights. Loans from $5,000- $100,000 are available. 9 Burbank Water and Power Home Rewards Rebate Program $2/sq ft rebate for ENERGY STAR Windows if purchased in Burbank or $1/sq ft if purchased out of Burbank. Replacement only. Burbank Water and Power Business Bucks Grant Program -- Will pay $0.05 per kwh saved over one year for retrofits Businesses with electricity costs between $100 and $3000 qualify for energy audit and retrofitting of efficiency equipment including windows. Glendale Water & Power Smart Home Energy Rebates $2.50/sq ft rebate for ENERGY STAR Windows if purchased in Glendale or $2/sq ft if purchased out of Glendale. Replacement only. Hercules Municipal Utility Residential Energy Efficiency Rebate Program -- $1/sq ft rebate for ENERGY STAR Windows and $1/per sq ft for sunscreens that provide at least 60% blockage. Imperial Irrigation District Energy Efficient Windows Financing Low-interest financing for ENERGY STAR Windows and window treatments (tinting, shading, shutters, awnings). ENERGY STAR Rebates $2/sq ft rebate for ENERGY STAR Windows. Replacement only. City of Lodi Electric Utility Residential Services Tinting or shade screens (must block at least 70% of solar heat gain) are eligible for a $0.50 rebate per square foot. Available through June 30, 2010 or until funds are exhausted. Los Angeles Department of Water and Power Home Efficiency Rebate Program - $1/sq ft rebate for Low E Dual Pane windows (SHGC of 0.4 or less and U-factor of.4 or less). Replacement only.

10 10 CALIFORNIA Modesto Irrigation District Residential Energy Efficiency Rebate Program - $1/sq ft rebate for ENERGY STAR Windows. Replacement only. Residential Services Window films with SHGC of 0.39 or less or sun screens with an SHGC of 0.35 or less on windows facing south, east or west (any direction except 45 degrees of true north).may qualify for a $0.75/sq ft rebate. Pacific Gas & Electric Appliances and General Improvement Rebate Program- $1.35/sq ft rebate for window film on clear, single-pane glass, facing west, east or south with either an SHGC of 0.39 or less or SHGC of 0.47 or less and VT/SHGC ratio greater than Pasadena Water & Power Efficient Cooling Home Incentive Program - $2.00/sq ft rebate for ENERGY STAR Windows if purchased in Pasadena or $1.50/sq ft if purchased out of Pasadena. Replacement only. $0.15/sq ft Green Power Rewards Program bonus. $0.75/sq ft rebate for window sun shade screens if purchased in Pasadena or $0.60/sq ft if purchased out of Pasadena. Must be installed on windows on south, west or east walls, and reflect 70% of the sun's heat and glare. $0.10/sq ft Green Power Rewards Program bonus. Energy Star skylights or light tubes: limit 1 unit per room. $200/unit rebate if purchased in Pasadena, $175/unit if purchased out of Pasadena. $20/unit Green Power Rewards Program bonus. City of Redding Electric Utility Earth Advantage Rebate Program - $1/sq ft rebate for window treatments (tinting and sunscreens). Up to $250 for homes or $750 for commercial buildings. Treatment must provide minimum solar blockage of 60%. Rebate for weatherstripping or caulking of doors and windows: 75% of project cost up to $100 for homes or $500 for commercial buildings. Riverside Public Utilities Weatherization Incentive Rebate Program - $1/sq ft rebate for ENERGY STAR Windows. Replacement only. Roseville Electric Utility Commercial energy Efficiency Rebate Program -- $1.35 /sq ft rebate for window film. Sacramento Municipal Utility District Residential Energy Efficiency Loan Program - SMUD offers financing for energy-efficient home improvements, including ENERGY STAR windows.

Home Performance Program Up to $5,000 in rebates for energy efficient retrofits including high performance windows. Rebate based on energy savings Southern California Edison Multifamily Energy Efficiency Rebate Program - Incentives for property owners and managers of multi-family buildings. Window category: $0.75/sq ft for dual-pane windows with a U-factor of 0.35 or less and a SHGC of 0.32 or less. Southern California Gas Company (SoCal) Home Energy Upgrade Financing(HEUF) Program -- $2,500-$20,000 loans available for installation of Low-E windows. Sonoma County Energy Independence Program -- Financing program for ENERGY STAR Windows, glass doors and skylights. Turlock Irrigation District Sun Screen Rebate Program - $1/sq ft rebate for vinyl-coated sunscreens that block at least 80% of the sun s heat. Colorado Program Descriptions and Web Links as of July 2010 Colorado Springs Utilities Get the Green Back Remodeling Rebate Program - Rebate of $50, $100 or $200 for ENERGY STAR Windows. Multi-family apartment owners can receive incentives per unit for the purchase of ENERGY STAR Windows. Up to $37/unit. HomeVantage Home Improvement Financing - $1,000-$50,000 low interest loans for measured including storm windows and ENERGY STAR Windows. Boulder County Climate Smart Loan Program - Loans of $3,000-$50,000 for residential and $3,000-$210,000 for Commercial buildings. Includes windows and glass doors with U-factors of 0.35 or less, insulating shutters with a minimum insulation value of R-5, storm windows, window film, insulating doors with minimum R-4 and replacement skylights with a U-factor of 0.35 or less.

12 12 COLORADO CONNECTICUT - DELAWARE Fort Collins Utilities Integrated Design Assistance Program - Windows for commercial buildings (renovation and new construction): U-factor 0.40 or less: $0.11/sq ft, U-factor 0.30 or less: $0.73/ sq ft, SHGC 0.25 or less: $0.73 for south, east and west-facing windows ZILCH Energy Conservations Loan Program - Zero-interest loans for window or door upgrades with a 10-year payback. Financing up to 80% of project cost, between $250 and $2, Commercial and Industrial Rebate Program - $0.11-$0.73/sq ft (new construction) for windows with U Value of 0.30 or less and SHGC of 0.25 or less. Home Efficiency Program Rebates - $2.50/ sq ft $750 max (gas customers) and $3.75/sq ft $1,000 max (electric customers) on ENERGY STAR Windows. Replacement only. $1.00/sq ft $200 max (gas customers) and $1.50/sq ft $300 max (electric customers) for window film or permanent exterior shading. Connecticut Program Descriptions and Web Links as of July 2010 Connecticut Housing Investment Fund Energy Conservation Loan Program - Loan financing home renovations (including windows) with up to $25,000 for single family homeowners and up to $2,000 per unit (max $60,000 per building) for owners of multifamily property. State of Connecticut Sales and Use Tax Exemption for Energy-Efficient Products - window film, caulking, window and door weather strips are exempt from the state's sales and use tax Delaware Program Descriptions and Web Links as of July 2010 Delaware Energy Office Delaware Energy AN$WERS Home Performance Program - Incentives for energy efficiency home upgrades including Rebate of up to $200 for ENERGY STAR replacement windows, or installation of storm windows and storm doors: Homeowner: 20% of project costs (max $750), Contractor: $700 (exam fee refund) + in-field mentoring

13 13 DELAWARE - FLORIDA Delmarva Power DE Weatherization Assistance Program (WAP) - WAP is provided at no cost to customers with income at or below 200% of federal poverty level. Includes window replacement. Florida Program Descriptions and Web Links as of July 2010 Clay Electric Cooperative Energy Conservation Loans - $1,000-$5,000 for 8-11% interest rate loans for double-pane windows and storm windows. Florida Power & Light (FPL Energy) Business Incentive Programs - Incentive programs for commercial and industrial customers to improve lighting, heating and cooling, or building envelope ($1 per square foot for window film, sunscreens or high efficiency window replacements facing west, southwest or northwest). Gainesville Regional Utilities Low Interest Energy Efficiency Loan Program - 3% interest loan (up to $10,000) for approved efficiency measures including ENERGY STAR Windows and solar control window film. Orlando Utilities Commission Home Rebate Program - Rebates for energy efficiency measures including: caulk/weatherstripping (50% up to $50), window film or solar screening with shade coefficient of 0.5 or less (up to $100) and ENERGY STAR Windows ($1/sq ft up to $250). Progress Energy Florida Home Advantage Program - Chose one of the following incentives: Up to $100 per residence for window film and window screens with SHGC of 0.40 or less or SC of 0.45 or less. $350 per new home meeting energy-efficiency criteria including NFRC labeled windows with a U-factor of 0.75 or less and SHGC of 0.50 or less. Home Energy Check Audit and Rebate Program - $1/sq ft ($250) for high performance replacement windows and 50% ($100) for window film/screen. Replacement windows must have a SHGC of 0.5 or less and U-value 0.75 or less. Shading must have a shading coefficient of 0.45 or less and SGHC of.4 or less. City of Tallahassee Utility Solar and Efficiency Loans 5% interest rate on loans for windows

14 14 FLORIDA - GEORGIA Tampa Electric Building Envelope Improvement Program - Replacement windows with a U-factor of 0.65 or less and a SHGC of 0.40 or less are eligible for up to $350. $1/ sq foot, up to $200 for window film with a shading coefficient of 0.45 or less on eastern and western exposed windows. Commercial Energy Efficiency Rebate Program - $1/sq ft of glass area ($50 max per room) for solar window film. Must have shading coefficient of 0.45 or less. Eastern and Western exposure only. No windows with greater than 50% direct solar exposure. Residential Energy Efficiency Rebate Program - $350 max for window replacement and $1/sq ft for window film ($200 max). Windows must be NFRC labeled with a minimum SHGC of 0.40 or less and U-factor less than Window film must have minimum shading coefficient of Georgia Program Descriptions and Web Links as of July 2010 Amicalola Electric Energy Resource Conservation Loan Program - Loans are available for weatherization improvements including: window/door replacement, storm doors/windows, shade screens and minor repair work associated with installation. Carroll EMC Residential Energy Efficiency Loans Up to $1,500 for home weatherization improvements like window caulking. Habersham EMC Energy Efficient Loan Program Loans at 5% interest rate for window replacement if deemed to provide energy savings. State of Georgia Four Day Sales Tax Incentive for Energy Efficient Products 100% sales tax credit each year during the 4 days period for ENERGY STAR Windows up to $1, Satilla REMC Home Improvement Program - Loans available for up to $25,000 for home improvements, including window/door replacement.

15 15 GEORGIA HAWAII - IDAHO Sawnee EMC Commercial Energy Center - 50% of cost up to $150 rebate for solar control window film purchase and installation costs. Walton EMC Prime Power Loan Program Residential and Commercial existing buildings may receive up to $4,500 in loans for weatherization at 5% interest rate for window caulking, storm windows, and double-pane windows. Hawaii Program Descriptions and Web Links as of July 2010 Hawaii Energy Energy Solutions Business Appliance Rebates and Customized Incentives Program $0.35/sq ft for window film with shading coefficient of 0.40 or less. Idaho Program Descriptions and Web Links as of July 2010 Avista Utilities Residential Rebates and Incentive Program - $3/sq ft for upgrading to windows with a U-factor of 0.35 or lower. Idaho Power Building Efficiency for Construction Project Program - Rebates for windows for commercial construction. Windows with a U- factor of 0.30 or less and a SHGC of 0.30 or less or shade screens applied to windows exposed to direct sunlight qualify for a 0.50/sq ft incentive. Easy Upgrades Program - Rebates for window improvements: Windows with U-factor 0.42 or less, SHGC 0.40 or less, and VLT 0.50 or more ($1/sq ft, or $0.50/sq ft if VLT less than target), Shade film or screens with SHGC 0.40 or less ($0.50/sq ft). Rocky Mountain Power Residential Energy Efficiency Rebate Program - $1.50/sq ft for windows with U-factor of 0.32 or less. State of Idaho Insulation Income Tax Deduction 100% income tax deduction for caulking and windows contributing to insulation for houses built before

16 INDIANA IOWA - KENTUCKY Indiana Program Descriptions and Web Links as of July South Central Indiana REMC Residential Energy Efficiency Loan Program - 6.0% interest loan for residential customers for energy efficiency improvements, including window replacement. Iowa Program Descriptions and Web Links as of July 2010 Alliant Energy Residential Rebates and Incentive Program - $25 Rebate per replacement ENERGY STAR Window. Minimum size 8 sq ft each. New Home Construction Incentives - $570-$1,750 in rebates for ENERGY STAR Windows (U-factor of 0.35 or less in northern climates), NFRC labeled, less than 18% or less of conditioned floor area Black Hills Energy Residential Commercial Rebate Program - $1,500-$5,000 in rebates for ENERGY STAR Windows. Muscatine Power and Water Residential Energy Efficiency Rebates - $25 Rebate per replacement ENERGY STAR Window.
