1 Seward County Community College REQUEST FOR PROPOSALS Telephone System Replacement Response to Vendors Questions Issued: January 5, 2006

2 1. Please clarify counts, which includes detail on receptionist versus campus attendant, required number of buttons for staff handsets, etc. ANSWER - The counts for the three configurations are included in the RFP Appendix 3 page 8 and locations are included on Detailed Campus Drawings. Receptionist and Departmental Attendants Stations are identical in our example. If a receptionist IP phone is available with more that 12 buttons those may replace the side cars. But all Departmental Attendants Stations must have at least 12 buttons. Most campus staff and faculty will have Standard Station (6 button IP phone). And General Station will be for hall phones and classroom locations. 2. The Epworth Annex requires 1 phone that will be connected via a wireless link. Please confirm if the request is for an analog or IP endpoint. Will a Softphone application meet the user requirements? ANSWER The Epworth Annex will need an IP phone. A softphone will not work at this location. The building is planned to have fiber run to the building from Epworth building, the wireless link is only temporary. 3. You reference that the forth coming merged location currently has an Avaya VoIP system. Do you have a contact that we may call to get more system information so that we can be prepared to address the effect this merger will have? ANSWER The technical contact for the School District phone system is Doug Brewer, and the best way to contact him is by , doug@swko.net. 4. Will you require in the bid the cost to tone/testing and identifying of all analog station wire runs? ANSWER Yes, just lines that will be in use with new system. 5. I do not find any request for Vendor to do full system wide tone, testing and identify of the inside wire infrastructure. Is this requested? If so, complete floor plans are required for all sites with existing set types and station numbers. This information will be used to provide the cut sheet as well as the programming and configuration sheets. ANSWER No, only tone/test lines in use with new system.

3 6. The Basic, Plus Classrooms, Plus Paging options request both CO lines as well as Trunks. Page 7 of Appendix 3 provides a brief description but I guess we are still confused on your view of trunks ports versus co trunk ports. Can you please describe how each of these will be used or what applications are involved? ANSWER Existing phone system is directly connected to Telephone Company s switch, so all phone lines are tied back to CO through analog lines. Within the COs switch our phone system is allowed 32 trunk lines to the outside world. On new phone system, we would prefer 2 PRI lines with at least 36 trunks lines to the outside world. The CO lines are analog lines for emergency and backup use at campus locations. These will be for used in elevators, emergency locations, and as backups in case of network failure at off-campus sites. Locations of these lines are better viewed on Detailed Campus Drawings on web site. 7. There needs to be more clarification. You have asked for tie cable support but in the description you describe the system must work with the existing data network. Are you asking about the extension of the network demarks and existing cross connect fields? If so, what type of cross connect fields do you wish, 66 block, 110 hardware or patch panels? ANSWER All existing office locations are wired for Cat 5 support for computer network. This cable should be used to support existing computer equipment and new IP phone for the location. Any location that does not presently have Cat 5 support (such as hall locations or classrooms) the college will have cabling installed prior to installation of phone system. There is one location that new telephone cabling will be provided by vendor. Between the telephone demark (above A117) and the location for telephone equipment (AA105). The distance is approximately 50 feet, and we would prefer 66 block cross connect fields. 8. Please clarify the requirements for the private cell site. What application is being considered? You mentioned that you have some Cisco/Blue Socket wireless applications today. Please clarify what you are requesting. ANSWER This is for future planning only. The college is in the process of building a wireless network for coverage in all campus building along with many outside areas on main campus. We are leaning toward moving to the Cisco Wireless solution. When we have our wireless solution built

4 on campus, will the phone system have the capabilities of having wireless phones using our existing wireless network? If so, what kinds of equipment or software will need to be purchased to make this possible? 9. Do you want the physical hardware to increase the handset capacity by 50 for IP, analog, etc? Or do you simply want to know the system capacity limit? ANSWER Include the max system capacity, along with the proposed capacity of IP and Analog ports. Total capacity of proposed system, IP and Analog combined, should be at least The Avaya solution can provide Uniform Dial Plan software which provides for a seamless connection between Avaya systems. However due to the proprietary software of different platforms, QSIG is required to work with disparate systems. Either solution is available on the Avaya Enterprise Edition software but it does increase the cost of the proposed system. Do you simply want to know if this is available or do you want it priced in at this time? ANSWER If the proposed system has more than one PBX or call manager, the system must handle calls as one system. If proposed system has only one PBX or call manager, this should not be necessary. 11. Please explain the type of calendar integration that you are requesting. Do you want calendar information via the telephone; do you want this application to co-reside on the existing MS Outlook screen that you use today for ? Please detail your specific requirements? ANSWER The main feature we were looking at is the ability to a. Receive voice mail in the inbox or through phone. b. Directory dialing using the contacts list within the existing MS Outlook software. Example locate phone number in contact list and press a button to dial the number directly through Outlook. c. Caller id uses contact list to show contact information of incoming call. Example when incoming call is received, persons contact information will pop on screen. d. Calendar integration for call management. Example if calendar show person is in a meeting or busy, phone goes directly to voic , or if calendar shows person is out of the office, phone may be transferred to cell phone. Please list additional features of voice mail system.

5 12. What size is the campus telephone cabling that runs to the student dorms and the other campus locations? ANSWER The size of the cable on campus is unknown, but an engineer measured the distance and resistance of the 2 longest cables on campus. Those measurements are: a. Maintenance barn Feet and 70 ohms b. Student Living Center Feet and 370 ohms The rest of the campus is under 1000 Feet 13. Please describe (or provide Visio diagram) of the interconnection of switches within each closet and the uplink(s) from the closet to the core. For example Location A144 uses stackwise to interconnect the switches and are then connected via a single 1000Base SX to the core switch X located in Y closet. This will help us determine how the additional requested POE switches should be connected to the existing. ANSWER Page 2 of the Detail Campus Drawings shows the interconnection of the fiber optic cables on the SCCC network. Map shows room numbers and fiber cable routes. Each satellite switch room is connected back to the Main Server Room using 1gb fiber transceiver, except those listed that may be routed through another switch room. The Current Network Inventory shows the model number and quantity at each switch room. Within a switch room that has multiple Cisco 3750 s, those are interconnected with the stacking cable on the back of the units. We route stacking cables to every other switch until we get to the bottom switch then route back up to top switch connecting those that were skipped. Example: 6 switch stack, Sw1 Sw3, Sw3 Sw5, Sw5 Sw6, Sw6 Sw4, Sw4 Sw2, then Sw2 Sw1. This completes the switch stack, and will allow for adding switches. 14. I do not see any UPS is it assumed that SCCC is providing the UPS? ANSWER SCCC will provide UPS connection for equipment in network switch rooms, and in the telephone equipment room, AA105. Specifications are requested in Appendix 3 page 12. Please note any equipment and power requirements that may be excessive in any equipment room.

6 15. Who will be responsible for designing, implementing and testing QoS? ANSWER The vendor. 16. Will SCCC require fire stops for cabling? ANSWER No 17. How does SCCC want to handle redundancy in Colvin and Epworth: gateway with backup analog lines or analog phones connected to analog line? ANSWER Gateway with backup analog lines. 18. Will the White building which is connected Epworth via wireless require connectivity to IP Telephony system? ANSWER Yes. Wireless link is temporary link, fiber is planned for future. 19. Will all faculty and staff have IP based sets or analog or digital? Referenced as digital in Appendix 3. ANSWER All faculty and staff will have IP based phones. 20. What is the inventory list for the Technical College so that we can base a recommendation? ANSWER A detailed inventory list and drawings are not available at this time. But we did tour the facilities and here are my notes about their campus. a. The entire campus has Cisco 3750 s (non POE). b. The main campus switch room has 2 switches plus an Avaya switch for powering approx 22 IP phones. c. There are 5 or 6 other switch rooms with POE power injectors for other phones being connected at those locations. Not sure how they are interconnected between room, but believe they have 1 gb fiber connection between all, just not sure of the configuration.

7 21. Pg 10 Need to clarify Will we be responsible for Telco, existing cabling issues, Telco that was not installed by winning vendor? ANSWER Vendor shall be responsible for coordinating and configuration of PRI s to work with Vendors solution. SCCC will be responsible for coordinating the CO lines for emergency and backups. But Vendor with be responsible for connecting CO lines You make reference to Vendors do we ask to clarify this as manufacturer (TAC) ANSWER Vendor is initial contact for all equipment or software related problems. Manufacture is secondary contact, if Vendor is not able to fix problem. Any deviation from this must be noted. 23. Will the College provide a dumpster for disposal? ANSWER Yes 24. Within the RPF it has a quantity of CO lines, Trunks and PRIs. Is there a clear definition available of each of these? ANSWER See question 6 above. 25. How many existing ports are available on the voice mail system(s)? Is this sufficient? ANSWER SCCC has no existing voice mail system.
