1 Head Start Public School Pre-K Collaboration Sites 2013 Collaboration is defined as a mutual agreement between a public school and a Head Start program or a child care provider to offer the public school four-year-old program which includes employment of a bachelor degreed, early childhood certified teacher and the implementation of the public school curriculum as well as compliance with the applicable partnering program s regulations and requirement.
