3 1 PROJECT OVERVIEW 1.1 Project Title The Federal Communications Commission (FCC) is soliciting quotes for MTIPS (Managed Trusted Internet Protocol Services). 1.2 Background Services contracted from GSA by the Federal Communications Commission (FCC) via the FTS2001, FTS2001 Crossover, and federal wireless contracts are expiring. The FCC needs to transition existing Internet services to the Networx Contract. Additionally, Internet service already on the Networx contract must be transitioned to MTIPS in accordance with the Office of management and Budget (OMD) requirements for Trusted Internet Connections (TIC). The Networx contract provides comprehensive, best value telecommunications and networking services and technical solutions for all federal Agencies. The FCC performed a complete inventory of existing services, identified future operational needs, and then mapped FTS2001 services to the Networx contract. Vendors, GSA, and other sources were used to accurately define the requirements for this Request for Quote (RFQ). 1.3 Objective The goal of this purchase is to procure the lowest cost solution for MTIPS from a Networx Enterprise provider that meets all agency requirements and poses the most cost effective means for the agency to transition services with no significant impact on existing services and operations. Service requirements and ordering shall be directly linked to the Networx Contract Line Items Numbers (CLINs) as specified in this Request for Quotation (RFQ). In addition, the agency will consider the option of purchasing the Service Enabling Devices (SESs) required to support the new MTIPS infrastructure via this RFQ. 1.4 Acquisition Vehicle Selected Networx Enterprise is the selected contract vehicle for this acquisition. 1.5 Fair Opportunity Exception Exceptions to the Fair Opportunity process do not apply to the services define in this RFQ. 4 2 SPECIFIC TASKS and/or SERVICES The following sections document the services the FCC will require to migrate the agency to MTIPS. The document includes circuit details, CLINs, location information, and special requirements for each circuit (if any). The current ( as is ) infrastructure design is diagrammed in Appendix A. The FCC will need to order two OC 3 circuits and one Fractional T3 (FT3) circuit for the FCC DC location, and two full T3 circuits in Gettysburg, PA. These circuits are for MTIPS Internet access. Vendors may propose additional circuits for MTIPS external connections at their option. The MTIPS design is diagrammed in Appendix B. 2.1 Vendor Diversity Requirement The FCC requires vendor diversity between the Washington, DC MTIPS services and the Gettysburg, PA MTIPS service. The awardee(s) for the Washington, DC dual OC 3 service and the Fractional T3 (FT3) service shall not be eligible for award of the Gettysburg, PA T3 service. In the event that the same vendor has the lowest cost for one or both of the Washington, DC service and the Gettysburg, PA service, the vendor(s) with the next lowest cost shall be chosen such that the overall cost to the Government is minimized. 2.2 Washington, DC (FCC DC) Site Requirements FCC DC Site Address th ST, SW Washington, DC NPA/NXX: NSC: WASIDC Service Requirements #1 FCC DC Internet Connection Two full rate OC3c PoS circuits Service Delivery Point (SDP) The circuits are required to be terminated in the FCC Computer room on the 1 st floor in room #1C 432. The provider will be responsible for extending the circuits from the demarcation point to the FCC computer room three (3) floors above. Page 4 of 22 4

5 User to Network Interface (UNI) The UNI for the circuits shall be IP over SONET OC 3c. The agency facing UNI on the Encrypted Demilitarized Zone (DMZ) Service Enabling Devices (SED) shall be Gigabit Ethernet LEC The LEC for the premises is Verizon Diversity Requirements The FCC requires the two OC 3s to be diversely routed from the Point of Presence (POPs) to the Service Delivery Point (SDP), including premise wiring, with one route being a Critical service and the other Routine Service. The diversity may include items such as diverse SONET rings, SWC (Serving Wire Center) and POP locations. Diverse SONET rings and building entry points currently exist. One POP shall be within the Washington, DC Metropolitan area and one outside the Metropolitan area. Vendors shall explain their proposed diversity Equipment Requirements The Vendor(s) shall propose all SEDs necessary to implement the service. FCC will need two sets of SEDs, one per DAA connection. CLINs are vendor specific and shall be determined by each vendor. Equipment located at FCC premises shall not be managed by the vendor except where required by the MTIPS CLINs MTIPS Features The FCC requires the following MTIPS features for these circuits: Feature 7 External Network Connection FCC has existing private line and Internet Virtual Private Network (VPN) connections to external, non government sites. These connections will be migrated to MTIPS using the external connection feature so that they pass through a TIC portal. It is preferred but not required that the MTIPS external connection be of the same type as the existing connection (i.e. private line or Internet VPN). External connections shall utilize FIPS compliant encryption between the external connection site and the TIC portals. The quantity and details for this feature are listed in the following CLINS for the External Connections in the following section. Vendors should provide details of their proposed solutions. The diversity may include items such as diverse SWC and POP locations. Fiber connections to diverse SWC s currently exist. Neither POP may be located in the Washington, DC Metropolitan area. 10 4 GOVERNMENT FURNISHED EQUIPMENT and INFORMATION Government furnished Service Enabling Devices will be utilized if the option to acquire SEDs through this contract is not exercised. 5 TRANSITION REQUIREMENTS The Contractor shall provide a single point of contact throughout the transition period. This single point of contact shall not be changed during the transition period. The Contractor shall define the order of network services to be transitioned. The Contractor shall provide a time line and milestones for transition activities and cutover of all services including wiring extensions to the FCC Headquarters in Washington, DC and the FCC National Call Center in Gettysburg, PA that are consistent with the high level schedule requirements in Appendix E. The Contractor shall define any test pilots if needed for the successful transition of current network services. The Contractor shall describe the support roles and responsibilities of the FCC and other current FCC network service providers for support needed for the transition. 5.1 Transition Plan The Contractor shall provide a Transition Plan describing Contractor s approach for transition, schedule, milestones and cutover steps. 14 9 INSTRUCTIONS TO OFFERORS The Federal Communications Commission (FCC) is issuing this competitive RFQ to solicit GSA Networx Enterprise schedule contract holders for the purpose of entering into a Task Order under the schedule contract. The FCC will conduct this acquisition using Subpart 8.4 under the Federal Acquisition Regulation. If you are interested in this acquisition, you may participate by submitting your response in accordance with the following instructions. All quote submissions shall be submitted to mashonda.smith@fcc.gov. This solicitation will also be posted on the FCC website at: award/. Note: It is the responsibility of each interested vendor to monitor the FCC contracts website for any updates and amendments to this solicitation. Offerors may submit questions in reference to this solicitation via e mail to: mashonda.smith@fcc.gov and denise.roach@fcc.gov. The deadline for submission of questions is 2:00 PM EST, September 12, A consolidated FCC response will be posted on the stated websites O/A September 13, Since all questions and the Government s responses will be made available to all offerors, questions should be worded to avoid disclosing potential strategies or proprietary solutions. This solicitation is open to all GSA Networx Enterprise schedule holders that can meet the requirements stated in this RFQ and Evaluation Plan (Section 12). Offerors are required to electronically submit a written Technical Quote Part 1 and a Price Quote Part 2 (separately) for the purposes of assuring that the prospective Contractor is fully cognizant of the agency s requirement(s), scope and possesses the capability to fulfill all aspects of this RFQ. The RFQ response date (closing date) is 2:00 PM EST, September 19, Offerors shall attach the applicable cover sheet in Appendix D with your offer. All potential offerors are cautioned to strictly adhere to the provisions of their GSA SCHEDULE CONTRACT and this RFQ regarding conflicts of interest. Any such matters must be brought to the attention of the Contracting Officer at or before the time offers are due. Please be advised that if an actual or potential personal or organizational conflict exists between your firm and the FCC that cannot be resolved, avoided, or mitigated to the satisfaction of the FCC, then your firm shall not be considered eligible for an award. All offerors shall follow the evaluation criteria/instructions (below) and submit all applicable attachments as stated above to be included with their final RFQ submission response. All quotes shall indicate an acceptance period of no less than 45 days from the due date for submission. Technical proposals shall not exceed twenty (20) pages. A page is defined as one side of an 8½ x 11 sheet of white, un textured paper, single spaced, with at least one inch margins on all sides, using not smaller than 12 characters per linear inch or be smaller than twelve Page 14 of 22 14

15 (12) point, and shall not exceed six (6) lines per vertical inch. The quote shall be provided electronically via as stated above. The technical and price proposal must be submitted separately for evaluation purposes. All deliverables will become property of the FCC. 9.1 Submission Requirements Your quote MUST cite the appropriate Schedule Contract Number in your quote submission along with your tax identification number (TIN) and Dun & Bradstreet Number (DUNS), North American Industrial Classification System (NAICS), Standard Product Code (SPC) and other pertinent information found in attached FCC Cover Pages listed in Appendix F. Please ensure that your firm is CCR Certified ( 9.2 Assumptions, Conditions or Exceptions Offerors must acknowledge all (if any) assumptions, conditions, or exceptions with any of the terms and conditions of this solicitation including the Statement of Work (SOW). If not noted in this section of your quote, it will be assumed that the offeror proposes no assumptions for award, and agrees to comply with all of the terms and conditions as set forth herein. Please note that this request does not commit the Government to pay any costs incurred in the submission of your offer, nor to contract for said services. Note also, that full, accurate, and complete information is required by this request in accordance with 18 U.S.C which also prescribes the penalties for making false statements. 10 EVALUATION PLAN 10.1 Basis of Award This procurement shall be conducted giving each offer a fair opportunity by selecting a quote based on the best combination of qualitative merit and price. Fair opportunity is based on the premise that, if all offers are of approximately technical/qualitative merit, award will be made to the Offeror with the lowest overall evaluated price. However, the Government will consider awarding to an Offeror with higher technical/qualitative merit if the Contracting Officer determines it to be the best value in the Government s best interest. 16 10.2 Evaluation Criteria/Instructions Factor 1 Technical Capability Technical quotes shall provide convincing rationale to demonstrate (1) proficiency in all general and specific task areas and (2) show how transition will be accomplished Factor 2 Price The vendors are to provide a cost quote in a format that separately identifies the Monthly Recurring Charge ( MRC ) and Non Recurring Cost ( NRC ) for each CLIN and location, as well as the total cost to meet this requirement through the end of the contract year. Note that the CLINs for SEDs are not included in the table listed in the Bid Model/Pricing Table (Section 8) and need to be identified by the vendor. The cost quote should include the SEDs purchase charge, lease charge/device Monthly Recurring Charge (DMRC) and maintenance charge/maintenance Monthly Recurring Charge (MMRC) options for this equipment. At a minimum, the total NRC and MRC shall include the following: Install Charge SEDs Access Port Total NRC DMRC MMRC NRC MRC NRC MRT Total MRC Total Cost When submitting the cost quote, vendor shall indicate whether the NRC for transition orders will be waived. This is a Firm Fixed Price contract. All pricing table shall be based on your current GSA Schedule contract.
