1 COMPETITIVE CALL FOR DOCTORAL TRAINING PROGRAMME FELLOWSHIPS, FOR PHD STUDENTS WITHIN THE INTERNATIONAL DOCTORAL SCHOOL OF BIOMEDICAL SCIENCES AND HEALTH TECHNOLOGIES The strategy of academic and research excellence of the Excellence International Campus (CEI, Campus de Excelencia Internacional) is articulated around a network of research groups specialised in various fields and organised to ensure the balance between productive scientific excellence and socioeconomic impact. Therefore, within the framework of the CEI objectives it is aimed to strengthen the recruitment and training of teaching and research human resources. The CEI in its action plans established several specific programmes in line with the previously indicated aims; among them, it is included the Doctoral Training Programme that runs through the International Doctoral School. This programme pretends to improve the young researchers professional perspectives and widening their scientific competences, including the knowledge transfer. The programme is opened to both Spanish and foreign students that have completed the university degree that qualifies to enter a doctoral programme, according to the Spanish legal requirements and within the European Higher Education Area (EHEA). The Doctoral Training Programme of the International Doctoral School includes a fellowship competition to promote the scientific research training of postgraduates wishing to undertake a doctoral thesis and obtain the PhD title; for this reason the training would be conducted within the framework of specific research projects. The Doctoral Training Programme fellowships would follow a co funding system. It has been establish a procedure that ensures the evaluation of the strategic value of the proposal within the CEI, through the selection of relevant research lines both for research and knowledge transfer. This competitive call guarantees the attraction of international talents and it is based in excellence and quality criteria always under principles of equity, merit and ability thus contributing to the achievement of the European Research Area.

2 1. OBJECTIVE 1.1. The purpose of this call is to promote the training of young doctors through a public, impartial and competitive bidding of doctoral training fellowships to carry out a doctoral thesis within the International Doctoral School of Biomedical Sciences and Health Technologies To encourage the research training, the beneficiaries of this programme will develop its research work within the framework of the activities and specific projects from a research group of the International Doctoral School at the University of Santiago de Compostela (USC). 2. FUNDING The Doctoral training programme would be financed with debt to budget 5501 XE and 8050 XE DURATION AND CHARACTERISTICS OF THE DOCTORAL TRAINING PROGRAMME FELLOWSHIPS 3.1. The maximum duration of the fellowships would be thirty six months (36 months), commencing from the incorporation of the beneficiary. The duration would be conditioned to the results of the monitoring report evaluation as stated in article For the purpose of the provisions of the 8th Article of the Estatuto del Personal Investigador en Formación approved by the Real Decreto 63/2006 of January 27, and in conjunction with the Article 11.1 of the revised text of the Estatuto de los Trabajadores, approved by the Real Decreto Legislativo 1/1995 of March 24, and in accordance with the paragraph 4 of Article 20 of the Real Decreto 1393/2007 of October 29, it will be considered as enabling title, the accredited certificate of the research doctoral stage. 4. BUDGET AND FUNDING OF THE FELLOWSHIPS 4.1. The University of Santiago de Compostela, along with the research groups, will cofinance the amount of these grants. The research group will co finance the 30% of the total cost of the contract (Annexe I). The monthly amount of each fellowship would be 1173 gross paid in 14 months. 5. THE INSTRUCTION PROCEDURE 5.1. The Vicerreitoría de Estudos de Grao e Posgrao would be the competent body for completing the procedure of this call, and it will give the necessary instructions for its processing and management It corresponds to the Reitor of the USC or the Vicerreitor in whom it has been delegated, the resolution granting or denying of the applications.

3 5.3. This call would be developed in two phases: A first phase in which research groups assigned to one of the doctoral programs within the International Doctoral School of Biomedical Sciences and Health Technologies can participate. A second phase, consisting in an international call itself where those interested can apply, providing they comply with the conditions stipulated in the bases of the call.

4 6. OBJECTIVE FIRST PHASE PROPOSAL SUBMISSION BY RESEARCH GROUPS 6.1. The purpose of this fist phase is the selection of proposals submitted by research groups from the USC assigned to one of the doctoral programs of the International Doctoral School of Biomedical Sciences and Health Technologies. They should meet the following requirements: a) The research lines offered must be included in the doctoral programs of the International Doctoral School of Biomedical Sciences and Health Technologies, and project proposals must be included in the corresponding research line. b) The doctoral thesis must be directed by researchers that belong to the International Doctoral School. There might be a co director belonging to other institutions or organizations that are part of the strategic CEI group. In any case, the USC researcher acting as director of the doctoral thesis must be PDI* with a stable contract, at least during the duration of the beneficiary s contract for the completions of the doctoral thesis. [PDI*: Persoal Docente e Investigador, as in Research and Teaching Staff]. c) The offer would be limited to one (1) proposal per research group, which must have at least one current project funded trough competitive calls (International/National/Regional) Proposals will be submitted using the established form for this instruction (Annexe II) and electronically available at Proposals must necessarily include: a) Brief description of the scientific, technological and knowledge transfer activities conducted by the proposing research groups over the last 5 years (maximum two pages, DinA4, and 5200 characters). b) Description of the project in which the thesis will included, including its motivation, objectives and added value (maximum two pages, DinA4, and 5200 characters). c) Research line in which the doctoral thesis would be included. d) Doctoral Programme in which the fellowship holder would be ascribed. e) Researcher from the group who will act as Director of the doctoral thesis.

5 f) The research group that makes the proposal must present a commitment document to co finance the contract, which is equivalent to the 30% of the total cost The application form and any other required document shall be sent and submitted in electronic format, accordingly to the following instructions. Once filled the application form, it must be signed electronically. This will require that the user has a certified electronic signature; it will be admitted the electronic identity card (DNI e) as well as the individual certificate class 2CA of the FNMT ( a) In order to sign the application form, it will be used the electronic signature service available in Asinar documentos dixitais at the following address The user must upload the filled application form in Word or pdf following the instructions given on the website, after which the user will get the signed electronic document in XML format. b) The user must send both this electronically signed application form and any other required documentation in the call to the following axudas.predoutorais@usc.es. c) Applications which are not electronically signed accordingly to these instructions would not be accepted. The submission date would be the one of the sent The deadline for proposal submissions ends the 26 th of July, at 14:00h. 7. SELECTION OF PROPOSALS 7.1. For the selection of proposals, it would be constituted a selection committee formed by: The Vicerreitor/a de Estudos de Grao e Posgrao (or delegated person), that would act as president. The Vicerrector/a de Investigación e Innovación (or delegated person). The Director/a of the International Doctoral School that would act as Secretary After reviewing each proposal, and in compliance with the requirements established and the financing ability of the researcher or research group, a provisional decision would be made of accepted and excluded proposals. It would be made public through the notice board at the Reitorado, Pazo de San Xerome s/n, Santiago de Compostela, and at the web page of the CEI, the International Doctoral School ( it will also be notified to those interested by e mail The publication of the provisional decision in the notice board of the Reitorado would be the requirement for those interested that within 10 days, starting from the following publication day and thereof, can make a request to rectify the proposal. It should be warned that that if they did not, the application would be stopped, following resolution, as provided in article 71, Ley 30/1992 of November 26.

6 7.4. Once after the deadline for the rectifications is finished, a final list of admitted and excluded proposals would be published, in the same places as before.

7 8. APPLICANTS SECOND PHASE INTERNATIONAL CALL 8.1. This call is aimed at postgraduates who wish to conduct their doctoral thesis in the field of biomedical sciences and health technologies under the guidance of researchers ascribed to the International Doctoral School, and who meet the requirements set out in this announcement. 9. REQUIREMENTS OF THE APPLICANTS 9.1. They must, at the time for closing date for application submissions, hold a degree or have passed the requirements that qualify to start a doctoral thesis within a doctoral programme, under Spanish law or the country where the title is issued The degree or certification that enables the applicant to start the doctoral thesis must have been obtained within the last 3 years immediately preceding the filling of the application. This limit might be amplified to 5 years if the applicant justifies that over that period has had: a maternity leave, or under his/her responsibility minors of under 6 years old, or under his/her responsibility people with physical, mental or sensory disabilities, or under his/her responsibility people over 65 years old who depend on the applicant and required a special dedication The applicant must prove by certificate their knowledge of English equivalent to level B1, if there are not from an English speaking country This fellowship would not be awarded to those who already have enjoyed other similar fellowships for a period of two or more years, or those who already hold the PhD title. 10. SUBMISSION AND DOCUMENTS Applicants will submit the following documentation: a) Application form. b) Copy of the documents certifying the compliance with the requirements set out in points 9.2, 9.3 and 9.4. c) Curriculum Vitae of the applicant. Copy of all the merits claimed properly numbered. Merits that are not properly accredited would not be taken into account.

8 d) Copy of the National Identity card (DNI) / passport or foreign identification number (NIE, Número de Identidad de Extranjero). e) Copy of the certified transcript of records where all the academic qualifications obtained by the applicant appear in detail. Certified extracts from the applicant s academic records would not be considered valid. f) Certification of the average academic qualification of the degree as issued by the university in which they were obtained. g) If the studies have been validated, it must be also presented a certified transcript of records of all the academic qualifications, with the same characteristics, for the place of origin of the validated studies. h) Applicants who have done the second cycle through the appropriate adaptation course, who are in possession of a first cycle degree or who have done the a first cycle degree that allows them to enter a second cycle degree, for the purpose of determining the average academic qualification, should also provide the certification of qualifications for the adaptation course and the first cycle studies, accordingly. i) Applicants, who obtained their degree abroad or in non state Spanish centres, when appropriate, must provide an official table of equivalences for the qualifications. j) Applicants who attended studies abroad and hold an extended certification in a language different to Spanish, Galician, or English, shall accompany it with the sworn translation to any of the afore mentioned languages. In such cases, the certificate shall state the corresponding evaluation system and the maximum and minimum grade to pass. k) Copy of the grant beneficiary credential, or any equivalent document, if they have already been awarded with one. l) An application form where there are indicated, including preference order, up to 3 research projects proposals. Applicants must present the application and the required documentation accordingly to whichever of the following procedures: Electronic Submission a) Once filled the application form, it must be signed electronically. The University reserves the right to request, at any time of the procedure, the original documents to check the validity of the copies submitted. e) Applications which are not electronically signed accordingly to these instructions would not be accepted Submission by Conventional Register a) The printed and signed application form should be addressed to Sr. Reitor da Universidade de Santiago de Compostela, and it must be presented at Registros Generales de la USC, located at the Pazo de San Xerome (Praza do Obradoiro s/n), Santiago de Compostela or at the Campus de Lugo, Edificio de Servicios Administrativos, Polígono de Fingoi s/n, Lugo, or in any of the places mentioned in the Article 2/8 of the Law 30/1992 of November 26, following the legal system of public administrations and common administrative procedures. In case the applicants opted for submitting the application form through the Post Office, the envelope should be open so the form can be signed and certificated by the post clerk before being sent. If the applications are sent from abroad, they may do so in the Spanish diplomatic representations or consular services. The foreign public or private post services are not valid registers for the purposes of the Law 30/1992; in these cases, the registration date would be the same as when it is received in a valid register. b) Together with the signed application form, attached photocopies of all documents referred to in paragraph 10.1 must be presented. The University reserves the right to request at any time of the procedure, the original documents related to check the validity of the copies submitted. c) In this case it is also recommended to submit electronically documentation to the following address: axudas.predoutorais@usc.es, in order to start the process well before and expedite the processing of documents prior to being received in paper format. 10 11. PROCESSING After reviewing each application, and in compliance with the requirements established, a provisional list would be made of accepted and excluded applications. EVALUATION AND SELECTION OF APPLICANTS For the evaluation of the applicants, it would be constituted a selection committee formed by: The Vicerreitor/a de Estudos de Grao e Posgrao (or delegated person), that would act as president. The Vicerrector/a de Investigación e Innovación (or delegated person). The Director/a of the International Doctoral School that would act as Secretary. Two external experts appointed by the Reitor of the USC. In any case, none of the members of this committee may be one of the thesis directors of the candidates The candidate evaluation and selection will be done by the selection committee. The evaluation, which may reach up to 100 points, will only take into account the following scale: a) 60 points of the score maximum will be assigned based on the simple average of the academic transcript. For the evaluation of the academic record, it will be used the process as stated in the Resolución Reitoral from 19 th April of 2005, that implement the protocol of collaboration between the Consellería de Educación e Ordenación Universitaria and the universities of Santiago de Compostela, A Coruña and Vigo b) 30 points of the score maximum will be determined by the suitability of the applicants CV to the research proposal and the adequacy of the candidate s Curriculum Vitae to the project s research theme. c) 10 points of the score maximum will be assigned accordingly to another merits alleged and justified by the applicant.

11 12.3. In the case of a tie shall be settled first on the criterion a), second on the criterion b) and third on the criterion c) of the scale laid down in point The selection committee will establish and make public a scale with the minimum selection criteria before reviewing the applications received. These criteria will take into account the conditions required by potential thesis directors Selection will be based on the merits accredited and the scale published. The selection committee will make public a provisional list at the web page of the CEI, the International Doctoral School ( Interested parties might therefore submit arguments against this proposal within the deadline. Once this deadline has passed and the claims have been settled, the commission will present the definitive list of candidates to the Reitor of the USC, who will submit the final list Selected applicants will sign the corresponding acceptance, and, after their incorporation, they will get the corresponding credentials. 13. TRACKING AND CONTROL 13.1 The monitoring of scientific and technical work undertaken by the beneficiaries of this fellowships correspond to the Academic Committee of the relevant doctoral programme, which will designate the bodies, the committees or experts that deems necessary to carry out the appropriate measures for monitoring and verification of the fellowships programme, including any complementary information considered necessary in each case Fellowship holders will be subjected to control actions that the USC considers necessary, at these effects it should be considered as ordinary tracking actions: a) The required annual reports. b) The final report that should be submitted in case of the applicant s resignation or the termination of the fellowship. 14. Annual tracking reports of the fellowships The annual tracking of the fellowships will be made through the submission of reports according to the following rules: a) The fellowships holders will present an annual report to the Academic Committee of the doctoral programme a month prior to each year s finalization date. This report, which will have a maximum extension of 1000 words, will specify the activities performed within the doctoral programme, the results achieved during that period, the degree of compliance with the work plan and the scheduled plan for next year. b) The thesis director will present an annual report to the Academic Committee of the doctoral programme a month prior to each year s finalization date. This report shall expressly indicate the progress made in the training and research work plan, giving specifically an assessment of the activities performed by the fellowship.

12 14.2. The tracking reports will be examined by the Academic Committee of the respective doctoral programme. This committee may request additional information that deems necessary in view of all the information available and it will prepare the correspondent favourable or unfavourable decision. 15. FINAL REPORT Within a month counted from the day following the end of the fellowship, the beneficiary shall submit a report of 2000 words maximum, in which a global overview of the undertaken work and its results, pointing out to the thesis results of the doctoral thesis and the objectives achieved with the training programme. The report will be accompanied of the final report of the thesis director. 16. CONDITIONS OF RENEWAL, RESIGNATION AND REVOCATION The maximum duration of contracts will be thirty six (36) months duration, and it is conditioned to the result of the evaluation tracking reports The renewal and continuation of the contracts will be at the expense of that there are no adverse reports on the fellowship holder by the thesis director or the Academic Committee of the relevant doctoral programme The fellowship holders must begin their role at the indicated date from the resolution, it will be understood that the absence of incorporation means giving up the contract It will be consider as resignation the non incorporation to the research group, whether if at the beginning of the fellowship or after any interruption, as well as those requested from the fellowship holders Resignations must be notified immediately by the beneficiary to the Director/a of the International Doctoral School and they must be accompanied by the corresponding activities report up to the date of the resignation along with the approval report of the thesis director. The resignation will have administrative and financial effects from the day after it has been presented. When the resignation occurs within the following two (2) months of the award of the contract, its place could be occupied by the next applicant from the evaluation list During the contract period, the suspension of the same by virtue of the causes provided for in Articles 45 and 46 of the Estatuto de los Trabajadores does not entail the extension of the duration of the contract except in situations of temporary disability, risk during pregnancy, maternity, adoption or foster care, risk during breastfeeding and parenting to stop the counting of the contract, according to Article 11 of the Estatuto de los Trabajadores, amended by Law 35/2010 of November 17, of urgent measures to reform the labour market, in Article 12.

13 16.7. The contract may be revoked by resolution of the Reitor, after a preliminary unfavourable report of the thesis director, and with the approval of the Academic Committee of the doctoral programme to which the fellowship holders belong and the Director/a of the International Doctoral School Fellowship holders governed by these rules will not collaborate and they will not be required to collaborate on their academic department to which they belong The competent body for settling disputes that may arise in the development of the actions of this programme will be the Steering Committee of the International Doctoral School may refer to the organ, committee or experts it deems necessary to perform the appropriate actions and mediation resolution, as well as request additional information to consider in each case. 17. INCOMPATIBILITIES Holding a fellowship under this call rules is incompatible with any other call financed with public or private funds, as well as any others wages or salaries that involve a contractual or statutory relationship However, it will be permitted those perceptions that come from: a) Research activities directly associated with research or the formative project developed that do not involve a contractual relationship, have non regular and do not impair or disrupt the formative process of the fellowship. b) Funding for attending conferences, scientific meetings or conferences Fellowship holders will subscribe a responsibility declaration of not having any incompatibilities that legally prevent awarding the contract. 18. FELLOWSHIP HOLDERS RIGHTS Generally the fellowship holders will have the following rights: a) Obtain the cooperation and support of the USC necessary for the normal development of its research project, according to their availability. b) Request the assistance to carry out research trips in terms of establishing the bases of the corresponding calls. c) Other rights established in the Article 5 Real Decreto 63/2006, which approves the Estatuto del Personal Investigador en Formación. d) Recognising the economic aid that matches in the manner provided in this call. e) Request a change thesis director whenever it is met each and everyone of the following conditions: i) present a reasoned favourable report of both the initial and the new

14 directors, ii) the commitment to hold financing on the same terms that the contract was awarded, and iii) the approval of both the Academic Committee of the doctoral programme as well as the Steering Committee of the International Doctoral School. f) The fellowship holders will receive the consideration of the research staff in training (PIF) and during the contract period shall be considered members of both the department and the research group corresponding to the effects arising from the regulation of research groups of the USC. 19. OBLIGATIONS OF THE FELLOWSHIP HOLDERS Fellowship holders should conduct their activities in the offices of research groups attached to this programme, and must abide to the internal system and comply with USC regulations Fellowship holders will develop its work with full time. In this regard, the thesis directors should indicate the day and timing when the holder will conduct its activities, which in any case will be similar to the USC staff Fellowship holders are obliged to follow the training programme and assigned work plan under the supervision of the thesis director. Thus, the beneficiary must comply with the various milestones of the project associated and with the terms indicated in the work programme. Any impact on the execution of the programme will be reported to the Academic Committee of the doctoral programme Fellowship holders will be responsible for submitting in the relevant dates, the report of the performed work and the results obtained through the available forms, and with the approval of the thesis director. 20. INTELLECTUAL AND INDUSTRIAL PROPERTY RIGHTS AND THE SPREADING OF RESULTS To the fellowship holder maintains the intellectual property rights derived from its own activity, and according to his contribution, as stated in the revised text of the Copyright Act, approved by Real Decreto 1/96 of April 12, the Law 11/1986 of March 20, on Patentes y modelos de utilidad. In the case of industrial property rights, applicable regulations in each case shall be applied. Fellowship holders at the time of its incorporation will sign a document of transfer of exploitation rights in favour of the USC, regardless of the correspondent economic rights The activities of diffusion and dissemination of activity results by the performed by the beneficiary will be adapted to the type of R&D projects in which the research activities are developed. If it is a project for R & D within FP7 it shall be in accordance with the provisions and procedures laid down in the agreement with the European Commission and the consortium agreement signed between the participants. The procedures and requirements established by the public announcements of programmes of national or regional R & D calls.

15 The agreements that are reached in the agreement or contract between the USC and the funding institution under Article 83 of the Ley Orgánica de Universidades In any case, it always must be cited the condition of Fellowship Holder from the International Doctorate School of Biomedical Sciences and Health Technologies. 21. INFRINGEMENTS The total or partial breach of the requirements and obligations set out in this programme will lead to the opening of an investigation of infringement, whose decision, after hearing the interested parties, the Vicerreitor with competences in doctoral training, will results in the partial or complete revocation of the contract and the obligation to return an amount to be set out accordingly to the applicable criteria and interests of delay in accordance with relevant provisions of the Lei Xeral de Subvencións (Lei 38/2003, of November 17). 22. ADDITIONAL ACTIVITIES The Reitor or Vicerreitor of the USC or delegated person, and with the prior favourable report of the thesis director, may authorize conducting temporary visits to another universities or research institutions in order to complete their training. These changes do not entitle to receive additional financial provision to the present contract, but may receive funds from any kind of public and private funds and it will be applied accordingly to any calls made in this regard. The visits will be cumulative and may be up to a maximum of three (3) months a year and a minimum of three (3) weeks, according to the conditions set forth in the resolution that will dictate to the effect. The visits will be uninterrupted.

16 FIRST ADDITIONAL PROVISION The International Doctoral School of Biomedical Sciences and Health Technologies is authorized to prepare and establish the necessary procedures for the management of this programme. SECOND ADDITIONAL PROVISION Applicants are informed that their data will be included in a file that is under the responsibility of the University of Santiago de Compostela. Data will be processed and incorporated into the selection process this call and other calls with similar purposes. Candidates may exercise their rights of access, rectification, cancellation and opposition by sending a request with a copy of the passport or DNI to the University of Santiago de Compostela, Palacio de San Xerome, s/n, under the Article 14.2 of the Real Decreto 1720/2007. It will be understand that, if within 30 days the applicant does not manifest their opposition and consents the data shall be maintained for processing. A candidate may revoke this consent at any time.
