3 The BC Career Colleges Association The BC Career Colleges Association was established in 1977 to promote and support post-secondary schools, stakeholders, students and all interested parties involved in private post-secondary education and training in BC. The aim is to ensure that the private education and training industry is recognized for the high level of service delivery, commitment to quality, and student satisfaction that the sector delivers to the consumers. With a shortage of skilled workers in B.C., and inadequate capacity in the public post-secondary system, private institutions are a vital part of the education and training environment in this province. BCCCA member schools adhere to a Code of Ethics and are committed to providing students with individual care and attention throughout their studies, and as they graduate and search for employment. Our member schools believe in offering students an education and training experience that is satisfying, supportive and designed to provide the skills and knowledge that students need to find the job and/or career that they want. What We Do We expect to promote consistency, accountability and excellence in the private post-secondary education and training industry. To further this larger goal, we co-ordinate and disseminate information on topics relevant to our members through seminars and meetings as well as our aual conference. The association is also a communications and advocacy liaison between the private training industry and the provincial government, the media and the general public. We undertake projects such as: Representing the interests of our members to government and quasi-government organizations Keeping our members updated on government regulations Representing the private post-secondary sector on Commissions and Committees where, in the past, only public sector representation was invited Assisting in placing students when institutions close without fulfilling contracts Providing opportunities for members to post information about job vacancies, space availabilities, school sales and partnership opportunities 1

6 Message from the President This past year has been an extremely busy one for the private post-secondary education sector as a whole and our Association specifically. During this time the Association has managed to grow our membership, adding ten new members as well as an additional associate member. We redesigned our website with an easier payment portal for the conference and our Financial Aid Workshops. We hosted another successful MLA Luncheon in Victoria in the spring to increase our outreach to our elected officials. We participated in a government roundtable on issues affecting international education. One of the key activities of the association over the past 12 months has been our involvement in the development of regulations for the Private Training Act. This legislation, as you will all know, was passed in the Legislative Assembly in the spring and formally dissolves the Private Career Training Institution of BC and absorbs its functions into government. Although the Association was unable to affect the passing of the legislation, we have been actively involved in the formation of the regulations. The regulations are the pertinent details of the law, and will determine the structure of how the legislation is implemented. Members of our board, myself included, were invited to participate in a consultation group on the development of the regulations for the Private Training Act. We have worked diligently to ensure that the interests of our sector are adequately represented, and although I am restricted in what I am able to discuss, I hope that what is finalized is something that will be serviceable for our industry. The Ministry has publicly acknowledged that they are ruing behind their anticipated timelines, but expect to present their preliminary regulations to the industry as a whole later this fall, with implementation being delayed until the spring of We all look forward to seeing this new regulatory structure for our industry, and the BCCCA will be a leading voice in providing feedback to government on what they have developed. Perhaps most importantly, a new direction was taken in early 2015 with regards to the management of the BCCCA. We have parted ways with our Executive Director model, and brought aboard Flagship Solutions to provide management services for our association. Their company is experienced in the field of non-profit management, and has seen success providing similar services for a number of other organization including our national entity, the National Association of Career Colleges. We are pleased to welcome Kyle Marsh from Flagship Solutions on board as our new CEO, and excited to have him open a new office space for the BCCCA in Victoria. Kyle has extensive experience working within government and we look forward to the assistance he will bring to representing the BCCCA s interests at the highest level. Take the chance to introduce yourself to him while you re here at the conference. As we look forward to the upcoming year, we strive for great things for our industry. We hope to be able to increase opportunities available to the private post-secondary education sector, while sharing best practices amongst our membership that will allow us to see our businesses grow. Most importantly, we look to continue to grow our organization as more members allow us to speak on issues related to our sector with a stronger, louder voice. I want to thank the board of directors and the staff here at the BCCCA for all their work over the past 12 months in helping us achieve everything we have done. I also want to thank the sponsors of this year s conference and the vendors in our trade show who made this conference possible. And finally, I want to thank the membership for their support and call on them to remain engaged in the association, sharing their thoughts and feedback as it makes for better ideas and a better organization. 7 Message from the Treasurer Once again, 2014 proved to be a year of change and refinement for the BCCCA. Financially these changes are designed to reduce costs, improve transparency, increase revenue generation and streamline processes. The position of Treasurer saw a change in 2015 with our former Treasurer, Theresa Danielle, stepping back from the role. As I take over the position on the BCCCA Board of Directors I would like to thank Theresa and acknowledge her years of hard work and service on the BCCCA Board. I look forward to the challenge and opportunity of serving as the new Treasurer. In the spring of 2015 we brought a new management team in to take care of day-to-day operations for the BCCCA. Operations now benefit from a team approach, and the combined talents of a number of talented individuals, while being delivered for a cost equivalent to that of a single Executive Director. The Board of Directors feels that this provides the best value for dollar for our organization. Along with our change in management, we have also taken a new approach to our financial management and bookkeeping. We are now working with a new bookkeeper and are utilizing a new accounting program in order to streamline our process and make our processes more efficient. As the new Treasurer my focus will be on the financial stability of the association moving forward. I look forward to my new responsibilities with the association, and to serving the membership. 8 Message from the CEO I am very excited to be joining the BCCCA this year as the new CEO, and to have the chance to introduce myself to you, the members, at this year s aual conference and AGM. I come to the BCCCA as the new management firm Flagship Solutions Western Canadian representative following a successful career with the government of British Columbia. I have spent the past four and a half years in the government serving in the offices of a number of Cabinet Ministers, including the Minister of Health, Minister of Jobs, Tourism and Skills Training, Minister of Energy and Mines, and Minister of Community, Sport and Cultural Development. I spent my time in these offices in a variety of roles, including positions as a senior political staffer and as Chief of Staff. My time with the BCCCA so far has been exciting and engaging. We have opened a new office in Victoria, participated in a government-industry roundtable on the subject of students in international education, been a part of consultations on the development of regulations for the Private Training Act, and hosted a number of successful events for our members. As a recent addition to the team here at the BCCCA I look forward to continuing the hard work and building on the successes of those that served the association before my arrival. Looking forward I am excited to take on a number of issues that are challenges to our industry, and working hard to affect change on those issues. I m excited to continue to learn more about this dynamic industry, and to combine that knowledge with my abilities developed to date in working to protect the interests of our sector. I also look forward to improving and streamlining the services that the association offers to our membership. I think that finding the ways we can improve services begins with open communication, so I ask you to share your thoughts and ideas with me throughout the year. 10 Highlights 2014 Aual Conference and AGM We hosted our Aual Conference on November 5-7 at the Terminal City Club in Vancouver. The event was a success and included our first aual BCCCA Awards Gala Dier which celebrated the efforts and accomplishments of graduates who have demonstrated leadership, inspiration to others, iovation and creativity in their field of study as well as educators who have demonstrated a passion for sharing their knowledge and experience, and inspiring their students through superb teaching and mentorship. We look forward to celebrating the next round of award wiers at this year s conference. New Management This spring we contracted out our association s management to an outside firm that has a long history of both association management and experience in government relations. Flagship Solutions has an extensive history in association management, and within the sector they have been managing the National Association of Career Colleges for a number of years. We are pleased to have their knowledge and experience on board, and look forward to a long and productive relationship together. We are also happy to have been able to welcome a new CEO to our association along with the partnership with Flagship Solutions and are pleased to have Kyle Marsh join our management team at the association. New Office With our new management, we were also happy to open a new office space in Victoria. The location of our new office positions us well to be close to both government Ministry staff as well as the legislature building, which provides our association with convenient access to levers of power and the decision makers in our province. We are happy to have a new office and look forward to the opportunities it provides for our association Legislature Luncheon We hosted our second Legislature Luncheon this past spring in Victoria. This provided an excellent opportunity to improve industry relationships and increase political awareness of the contributions of career colleges to the post-secondary education sector. We look forward to continuing this tradition again next spring. 8
