1 Building PROVIDER CAPACITY in Southwestern Ohio

2 The Southwestern Ohio Council of Governments (SWOCOG) is made up of five member counties plus delivers services to surrounding counties. The geographic area served comprises 20 percent of Ohio s population, and 20 percent of the state s IO waivers.

3 What we hope to accomplish today: Each county superintendent will share their county s current demographics and their plans to transition out of direct service in adult centers in the coming years. We want to share information about our needs so you can make decisions about how your business could potentially expand to our area. We want to learn from you how we can help to make this transition possible for you. 6 Warren County Board of Developmental Disabilities FUTURE PLANS Warren County would like to privatize the adult center; meeting with the non-profit board on November 12 to discuss. No timelines have been established yet. Closed one site at the end of We only have one remaining adult services site and do not have plans to close it. Until/unless the non-profit privatizes, we need to downsize our number served by 39 each year over the next four years. We want to eliminate Warren County Board of DD as being the provider of record for non-medical transportation by June 30, We want to expand employment providers by as many as possible.

9 Montgomery Board of Developmental Disabilities Services FUTURE PLANS Montgomery County s provider network does not have sufficient capacity to serve the number of individuals in need of services. We will work with new providers who are interested in serving in our county. We are in the process of gathering information to plan for the potential closure of our adult services site(s). With more than 1,000 people currently on waivers, and another 900 awaiting waivers, nearly 2,300 are eligible for waiver services.

12 Hamilton County Developmental Disabilities Services FUTURE PLANS Consolidation of four adult centers to three by March 1, Jackson Adult Center will consolidate in to Beckman, Kidd and Franks Adult Centers. People served at Jackson Adult Center will transition to a new provider or to one of the three remaining adult centers. There are 4,773 adults of employment age in Hamilton County. Currently, 329 adults are enrolled in supported/competitive employment.

15 Greene County Board of Developmental Disabilities FUTURE PLANS Beginning January 2016 all transportation services will be provided by private providers. The Board and The Greene Inc. non-profit board will begin discussions in January 2016 to examine the implications of the non-profit board assuming responsibility for the adult programs currently provided by the Board. The Board will be developing a policy intended to close the front door for new enrollees, with the exception of provider of last resort. The Board has an agreement with a private provider to develop and manage the self-advocacy program and have the same type of agreement for the recreational programs. The Board does not currently own any of the sites where adult services are delivered; they belong to the non-profit board. The Board has received 58 waivers from DODD and plans an additional 58 waivers funded by the Board, a combination of IO, SELF, Level 1, and family homes.

17 Clermont County Board of Developmental Disabilities CURRENT ACTIVE PROVIDERS 160 providers are under contract for a variety of services, including: 14 active day program providers 19 active non-medical transportation providers

18 Clermont County Board of Developmental Disabilities FUTURE PLANS The Board currently owns four buildings, two of which are leased or in the process of being sold. People are served at the Donald A. Collins Habilitation Center and at the Thomas A. Wildey Center. The Board needs providers who have the expertise and trained direct care staff to provide for individuals with severe behavioral and medical needs. Providers for Supported Employment, Vocational Habilitation, and Integrated Employment are needed.

21 Butler County Board of Developmental Disabilities FUTURE PLANS Butler has one day-array center to privatize; 125 people attend that center. The Board will no longer provide non-medical transportation at the end of The Board plans to reduce census by 30 percent by The Board does not have plans to close its one adult site. There is a need for: Day service providers who will serve people with complex needs Additional residential providers Employment providers Shared-living providers
