2 Digital Market is not really Single Market is fragmented with 28 different legal requirements A Digital Single Market would create up to EUR 415 billion in additional growth The reward is growth and jobs, a level playing field allowing all companies to flourish and opportunities to scale up in Europe.

3 DSM - Vision statement Our vision is to create a Digital Single Market defined as an area where the free movement of goods, persons, services and capital is ensured and where citizens and businesses can therefore seamlessly access and exercise online activities under conditions of fair competition, irrespective of their nationality or place of residence.

10 DSM HEALTH & CARE The Commission will launch an integrated standardisation plan with key priorities with a focus on technologies/domains critical to DSM, including essential sectoral interoperability and standards in areas such as health (telemedicine, m-health). The Commission will revise and extend the European Interoperability Framework. The Commission supports an inclusive DSM in which citizens/businesses have skills & benefit from interlinked multi-lingual e-services (health).

12 SWD DSM health & care 1: current E-Health Action Plan is guiding. Horizontal EU legislation in place or under review applicable to e-health includes Data Protection Directive, Regulation on electronic identification & trust services for e-transactions in the IM, Medical Devices, General Product Safety, e- Commerce directives & Cybersecurity Strategy. Directive 2011/24/EU on application of patients rights clarified the legal framework for patients to be reimbursed for cross-border healthcare. Under Horizon 2020 many research, innovation & development actions have been implemented to test solutions (e.g. ICT chronic diseases and independent living) for EU market.

13 SWD DSM health & care 2 current EIP AHA has formed a community across EU regions (+3,000 stakeholders) with considerable expertise in innovative solutions for ageing well, such as assisted living and integrated care. By sharing/replication of good practices, common interoperability specifications / joined-up procurement of digital solutions, the EIP AHA promotes stronger collaboration of national & regional authorities on the implementation of innovative products & services for health and social care under its Scaling-up Strategy

18 SWD DSM health & care 3 Establishing clear and uniform rules for the processing of personal data, the Regulation should allow the EU to stay in the race for scientific breakthroughs (health research). The interoperability of new technologies implies effective interconnection <-> digital components (eg IoT). ICT standardisation has an essential role to play in increasing interoperability of new technologies within the DSM. It can help steer the development of new technologies/services (ehealth, integrated care)

19 SWD DSM health & care 4 Consumers should be aware of online rights & have means to enforce them. All citizens need to participate actively in society & benefit from digital services (e-health). Digital technologies for health & care offer opportunities for citizens, health care providers & industry. Digital solutions can empower citizens to manage their health, while healthcare systems can improve their efficiency & cope with increasing demand from ageing population. For European industry, they constitute a promising market, serving the public sector & citizens, creating high quality jobs/growth by combining the high-tech, healthcare.

24 2 4 Essential needs for interoperability Guideline and decision support systems, notification and alerting components, and analytic tools need to process integrated health data drawn from multiple EHR systems in a consistent manner Intelligent personal health guidelines interoperating with PHRs and EHRs need to support the centering of care on patients Health services, insurers and public health bodies need fine grained activity and outcome data to inform service planning, commissioning and prevention/wellness programmes New generation personalised medicine, underpinned by omics sciences and translational research such as the VPH, needs to integrate EHRs with data from research: fundamental biomedical science, clinical and population health research, and clinical trials
