We must actively shape the consequences. An important goal must be to improve the quality of life and social participation of elderly people. technological innovations in conjunction with social innovations can be helpful to reach this objective. Research focus Age-appropriate assistance systems In the year 2009, the Federal Ministry of Education and Research (BMBF) launched the programme Age-appropriate assistance systems for a healthy and independent life, and selected 18 application-oriented research projects. Technical assistance systems of this type are characterised by a special proximity between human individuals and technology. They are therefore associated with a variety of ethical, legal and social issues. To ensure that technology does not limit, but rather promotes the self-determination and the quality of life of people, these aspects must be addressed at an early stage of development on an interdisciplinary level. ethical, legal and social issues in focus These aspects were therefore investigated in particular. Project coordinators after the presentation of their projects at the 2nd AAL Congress 2009 in Berlin (Source: VDI/VDE-IT) Two further aspects were also taken up: Training and further education Standardisation and interoperability The results are presented on the following pages. Four topics of vital interest were investigated by relevant research institutes in four studies: User integration Liability questions and data protection Market and business models Ethical questions
7 From accompanying research to integrated research 3 User integration Study User-dependent innovation barriers in the area of age-appropriate assistance systems Summary of the study results Age-appropriate assistance systems must meet the requirements and needs of older people. This can be achieved best if the future users are included in the development of the systems right from the beginning. In the study, the Technical University of Berlin together with YOUSE GmbH designed a set of methods for the active involvement of future users in development processes. The building blocks thus developed can be divided into two major groups: Personnel cards with descriptions of a target group: Based on qualitative and quantitative data, 24 typical users with their characteristics and pecularities are sketched out on each card. These descriptions help product developers to better identify and understand their target groups. Without the tool for determining the user acceptance, we could not have achieved our objectives nearly as well. These include, for example, creativity techniques for the development of new products or the optimisation of existing products (such as the Walt Disney method or Gallery method ) and methods for assessing the functionality and usability of products or prototypes ( User Experience Test or Remote Usability Test ). transfer of the results into the projects The results of the study were presented to the 18 collaborative projects in the summer of 2010 in three workshops and were interactively tested. The focus was on the creativity techniques and the test and evaluation methods. To support the group work and as representatives of the target groups, members of the Senior Research Group of the TU Berlin were involved. The suggestions were taken up by numerous projects.
8 4 FRom AccompAnyIng ReSeARcH to IntegRAted ReSeARcH Liability questions and data protection Study Legal issues relating to age-appropriate assistance systems Summary of the study results Most people want to continue living in their familiar environment in old age. Assistance systems can support them in this respect. Researchers and developers pursue the approach that systems independently, quickly and reliably identify the situation of people in need of aid. This can be done for example by sensors that collect and evaluate personal data, and automatically call for help if necessary. Here, data protection and data security play an important role. On behalf of the BMBF, the Independent Centre for Privacy Protection Schleswig-Holstein (ULD) therefore examined how age-appropriate assistance systems can be designed along the relevant legal regulations. The focus was placed particularly on data protection and liability issues. The awareness of the rights of the users was regarded as particularly important. A limited, restricted and transparent collection of data can support compliance with these rights. Data collection and processing are therefore only allowed if the person concerned agrees expressly and by name in a corresponding declaration. The statement to the person giving their consent must describe clearly what data will be collected and for what purpose, and by whom it will be used. It is not only the technology that has to work. The categories of Data collected, Stakeholders and systems and Basic data protection objectives were each recorded on a spatial axis, in order to show what legal situations must be considered in the respective technology and application scenarios. The model helps in the assessment of legal situations in the practical work. transfer of the results into the projects The study shows: Assistance applications must be evaluated individually from the legal point of view. So-called consultation vouchers for individual, projectspecific legal advice by lawyers were therefore issued to the projects. The requests for advice ranged from data protection to liability law, to questions of the protection of own product rights, the classification in the Medical Products Act and the drafting of contracts for service provision. 9 From accompanying research to integrated research 5 Market and business models Study Economic potentials and new business models in the area of age-appropriate assistance systems Summary of the study results Age-appropriate assistance systems are used in many areas of life such as health care, household, security and supply as well as in communication and in social environment. It can be expected that the demand for technical assistance systems will increase further due to demographic change. There is however often a lack of viable business models, to successfully place the systems on the market. The University of Vechta in cooperation with the Technical University of Berlin and the IGEUS Institute conducted a study to estimate the economic potential of age-appropriate assistance systems. The starting point of the study consisted of surveys on the number of relevant households, as well as the ability and willingness of these households to pay in relation to age-appropriate assistance systems. On this basis, an estimate was made of the total economic potential of age-appropriate assistance systems. Viable business models are still rare in the area of age-appropriate assistance systems. However, the willingness to pay as determined by the study, at 1 to 5 billion, lies well below the identified market potential. Appropriate business models that are oriented at the needs of the users are therefore crucial in order to exploit the market potential better. Service providers, component suppliers, infrastructure providers, specialised service providers, integrative providers and insurers amongst others were identified as partners for the implementation of business models. For the optimisation of business models, scenarios were designed in which the accuracy of the business concept could be evaluated and improved. transfer of the results into the projects In the summer of 2011, several workshops took place with the collaborative projects. With the help of assistance-systems physical limitations can be compensated for, daily journeys can be done barrier-free and preventive medical care can also improved. The development and application of age-appropriate assistance systems are however simultaneously associated with ethical questions, e.g. relating to autonomy, privacy or informational selfdetermination. The Ludwig-Maximilians University Munich in cooperation with the University of Ulm and the Brandenburg Technical University Cottbus was commissioned with a study on the ethical aspects of age-appropriate assistance systems. For this study, 15 ethical normative guidelines were developed, which offer an orientation framework for dealing with age-appropriate assistance systems. These are intended to increase awareness of the ethical aspects of these technologies. Palliative medicine requires a particularly sensitive handling of technology. MEESTAR helps to identify ethical problem areas and to develop solutions to such problems. transfer of the results into the projects The MEESTAR model was successfully tested in late 2012 in several research projects with care context. It became clear that a qualified and neutral moderation helps to identify these ethical issues. The researchers and users discussed and were made aware of possible ethical conflicts in order to be able to counteract them in good time. The project partners showed great interest in using MEESTAR again in the further course of their projects for the purposes of in-depth ethical analysis. 11 From accompanying research to integrated research 7 Further accompanying measures Training and further training New qualifications of various professions, such as the care and craft professions, are required for the application of age-appropriate assistance systems. Technically qualified specialists need skills in the fields of medicine, care and gerontology. People with medical, nursing and social professional skills should in turn acquire knowledge of the age-appropriate assistant systems which they use. These challenges were taken up by the BMBF with the funding priority Development of vocational and higher further training and qualifications in the field of ageappropriate assistance systems. Here, 9 research projects are being supported. As a businessman it is important to me that technical innovations can also be properly installed later. Training and further training is therefore a key issue for me. We as system integrators need platforms and devices that can communicate with each other. Harald Klaus, Telekom Innovation Laboratories Age-appropriate assistance systems consist of a variety of components from various industries and manufacturers. A standardisation of functions and interfaces facilitates their comparability at the time of purchase, their versatility in design, their interchangeability during repair and their upgrade capability. The main beneficiaries of established standards are the users, because comparability and interchangeability lead to a wider choice, greater competition and falling prices. The BMBF is therefore sponsoring the research project Roadmap AAL-Interoperability (RAALI), in which important issues with regard to the implementation of interoperable assistive systems and system components are being investigated. A prerequisite is that relevant ethical, legal and social issues are considered already at the development stage. Therefore, the Federal Ministry of Education and Research (BMBF) launched respective surveys in parallel to its funding programme Age-appropriate assistance systems for a healthy and independent life. The results of the accompanying research summarised in this brochure show: This approach of integrated research is being consistently implemented in the new BMBF programme Human-technology interaction for demographic change : An active analysis of the relevant ethical, legal and social aspects is carried out, from the concept through to the selection and implementation of research projects. This approach represents an important step towards innovations at the service of human beings in a society of longer lives. Ethical, legal and social aspects are essential to the success of research projects in the field of the human-technology interaction. Innovations that address ethical, legal and social questions have better chances on the market. In the interests of successful innovations, ethical, legal and social issues must be integrated into the projects as early as possible.
