These ladies did a fine job placing first in their division, paddeling their way into Teslin s hearts. Hooo Haaa!!!! 1

2 Message from the Chief Masayiyati I would like to take this time to express my deepest condolence s to the families who are going through the recent loss s in our community. Sending prayers and thoughts to all of you and your families. Executive Council has been busy throughout the summer season, with many clan meetings and preparing for our General Assembly that was held July 7 th -9 th. We will soon be busy preparing for our November GC. If you sit on any boards or committees please report back to your clan. Aboriginal and Northern Affairs Canada (AANDC) has initiated Cabinet Directive, to establish a committee made up of Deputy Ministers from the Whole of Government, to FINALLY implement Self Governing and Treaty First Nation across Canada. This is a huge step forward for us. Therefore, I expect once the federal elections have passed, things will again become even more busy for everyone as a whole. The summer season sure seems to be going by fast, and as the month of July wraps up, the community of Teslin can rest for a while. July was a very busy time for Teslin, with TTC s Annual General Assembly, the Yukon Hand Games Championships, and the 4 th bi-annual celebration! Whew! All of these events were very successful! Thank-you to all those that contributed in making this happen! There was a great deal of good discussion and decisions that occurred during the AGA, as you will read about further into this Deslin Neek issue. One of our greatest highlights was on the evening of July 8, 2015, when Teslin s 10 Year Community Development Plan was signed by both TTC & VOT. Both governments collaborated in developing an integrated community development plan that addresses common community development needs. The Teslin Tlingit Council would like to offer our heartfelt thanks to our Ha Kus Teyea Committee, Heritage Centre staff, TTC s Capital department and countless volunteers for all the extra time and effort they have invested to make the 2015 Celebration a huge success! A huge GUNAL CHISH to Katie Johnson and Melaina Sheldon for all their hard work. Very well done, people were very happy with our celebration and especially the food special thanks to all the cooks and helpers. GUNAL CHISH to our Atlin and Carcross/Tagish brothers and sisters, for the fresh salmon and sheep meat and all your hard work as well. We can all be proud that people far and wide enjoyed themselves I imagine will be even bigger, as we have only seen since we started Ha Kus Teyea so long ago. Gunal chish also to the youth that harvested the moose for us, we are very proud of you, Savana Kramer, Cordell Jules, Julian Porter. 3 Elders Update with Bob Magill Hello everyone, wow was it ever a busy month for Elders Council. In July the TTC AGA was held and a full 3 days was spent at Brooks Brook. Right after the AGA the Elders had a Elders Council Meeting at Brooks Brook on July 15. We sent a van to bring Elders out from Whitehorse. We were hoping to have a meeting around a camp fire BUT it was a cool rainy day. In the end we had fun and nobody wanted to go home. Charles came out to help us during the meeting as camp attendant and made lunch for us. We had a busy meeting as the Elders Council has a very full plate; General Council asked if Elders could give some advice on the Tax buy out money and the survey results. We reviewed the dress code policy that Elders Council asked to be implemented into TTC government offices. We also reviewed the duties and responsibilities of Executive Elder. This year during the Ha Kus Teyea Celebration we held a Elders fundraising Breakfast all three days. Wow! What a success! This would have never happened if we didn t have our key volunteers, Annie Grunsky and her husband Gary were there every day cooking eggs, washing dishes, bring extra cook ware bringing down BBQ to cook extra pancakes when there was a demand. Adeline Webber and her sister Winnie Peterson were there everyday helping in out at the coffee station, and Adeline s granddaughter Marissa was present every single day helping out in breakfast sales and helping in cleanup. Doug Hogan was in front of the grill flipping pancakes all 3 days. All the others who helped out throughout the weekend, Dalyce Huot, Carl Smarch, Marion Horne, Marina Bailey, Carol Geddes, Dave my cousin s husband, and my other cousin Wendy Webber all the way from Ottawa making coffee for all to enjoy. We had many donations so we could host the breakfast. Executive council donated $1000 towards food; Jane Smarch donated some pancake batter; the Red Wagon donated a case of bacon and a case of sausage; Plus Carl Smarch and Margret Douville donated a case of sausage each. What a wonderful turnout and the extra meat came in very handy as we ran low or sold out everyday. It was a great turn out and in total we raised $ Liz Martychuck also donated a beautiful afghan blanket that was raffled off. It raised $ and between Pauline Sidney and Marina Bailey they sold and raised $1091 in 50/50 tickets. What a fantastic weekend, in total we raised $ for Elders over the weekend. I would like to say thanks to Kai Knorr who helped me every morning getting up at 5am or 6am to start getting breakfast going. Kai cooked about 5000 slices of bacon or so it seemed. He was a great help packing supplies everyday and coming home with me to prep everything again for the next day. Thank You everyone who participated in all the Elders fundraising or just being there to help out any Elders who needed assistance, working together does make a difference Gunalchesh, Dyek- Bob Magill Elders Council is going to take the month of August off and the next Elders meeting is going to be on Sept 15 th. Good luck to all the people who are going out on the land to harvest this fall. 3

4 2015 Annual General Assembly Gunałchîsh to all the hard working staff who help each and every year to hold our annual Genereal Assembly at Brooks. This year has proven to be very successful for everyone in TTC. Special thanks to Scotty who records our meetings, special thanks to Bessie Cooley for translation. Gunałchîsh to all the hard working exceutive staff, management board and directors for your continued support in this event. Some of the following motions have been passed. Other business has been put off until the fall General Council to be dealt with at that point. TTC Annual General Assembly Resolutions July 2015 Resolution # 003 Community Development Plan Passed Be it resolved that the CDP steering committee complete the following matters: 1. Develop a CDP implementation Plan 2. Develop an implementation communication plan and 3. Ensure youth engagement throughout implementation of the CDP. Resolution # 004 Development of Leadership Selection Options Request for Extension Passed Be it resolved that the leadership selection committee will present a final report and leadership selection options to the General Council at the November 2015 General Council meeting. Resolution # 005 Residency Grant Program: Proposed Changes & Enactment of Residency Grant Amending Act Passed Be it resolved that the General Council supports Executive Council s recommendations to change eligibility requirements. The Executive Council is to engage the Teslin Tlingit community to confirm community support and the Executive Council continue the legislative process to amend the Residency Grant Act in accordance with section 49 of the Teslin Tlingit Council Administration & Interpretation Act and provide a report to the General Council at the November 2015 General Council meeting. Resolution # 006 GCHRAC (General Council Human Resource Advisory Committee): Completion of Mandate & Extension of Term Passed Be it resolved that the GCHRC term is extended to March 2016 to complete the tasks as presented in the June 2015-July 2016 work plan. Resolution # 007 Amending the Personnel Policy: Hiring of Qualified Teslin Tlingit Citizens Passed Be it resolved that the Teslin Tlingit Council Personnel Policy be amended to identify Teslin Tlingit Citizens as a first consideration when screening to fill vacant government positions. Resolution # 008 Senior Management Capacity Passed Be it resolved that the Executive Council and Management Board in accordance with Teslin Tlingit Policies, in accordance with Resolution # 006 (above), recruit qualified Teslin Tlingit Citizens to serve as the Directors of Capital and Lands when the positions become available in the year Resolution # 009 Chinook Salmon Conservation Passed Be it resolved that the TTC Executive Council and Lands & Resources Department implement a full mandatory closure of Chinook harvest for the 2015 season throughout the Teslin Tlingit Traditional Territory, inclusive of Yukon and British Columbia. 4

5 Resolution # 010 Yukon Development Corporation: Construction of Hydroelectric Dam on Teslin River - Passed Be it resolved that Teslin Tlingit Council not give their consent to any large hydroelectric developments that may impact Teslin Tlingit Council Category A Lands. Resolution #011 Housing Committee: Mandate Review Passed Be it resolved that the Housing Committee review include consultations with all the Clans and the Teslin Tlingit Citizens, the Housing Committee continue to operate in accordance with the Housing Committee terms of reference dated March 22, 2001 and the Housing Committee provide recommendations to the Executive Council in October 2015 and then to the November 2015 General Council meeting. Resolution #012 Establishment of Youth Position: Youth Services & Executive Youth Passed Be it resolved that the General Council approves the establishment of a full time youth support worker, as part of the Teslin Tlingit Health & Social department staff and that the same individual serving in this youth support position would also be designated as the Executive Youth to serve on the Executive Council. Resolution #013 Devolution Transfer Agreement Protocol: Mining Matters Passed Be it resolved that General Council authorizes Executive Council to continue in the discussions surrounding the completion of a final DTA Protocol; execute the DTA Protocol upon Executive Council s satisfaction that the document is consistent with Teslin Tlingit Council s interests. Executive Council is to participate with the Yukon First Nation signatories to the DTA Protocol and the Yukon Government to implement the DTA Protocol, utilizing the monies provided under the DTA Protocol. Resolution #014 Moose Management: Reduction in Game Management Subzones 10-21, and Passed Be it resolved that in accordance with the principles of Ha Kus Teyea, which promote conservation measures for the long term interests of Teslin Tlingit the General Council confirms that the low level voluntary harvesting restrictions of the moose in the Nisutlin region continues each hunting season until there is evidence that confirms that the moose are sustainable. TTC Lands & Resources Department will work with the Teslin Renewable Resources Council, surrounding First Nations and the governments of Yukon and British Columbia to develop an intergovernmental Moose Management Plan to address the sustainability of moose throughout the traditional territory of Teslin Tlingit including the Nisutlin Basin. To learn more on these resolutions, please contact your Clan representative. Tax Buy Out Compensation Dollars In the early months of 2015, TTC developed a survey (recommendations from All Citizens meetings and General Council) around the Tax Buy Out Dollars. Through this survey, citizens were asked what they would like to see happen with the dollars. With over 200 responses, there were various suggestions on what the dollars should go towards. Through discussions at the 2015 Annual General Assembly, it was decided that; The Executive Council determine options for how to allocate the tax buy-out dollars through existing public consultations, seeking advice from Elder s Council, reviewing other options and bring recommendations to the November 2015 GC for a decision. Executive Council will include alternative options for addressing the survey result priorities, outside of the tax buy-out dollars. 5

6 HKT messages/photos Gunałchîsh! It is hard to capture in words how awesome this year s Hà Kus Teyea Celebration was - you just had to be there! Gunałchîsh! This year we had many relations visit us from the coast of Alaska and I predict in two years our Celebration will see even more numbers, as word of our Inland Gathering has traveled up and down the coast to all of our Tlingit relations! Gunałchîsh to the community of Teslin, the Teslin Tlingit Council Executive and Departments, the Village of Teslin, community volunteers and participants for being such gracious hosts. I have heard nothing but compliments, congratulations and promises of returning following Hà Kus Teyea We were successful in filling everyone s hearts with joy and for ensuring that the Tlingit Way, Hà Kus Teyea will continue to thrive throughout Tlingit country! Yak êyi yêjiné! Youth watch s Grand Entrance. Pat Casey welcome s everyone showing gratitude to everyone. Roger Smarch cut s the world s BIGGEST bannock I ever saw. Thanks to all the helpers on Teslin s night to feast. Job well done!!! The air is charged with energy as Tlingit s dance their way into the great hall during the Grand March in at 2015 Ha Kus Teyea Celebration kick off July 24th, Tlingit Canoe s across the shoreline at Teslin s Herritage Center beaches wait patiently for use. 6

7 Look how close Teslin is behind the Carcross canoe. Each year the Cheif s Race is proving to be more and more entertaining. Thanks to all the racer s who participated. GunalChich to Debra Michelle for teaching us how to weave Cedar hats and headbands. This art form is slowly making it s way back to us. Soon we can all be wearing a cedar hat. People gather on the shore as Atlin sing for the Fresh Salmon being welcomed. Gunal Chich to all those who helped clean and smoke this years salmon. Especially our Atlin Brothers and Sisters! Canoe Race s Seconds before the Atlin Canoe flips over. 7

9 Community Development Plan Signing Citzens were able to witness a historical moment when Chief Sidney and Mayor Jules signed a Joint Community Plan which will be in place for years to come. The towns people celebrated afterwads by feasting on dinner and listening to live music. This Plan is the successor to the 2007/2009 version of Teslin s joint Integrated Community Sustainability Plan (ICSP) for the VOT and TTC. The new name reflects the broader and more holistic focus that has evolved from the collaborative approach taken by both governments towards common goals; while respecting each other s jurisdictions. It also meets the requirements for funding under the new Gas Tax Agreement extension signed recently. This plan identifies project priorities related to infrastructure upgrades and asset replacement, land use planning, economic diversification, recreation, and community and cultural development. It covers a 10-year timeframe, and progress will be evaluated each year by the respective governments during their annual budget planning cycle. Where did this plan come from you ask? For the last 15 months this plan was developed under guidance of a steering committee representing both governments and the community at large. To fully engage the community and maximize input, feedback from facilitated workshops, community dinners and specific workshops with students were held. Currently we are seeking new appointments of citizens at large and a youth delegate to sit on this committee. Deadlines have passed as of Aug. 14 th. The committee will continue to identify community values and goals and ensure projects are ranked by priority and ability to meet timelines. 10 July 1st in Teslin Speacial Thanks to Patty Wiseman TTC Early Learning Child Care Center,all the Volunteer s, and VOT and TTC for supporting Teslin s Canada Day Celebrations. Young and old gathered to join in the fun had by all. This years events were fun for both spectators and participants alike. The day started with a community parade. There were events for youth and adults all day long. The day finished with a community dinner and live band playing music. Thanks to Speed Control! 13 Lands Update Taku salmon We are just wrapping up the Taku salmon flights for this year, and things have been going great! Lands and Finance staff have teamed up for the project this year, to ensure a smooth experience for those who are ordering salmon. We thank all those who have helped us to make this a smooth year by ordering early and being prepared to pick up their salmon. It is greatly appreciated! Harvest permits Hunting season is here! The Lands department has received our new Wildlife Harvest Permit books, so we are now able to issue new permits for this year. We thank everyone for their patience while we waited for the permits to arrive. Citizens are welcome to come to the Lands office to get maps to help them plan for their hunts, and Lands staff are happy to help anyone learn how to use their GPS for those of us who like our maps on an electronic device. Please report your harvest! Lands lunch talks The Lands and Resources Department is going to be hosting a series of lunchtime talks over the next few months that will be open to the public. Keep an eye out for advertisements for these talks as they are scheduled, and let us know if you or someone you know is interested in presenting on a topic! 13

15 DDC Update. Work on the roads of Teslin has started. Phase II (the completion of last year s streets) has concluded and the local contractors and their equipment have been mobilized to start Phase III. This Phase of the roadwork projects is to upgrade the Airport Road; many of us have noticed trucks and heavy duty equipment moving around Teslin. Once Phase III is complete then all roads including the roads in Phase I will be ready for bituminous surface treatment (BST) or chipseal. BST is used mainly on low-traffic roads and generally consists of aggregate spread over a sprayed-on asphalt emulsion or cut-back asphalt cement. The aggregate is then embedded into the asphalt by rolling it, typically with a rubber-tired roller. BST is used on hundreds of miles of the Alaska Highway and other similar roadways in Alaska, the Yukon Territory, and northern British Columbia. The ease of application of BST is one reason for its popularity, but another is its flexibility, which is important when roadways are laid down over unstable terrain that thaws and softens in the spring. It is expected that the roadwork including the BST will be completed by the end of August. Youth take turns on learning different techniques on various pices of equipment with gus jules as their instructor. Already some are looking to options to learn more when returning to school. Look how happy they look learning something new. Gunałchîsh to Gus for helping our youth learn new skills that will last a life time. Pumping stations in sewage collection systems, also called lift stations, are normally designed to handle raw sewage that is fed from underground gravity pipelines (pipes that are sloped so that a liquid can flow in one direction under gravity). Sewage is fed into and stored in an underground pit, commonly known as a wet well. The well is equipped with electrical instrumentation to detect the level of sewage present. DDC is project managing the municipality lift station upgrades. Wet wells and associated equipment for each of the lift stations have been ordered from the manufacturer and work will go ahead once the wet wells arrive in Teslin. Lightning Fire Management s Echo Fire Crew were off fighting fires the fires in Watson Lake two weeks ago and are now back in Teslin on stand-by. As you have probably noticed Yukon has had a fair amount of rain in the last while so you may have seen Howard Johnston, Tyler Clark and Reg Clark in Teslin. They are still on duty ready to be called in if a fire does start in the vicinity. Please call the office at if you have any questions. 15

18 Youth Gathering 2015 A huge Gunałchîsh to KDFN and Chief Bill for holding the Strength in Circles Youth Gathering recently at Jackson Lake healing camp. Speacial thanks to all the organizers and volunteers for their hard work putting this event on. Special thanks to Eric Morris and all the men who helped keep watch over the sacred fire during the entire event. Special Thanks to Katie Johnston and all the co-chairs who helped pull this event off. Having said that a Special Thanks to all the donations from various sponsers, especially Teslin Tlingit Council, Northwestel and all their help and continuous support. Youth had a chance to network with others, meet new friends and visit old friends. The camp consisted of three days of work shops and presentations for youth from all across the Yukon. This included Artist workshops, both tradtional and modern techniuqes, improv with a comedian, which was a real blast, and singing /songwriting with Dyet and family. 18

19 Dawson Peaks from Brooks Brook Insperational talks regarding youth issue s. All in all the entire three days were truly an AMAZING time. Time spent learning new skills is always fun for everyone. The feast on Saturday night proved to be both delicious and entertaining. As young and old gathered for a traditional SPECTACULAR feast, the crowds ate dinner while watching the DA KA Kwan dancers perform. Later all walks of life joined in singing and dancing around the camp fire. See you all next year! 19
