5 Water District 5 Ditch/Reservoir Executive Summary Last Updated on September 16, 2014 Summary Statistics Total Ditches and Reservoirs within St. Vrain and Left Hand Water Conservancy District Boundaries = 94 Total with Damages = 44 [this number is accurate as of the time of writing, 9/16/14] Total Costs of Damages = ~$18.6M Damage Summary In short, there are 44 ditches damaged from the flood. Twelve (12) ditches are pursuing FEMA Public Assistance, eight (8) acquired a CWCB loan, and 37 secured a CWCB grant. According to St. Vrain and Left Hand Water Conservancy District analysis, it is expected 80% to 93% of the 44 damaged ditches will be back online sometime during the 2014 calendar year, with 95% back online after Only one (1) of the 44, or 2.0%, seems to not be progressing as nicely as the others. The number of acres irrigated by this ditch is relatively small (per early discussions with the Ditch President), which suggests a lack of capacity to adequately address the need. Representatives from this ditch have also reported a need for financial and technical assistance. The St. Vrain and Left Hand Water Conservancy District has put together a volunteer team of engineers and attorneys to offer reduced or no cost technical assistance. The combined costs are estimated to be approximately $19,000. At present, this team has already begun assisting two ditches that were previously unable to proceed with recovery work due to lack of funds and engineering resources. Presently, one of the ditches not under construction is receiving consulting assistance, but has not yet begun construction due to a lack of construction funds. The District is also exploring opportunities for the one (1) ditch to apply for CDBG, and other unmet needs financial programs being offered by nonprofits, and the county, state and federal agencies.
