Proposed CIP Code: Brief Program Description Describe the program and the educational objectives: The Bachelor of Applied Science (B.A.S.) with a major in Health Studies will include a curriculum of thirty-six hours (36 SCH) transferred from an Associate of Applied Sciences degree, twenty-one hours in Health Studies, and fifteen hours in Business. The B.A.S. will accept a variety of related A.A.S. graduates in health professions to complete a bachelor s degree with a Health Studies major, enabling them to advance in their careers to more diverse positions with managerial responsibilities. Educational objectives of the program are to provide students with the knowledge and skills needed to: demonstrate competencies in health and educational needs relating to assessment, planning, implementation, and evaluation of health education programs, manage and coordinate health education program activities, act as a health information and material resource person, communicate both new and long-standing scientifically valid health information, teach their professional skills to others, apply the concepts and principles of management and organization, including the functions of planning, organizing, directing, and controlling; decision making; human relations; communications; and leadership, apply basic legal principles of business organizations and operations, apply the basic knowledge of institutions and functions of marketing, demonstrate a knowledge of the scope of international or global strategies in management and marketing, and apply the principles of human resource management related to recruiting, job requirements; training programs; job evaluations; salary administration; employee communications and union-management relations.

Job Market Need Shortages of qualified health professionals are well documented in all areas of health care delivery. This is due in part to an increase in the elderly population (baby-boomers), capped acceptance in college programs, and the high-mean age of the existing workforce. While the nursing shortage is well documented, similar shortages extend to other careers requiring a professional license such as radiology or respiratory care. Projected growth in these medical professions is listed as the second highest in our country. 1 Advancements in technology and the healthcare system have resulted in the need for highly-trained professionals in these fields. The United States Department of Labor reports higher than average employment rates and growth for these fields through This results in excellent job opportunities for applicants earning a bachelor s degree; over 80% of available jobs are in the hospital setting. 2 3 The B.A.S. with a major in Health Studies offers an opportunity for students to gain a baccalaureate degree so that they can advance their careers beyond the level of technician achieved with the A.A.S. degree. 3 positions. Difference in earning potential can range from 15-30% between those with an A.A.S. degree and B.A.S. degree. One example on an A.A.S. specialization is respiratory therapy. Projections from the Bureau of Labor Statistics indicate the expected need for Respiratory Therapists will increase 23% by the year While there is the opportunity for licensing in Respiratory Therapy with an associate degree, any advancement towards managerial or supervisory positions typically requires a baccalaureate degree. 4 Respiratory technicians or therapists with a bachelor s or master s degree, may advance to supervisory or managerial positions in a respiratory therapy department, may become branch manager in home health care and equipment rental firms, may move into teaching positions, or work in another industry, such as developing, marketing, or selling pharmaceuticals and medical devices. Increases of 21% in salary could result from attaining a bachelor s degree in addition to A.A.S. in Respiratory Therapy. Additionally, the career category of Medical Records and Health Information Technician is one that requires only an associate degree to enter the field; the mean salary with an associate degree is $24, To advance to the level of Medical and Health Services Managers, a bachelor s and often a master s degree is required. Many who enter this field planning to obtain a master s degree would first be seeking a bachelor s degree that would provide them with a background in health and business. 6 The mean salary for Medical and Health Services Managers is $71, Students completing the B.A.S. could also work toward a M.S. in Health Studies. B. Student Demand Currently, the TWU Health Studies Department offers the following degrees: bachelor s (197 students enrolled), online masters (35 students), and a doctorate (62 students). Enrollment has steadily increased for each of these degrees over the last five years. The current bachelor s degree has concentrations that prepare students for graduate degrees such as those in occupational and physical therapy or a focus on community health. The B.A.S. with a major in Health Studies has the potential to attract students who have completed an associate degree in various health and medical fields, such as respiratory therapy, health information management, medical laboratory technology, and radiology. The proposed B.A.S. degree would build upon the associate degree and when completed, the degree will expand the skills and knowledge base of the individual allowing them to seek careers with management, program planning and leadership opportunities. 4 enter the fields of Medical Records and Health Information Technology and Medical Transcription have received an associate s degree from a community or junior college. Career advancement can be achieved either by specializing or by moving into positions of management, often with a bachelor s degree. 8 TWU will develop partnerships with North Texas community colleges to provide this program and recruit eligible students. As shown by the table below, two-year colleges offer degrees such as Dallas County Community College District (DCCCD) which annually graduates ten students each in Diagnostic and Echocardiology Technology, twelve students in Medical Laboratory Technology, twenty-four in Radiologic Sciences and ten in Respiratory Care. 9 In addition, the DCCCD in 2006 reactivated a program in Health Information Management. 10 Tarrant County College (TCC) annually graduates six in Health Information Technology, twenty-three in Radiology Technology, and twenty-eight in Respiratory Care. 11 Collin College (CCCCD) also operates a Respiratory Care Program which graduates twenty-one students annually and has just begun a new program in Health Information Technology. 12 Navarro County College graduates an average of nine students annually in Medical Laboratory Technology. 13 Paris Junior College and Northeast Texas College both have programs in Radiology Technology. Paris graduates nineteen students annually and Northeast Texas College expects to graduate between twelve to nineteen students annually Panola College has a Health Information Technology program and typically graduates three students annually. 16 The table on the following page contains the college programs and graduation figures. Two additional colleges offer programs that may feed into this degree are Tyler Junior College and McClennan Community College. Tyler Junior College admits twenty students in its Health Information Technology program, twenty-eight in the Radiology Technology program, and thirty in the Respiratory Care program annually. Each of these programs reports a graduation rate of up to 85%. 6 C. Enrollment Projections The table of projected enrollment below presents only new student headcount and new enrollment. The enrollment numbers are cumulative from year 1 to year 5 and include projected attrition and graduation. Projections below are based on the following assumptions: a. Students have completed an associate degree and will be transferring 36 hours in their area of AAS specialization and 15 hours of core credits. b. Continuing student headcount and new figures project attrition at approximately 10% per year (based on current enrollment trends in the Health Studies). FTSE is calculated at 73% of headcount, consistent with past four years of enrollment in health studies programs. c. Due to the fact that most students are likely to be part-time working students, not all students are expected to complete the program in two years. Six students from the first cohort are expected to graduate at the end of year three based on the high probability of part-time enrollments. 7 II. Quality A. Degree Requirements The table below outlines the degree requirements for the proposed program. A total of 120 hours is needed to complete the B.A.S. degree. Of these, 36 hours will consist of courses from the Department of Health Studies and School of Management. All upper division hours, excluding the 36 hours from the health specialization that are transferred in from the community college, will be completed at TWU. Curriculum Most courses taught for current B.S. Health Studies undergraduate degrees will be also used for the curriculum of the new B.A.S. program; thus, faculty will be teaching in the new and current programs at the same time. Only one new course, HS 4743, indicated by two asterisks (**), will be a new course. Prerequisites for B.A.S. degree include a health-related A.A.S. from an accredited institution, a course in medical terminology, and approved courses in human anatomy and physiology. Suggested A.A.S. programs and specializations are shown in the table in Section I.B. above. Students with these A.A.S. degrees will receive a block of 36 credit hours for their A.A.S. specialization. Students in this degree program must complete the TWU core curriculum (if not previously completed), complete 21 SCH in Health Studies, 15 SCH in Business, and 6 SCH of general upper division electives for this 120 SCH program. 7

The Department of Health Studies is anticipating the hiring of one additional full-time tenure-track faculty in the first year of the B.A.S. due to the projected enrollment. 10 D. Library Below is the library director s assessment of library resources necessary for the program including plans to build the library holdings to support the program. The Texas Woman's University Libraries collections in print and online support the proposed degree, including more than 100 databases, most of which carry full-text articles. In the area of Health Sciences, the TWU Libraries subscribe to a wide array of databases and journals such as Academy of Health Care Management Journal, Advances in Contemporary Child & Family Health Care, Behavioral Environmental Health Perspectives, Consumer Reports on Health, Compensation & Benefits Management, Critical Public Health, Evaluation and the Health Professions, Evaluation and Assessment, Health and Stress, and Healthcare Marketing Advisor. The Health Studies Program has been allocated $12,093 for library resources in The closely-related School of Management and Health Systems programs have a combined allocation of $50,000. Because TWU offers degrees in business, business administration, health systems management, health care administration, and education, many resources can be found in these disciplines that are beneficial to students in this degree program. If additional materials are needed, Health Studies has access to another fund available to purchase materials directly related to the curriculum. Costs and Funding Five-Year Costs and Funding Sources Costs New costs will be minimal due to the fact that the majority of the courses for this program are already being taught in the bachelor s degree program, and most of the faculty currently teaching courses for the programs will be the same as faculty teaching for the new major. No additional facilities or equipment costs will be incurred. Personnel cost listed below reflect the salary and benefits for a new tenure-track faculty member in Health Studies beginning the first year of this program and assigned 10

11 50% to this program. Costs are calculated on a 12 month basis, due to courses being taught year round to meet student needs. Travel costs for this new faculty member are included under other costs. While enrollment should grow in the current finance classes, in the School of Management, additional sections are not anticipated. The current frequency of course offerings in the School of Management provide ample coverage allowing for growth to be spread out across the year. Funding: For the first two years, this program will be funded by locally designated institution tuition and fees ($90,544) to cover one new faculty member s salary and travel.
