The Orange Park Police Department charged Jarvis Tyrone Lee, 27, of Green By Eric Cravey Managing Editor OAKLEAF Russell Gautreaux recently learned a tough lesson about how slowly the wheels of government turn when he unearthed a 1950s-era state map showing the intersection of Interstate 10 and State Road 23. His aha moment arrived when he read the words Future Toll Road printed on the map alongside the thoroughfare that has, for years, been referred to as Branan Field- Chafee Road, or State Road 23. Fast forward to May 28 when Gautreaux, a Florida Department of Transportation maintenance engineer based in Jacksonville, is placed in a room with more than 200 Oakleaf area residents who want to know how the soon- to-be reality toll road now dubbed the First Coast Expressway will impact their lives when completed. One man basically changed his mind here today, Gautreaux said. Buehn Correspondent GREEN COVE SPRINGS Clay County emergency planners are rolling out a new set of evacuation maps and zones the first in nearly a decade for the 2014 hurricane season. The new data, which provides for not just the wind speed and direction of a hurricane, also takes into account the storm surge and fresh water flooding that can cause tremendous threats to residents and property, said John Ward, deputy director of Clay County Emergency Management. The result of improved technology, the information comes from the National Hurricane Center and FEMA. This is much more refined than what we used to have, Ward said. 2 2 CLAY TODAY June 5, 2014 COMMUNITY CLAYTODAYONLINE.COM Fizz, Boom, Read greets kids and summer By Mike Ford Correspondent GREEN COVE SPRINGS When school lets out for the summer, Clay County s younger residents have time to invest in recreation and nearly anything else they might want to become involved with. To help give them structure and keep their minds busy, Clay County Public Libraries are providing a summer reading program that will arm them with much more than just books. Offering a wide variety of events beyond storytime for little ones, the program for kids of all ages will run from June 9-July 19 at each branch. Special guests who bring animals, such as lizards and snakes, as well as others who perform magic, balloon-twisting, music and more will rotate between the branch locations, but the program schedules will vary at each of them. Nonetheless, reading is the focus. Kids will be asked to set goals and track their reading through the summer. The books and events will tie into a science and engineering theme, including the chemistry that makes things fizz and go boom. Virginia Duncan leads the children s programs in Orange Park. She says summer reading is designed to intellectuallystimulate children while on their summer break from school. If we have a Doctor Who party, for example, we use that as an incentive to get them to read by reading Doctor Who books, she said. So, not only does it keep them out of trouble, but it provides the intellectual stimulation and vocabulary skills the schools focus on. Jennifer Parker, the branch manager in Green Cove Springs, agrees that library science, as it relates to children, serves to reinforce the school system s efforts when classes are in session. The main reason we do this programming is to prevent what some have called summer slide. We want to keep kids ontrack and libraries are the educational backstop, Parker said. An event is planned for every day of the week except Sunday during the program. Duncan said her branch will show movies for all ages on Mondays, followed by various games on Tuesdays. While this includes video games, it will also include card games and board games. Kelly Bohannan is the children s services supervisor at the Fleming Island branch. She says like other activities, game day makes the summer reading program interactive in a way that embraces the whole family because kids can play board games with their grandparents. She also encourages grandparents to accompany kids to the library to hear local musicians. We have several music performers and we like to schedule those events because schools often don t teach music anymore because of a lack of funding, she said. The branches will conduct various storytime events for different age groups. In Orange Park, there will be pre-school and baby storytime on Fridays, while the Green Cove Springs branch will have storytellers come to the library for Sleepy Storytime on Monday evenings. That will be followed on Tuesdays with Terrific and Scientific, which will feature outside presenters such as those who will bring various reptiles and people from the Wings of Dreams Aviation Museum in Keystone Heights. We re trying to bring in presenters who will give the kids cultural experiences because it might be difficult for some families to get up to Jacksonville and some kids may not be otherwise exposed to some of these different things, Parker said. Duncan said the program typically draws fewer high school students than elementary-age children, but 50 teenagers turned out last summer. She said most teens don t know the library has offerings that would interest them. Unless they are working, though, teens may want to know the movies the library will show are all new. Bohannan said the library at Fleming Island will show movies on Fridays and she is intentional about showing new films because it is expensive for families to go to the movies these days, while the library can show them without a box office charge after the movies are released on DVD and Blu-ray. Robbery from page 1 convicted felon and aggravated fleeing. Prior to being booked into the Clay County Jail on Tuesday, Lee was listed in critical condition at UF Health hospital in Jacksonville where he was airlifted after the police chase and shootout that ended on Park Avenue. Police shut down traffic on Park Avenue from the time of the crash until 4:15 p.m. on Monday and re-routed drivers to Plainfield Avenue and River Road. Lee was shot four times by Orange Park Police Department Sgt. Joel Grant, the agency s first officer-involved shooting since April Grant was placed on three days of administrative leave with pay in the wake of the shooting, which is under investigation by the Florida Department of Law Enforcement. Lee allegedly attempted to rob the Check Cashier business at 644 Park Ave. in Orange Park next to Aron s Pizza at 9:48 a.m. on Monday morning. However, his robbery was interrupted by Orange Park Police Department officers who were summoned to the location. Lee attempted to flee in a maroon 2001 Oldsmobile, but was confronted by an OPPD officer at the intersection of Loring and Plainfield avenues. Police said he fired a small caliber weapon several times before turning back towards Park Avnue. The officer s vehicle was struck, but no one was injured. Upon intersecting with Park Avenue, Lee turned north and attempted to evade police. At the median turn section near the Race Trac convenience store, Lee attempted a u-turn in the 800 block of Park Avenue where his car collided head on with Grant s police cruiser. Lee s car was also struck from behind by another police cruiser. Grant fired four shots into the vehicle driven by Lee, who was struck each time. Lee entered the business with his face covered and displayed a handgun. They [employees] either hit an alarm or called us and gave us a vehicle description. That s when our officers saw [the vehicle] and began pursuit, said Gary Goble, OPPD police chief. In a media briefing, Goble said he did not think Grant acted inappropriately in shooting Lee. I can confirm FDLE is investigating this officer-involved shooting. The investigation is active and in the early stages. Our role is to determine the facts of the shooting and once we have done that, agents will turn over their information to the State Attorney s Office. The State Attorney s Office will determine whether or not any charges should be filed, said Gretl Plessinger, a spokeswoman for FDLE. Meanwhile, at press time, Lee remained in jail where he is being held without bond. According to court documents, he has previous convictions for multiple counts of burglary, grand theft and criminal mischief. The working mother who had delayed completing her college studies while raising four children wanted to capture a moment she often felt would never happen graduating college with a bachelor of arts degree in elementary education, much less graduating with honors, as well as graduating with her youngest son, Colby Grant. Colby has been my inspiration and I am so proud of him and thankful we are pursuing the same goal, she said at the May 30 commencement at the Thrasher- Horne Center for the Arts main stage. I am living proof that if you dream a dream long enough and put in the time and work that is required, even your wildest dream will come true. Grant s entrée into education began the day her first child started school. In raising her kids, Grant, 50, has served as room mom, yearbook publisher, Girl Scout leader and a member of one school s school improvement committee. She boasts about having made 600 SEE GRADUATE, 23 M ilitary News U.S. Air Force training completed by Clay residents SAN ANTONIO Three Clay County residents were among a recent basic training graduation class at Joint Base San Antonio-Lackland in San Antonio, Texas. The airmen completed an eight-week program that included training in military discipline and studies, Air Force core values, physical fitness, basic warfare principles and skills. Airmen who complete basic training earn four credits toward an associate in applied science degree through the Community College of the Air Force. Here are the three graduates: Air National Guard Airman 1st Class Eric M. Shipley, son of Lynn and Bert Shipley of Fleming Island, is a 2010 graduate of Fleming Island High. Eric M. Shipley Air Force Airman Sean P. Ferris, son of Kimberely J. Ferris of Fleming Island, is a 2011 graduate of Orange Park High. Air National Guard Airman Kahill R. Bowen, son of Lavoshia and Carlos McCracken of Orange Park, is a 2012 graduate of Oakleaf High School. Former Clay students graduate from U.S. Naval Academy ANNAPOLIS, Md. Two Clay County residents recently graduated from the U.S. Naval Academy and were commissioned to the rank of ensign. Graduation and commissioning is the culmination of a four-year program of academic, military and physical training designed to produce combat leaders for the Navy and Marine Corps. The Naval Academy s Class of 2014 graduated 1,068 midshipmen, of which, 784 sailors were commissioned as Navy ensigns and 265 marines were commissioned as Marine Corps 2nd lieutenants. Founded in 1845, the U.S. Naval Academy is a four-year military service academy that prepares midshipmen morally, mentally and physically to be professional officers in the Naval service. Midshipmen learn from military and civilian instructors and participate in intercollegiate varsity sports and extracurricular activities. In addition to a rigorous academic program, they also study subjects like leadership, ethics, small arms, military drill, seamanship and navigation, tactics, naval engineering, weapons and military law. Midshipmen also train at naval bases and on ships in the fleet every summer. Upon graduation, midshipmen earn a Bachelor of Science degree in a choice of 25 different subject majors and will go on to serve at least five years of exciting and rewarding service as commissioned officers in the U.S. Navy or U.S. Marine Corps. Trey Wiliams Fleming Island Guest Column The Parental Opportunity by Emil Knowles Sometimes it may seem that the fun of parenting is never ending. You are a proud parent of a newborn child and embrace the child with your heart. The challenges of parenting require us to guide our child while providing parameters for them to develop into physically and emotionally-healthy adults. Communicating with your child sets up the stage that will assist parents and family as a whole as the child Emil Knowles progresses from childhood to adolescence to adulthood. When you consider that the teen years are a period of intense growth, not only physically but morally and intellectually, it s understandable that it s a time of confusion and upheaval for many families. Despite some adults negative perceptions about teens, they are often energetic, thoughtful, and idealistic, with a deep interest in what s fair and right. Although it can be a period of conflict between parent and child, the teen years are also a time to help kids grow into the distinct individuals they will become. Parents should have an open mind when talking to a teenager. Children decide how they feel about themselves partly by how their parents react to them. A lot of teenagers have told me that they already know what their parents are going to say so they don t bother going to them with an issue. This is called mind reading. There are pitfalls of a teen being a mind reader and making assumptions of what their parents may or may not say, but where has the teen gotten that impression? When a child or teen opens up to you, refrain from telling them what to do at every turn and provide them with a safe environment to voice their concerns or just for a talk. Setting the scene for a talk is important. Examples of this could be while driving in the car, cooking dinner, playing games such as a board game or billiards, fishing or some other activity with little or no distractions. Can a phone call wait or is it more important than the connection you re having with your child? Has the parent ever been in a conversation with someone and they answered a lengthy telephone call or kept looking at their watch? If your child can see that you have his or her attention, he or she will feel valued and will open up to you more. That undivided attention is the optimal time to connect with your child or teen and a time to better understand them. While communicating with your child, the child may view this as a trap to talk. Parents should not just notice the problems teens are having, but also provide them positive feedback. Children and teenagers respond better to positive feedback. Provide the positive feedback in a way that reinforces the way that your child feels about themselves and to help create a sense of autonomy. Communicating values such as honesty, self-control and respect for others while still allowing the teenagers to have their own space is important. By doing so, a child or teen may feel less trapped and the interaction could be turned into a parental opportunity. Emil Knowles is a Licensed Mental Health Counselor in Green Cove Springs. CORRECTION The lead article about Big League Dreams that appeared last week, incorrectly stated that Virginia Hall is a partner in the development company that donated the land where the facility was to be built. Also, Mike Price conducted the first BLD audit for the BCC, not Tom Platt as stated in the article. Letters to the Editor Is Big League Dreams really dead? I don t know who has the job of Oracle at Delphi these days but when they retire, I want it. As soon as I read the article last week that the Clay County Development Authority had been struck with a lightning bolt of common sense and pulled the plug on the potential debacle of the Big League Dreams project, I predicted that this was not necessarily the end of this overpriced production. Although the potential $19 million carrot at the end of a very lean stick was threatened to be removed from those who so cherish Corporate Welfare, the pretend entrepreneurs who feel they have a birthright to that cash will not go into that long goodnight easily. And to dangle their own carrot, they promised dozens of part time jobs at minimum wage pay. Never mind that the whole project seemed to be mentored by Zero Mostel from the movie The Producers. Remember that? The whole concept was the fleecing of investors by producing a play using other people s money. This is the same type of thinking that Wall Street bankers embraced in And to this day, the resultant meltdown of the economy has not produced a single indictment for that fiasco. Yet, despite the fact that the project was killed because the price tag had ballooned in cost by at least another $6 million, the Secret Cabal of Landowners (who, for the record, still will not come out into the light and identify themselves) have stated, ac- SEE BIG LEAGUE, 5 Stop bashing Common Core As a 20-year Navy veteran and former Clay County public high school History teacher of 18 years, I am tired and disgusted with the nonsensical, baseless attacks against Common Core State Standards, known in our State as the Florida Standards, running rampant in Clay County. The Florida Standards are straightforward, academic benchmarks in Math and English-Language Arts outlining the basic skills and knowledge our children in Florida s public schools should master by each grade level. While Florida s previous statewide academic standards were more rigorous than those in most states, they were not rigorous enough. How do we know? Graduates who enroll in Florida State College at Jacksonville immediately after graduation require remediation for skills they should have mastered in high school. Worse, more than 20 percent of Florida high school graduates cannot pass the military entrance exam. When ill-prepared students take these SEE COMMON CORE, 5

5 CLAYTODAYONLINE.COM Big League from page 4 cording to Debbie Ricks, that landowners will not even put up the difference in the cost. Just think about that for a moment. A group that remains anonymous, insists they be allowed to use previously marked taxpayer money for road projects to benefit them and only them without having the good graces to do it in public. That is a marvelous definition of Chutzpah. Let s continue to Just Say No to the Zeros in our midst. Another thing, once again Commissioner [Wendell] Davis has to be corrected when he says most people were opposed to Big League Dreams, not the ball parks. No sir, we were not opposed to ball parks. We are opposed to using taxpayer funds for the ball parks. Big League Dreams is simply another opportunistic company existing on the foolishness of county officials who do not believe they are beholden to those who mistakenly put them in office. The term, Big League Dreams was used simply as shorthand to describe the ill-conceived project. It is curious, however, that when Bo Higginbotham offered his idea in place of the BLD idea, it was Common core from page 4 remedial courses, fail to join the military or complete vocational training, you and I as taxpayers foot the bill, and we re talking billions of dollars every year. How? They earn significantly lower wages over the course of their lifetimes, and worse, become more likely to go on means-tested, taxpayer-funded government assistance. This translates into billions of lost wages and taxpayer dollars from our economy on an annual basis. Detractors would have you believe that these standards are the Armageddon for public education, yet they ignore these simple facts by spreading irrational rumors and fear tactics. They have no solutions or better alternatives. And even though they had ample opportunity to voice their concerns more than four years ago when our state board of education openly and constitutionally reviewed and adopted these standards over the course of several months, none was to be found. Let me be clear: These standards are not a political manifesto. They do not usher in a national curriculum. They are not forced upon our state. And for God s sake, they do not influence children s sexual preferences! You can read them for yourself at If you as a parent or citizen are concerned about political bias in our classrooms, then direct your concerns to local education officials. They are the ones, after all, who are deciding what textbooks and materials our children are using in the soundly rejected. BCC stated they would only deal with BLD. Unfortunately, it will be a major problem for Mr. Higginbotham to find an appropriately-sized land area and he would have to purchase it. The landowner will not offer their land for anything other than what they they are already committed to. I was encouraged, though, that perhaps saner minds might prevail at the May 13th BCC meeting when Commissioner [Diane] Hutchings made the statement Government does not exist to create jobs. So true. But we have seen no further distancing of themselves from this project from the other three commissioners. Indeed, three of them flat out refuse to even talk with their constituents. So, we must remain vigilant. The people who have been conspiring to use road bond funding to build their Field of Dreams for personal gain will continue to try to persuade their cronies to give it a second chance. Is it dead? Time will tell. Consider how long we were kept in the dark about this project in the beginning. I will believe it s over when I hear Meinhardt Raabe exclaim It s not only dead, it s really, most sincerely dead! Richard Klinzman, Middleburg classroom, not Washington. I stand in solidarity with all who oppose a federal takeover of education. However, when a few dozen states get together to standardize standards, that makes perfect sense to me as a parent, retired educator and taxpayer. In America, the land of opportunity, a child s ZIP code should not be the deciding factor for what expectations are leveled against him at school. It seems opponents of these new standards should rather embrace complacency and the status quo s mediocrity instead of raise the bar for what we expect of our students. I thank Gov. Scott, the state board of education and the legislature for choosing to keep these high stands in place. I also commend any local education officials who are committed to faithfully implementing these standards in our classroom. After all, their success depends on your good work. The scare tactics must stop. Our children, their future and our state s long-term prosperity depend on us rising above the madness so they can have a shot of success. Clay County Emergency Management officials put a seven-day burn ban in place due to lack of rainfall. The Clay County Sheriff s Office investigated a shooting in Middleburg where a 62-year-old man was accused of shooting his 27-year-old son in self defense after fearing for his life. 1994, 20 Years Ago The Clay County Sheriff s Office arrested James Robert Garrett of Green Cove Springs for cultivating marijuana after they confiscated 28 pot plants from the yard of a home on Coffee Avenue in Middleburg. The Green Cove Springs City Council voted 3-2 to accept a plan to allow construction of raised medians in the center of Orange Avenue/U.S. Highway 17 in the center of the city. Council Member Diane Hutchings and Mayor Jim Loner voted against the proposal. Garber Buick Pontiac GMC in Green Cove Springs donated spray painting services to the Orange Park Police Department s Drug Abuse Resistance Education, or DARE, program vehicle. The program teaches fifth grade students how to say no to drugs. 1984, 30 Years Ago Taco Viva in the Orange Park Mall became the second restaurant in as many weeks to file a lawsuit against the Clay County Board of Adjustment after having its application to sell alcoholic beverages denied. Businesses on co-op lines targeted by scammers KEYSTONE HEIGHTS Clay Electric is warning its commercial accounts and business owners to be aware of scams being attempted by persons who demand immediate payment of delinquent bills. The most recent scam attempts occurred last week in Putnam and Lake counties. Someone called a grocery store owner and said their bill was past due and payment was needed immediately, said Derek Hembree, Palatka District member relations representative. In another incident, the owner of a Chinese restaurant was called and told that payment was required immediately or the power would be shut off. Fortunately, both scam attempts were foiled when the owners called Clay Electric s Palatka District office and inquired about their bills. Earlier this year, Clay Electric received reports that two commercial accounts in Clay County were the target of attempted scams. The two businesses reported someone claiming to represent the co-op contacted them about making payment on an overdue bill. In one case, a payment for more than $2,000 was requested, and the caller wanted the money wired. Clay Electric encourages the businesses it serves to be suspicious of anyone who calls and claims to represent the co-op and wants to be paid for an overdue bill. The cooperative does not collect past due amounts in this manner. If the caller asks you to wire money or use a prepaid debit card, that s a red flag, said Bruce McHollan, director of Clay s Information and Communication Technology Department. If you have any doubt at all, hang up and call Clay Electric at and confirm if any payment is due. Clay Electric sends a reminder letter and makes an automated reminder call when bills are past due. Members with residential accounts have also been subject to scam attempts during the past year that involved s. Amato, you ll probably notice the easy going smile and the big arms. Amato began his tenure with the Town or Orange Park in 1999 as an equipment operator for the town s parks and recreation department, but has since moved indoors to head up the town s economic and community development. We do a number of things. We handle all the permitting in the town, the zoning, planning as far as the comprehensive plan is concerned, and we do code enforcement and business tax out of this office, Amato said. Tasha [Hyder] works [here] so we also do events out of this office as well. A 1997 graduate of Middleburg High School, Amato played football for the Broncos where he endured the now-infamous Bronos prank. Several Middleburg students used diesel fuel to spell Broncos on the field of Orange Park High prior to the OP-Middleburg game. However, it didn t quite turn out like planned when they forgot the C in Broncos, so it ended up as Bronos on the field. By Gregory A. Phillips Staff Writer ORANGE PARK Clay County s four municipalities moved one step closer to the creation of a Super Tuesday voting model for its next round of municipal election. Clay County Supervisor of Elections Chris Chambless has been working for months to convince the leaders from Green Cove Springs, Keystone Heights and the Town of Orange Park to move their council elections to the same Tuesday as a costsaving measure. Orange Park Town Council members voted at the June 3 meeting, 5-0 to direct staff to look into the potential cost savings for the town prior to moving forward with the concept. There would be no increase in cost [to Orange Park]. For instance, with regards I remember that. I think I was a sophomore at the time. It was like, come on guys, you just made Middleburg look worse, Amato said. It would have been better if they hadn t done anything. He then went on to the Florida Community College of Jacksonville in 1997 where he earned an associate of arts in business and public administration. In 2001 Amato married his wife, Veronica, and now has three children ranging in age from 10 to 21-months-old. He and his family live in Middleburg, although Amato said he d eventually like to relocate somewhere closer to mountains, perhaps Tennessee. I would like to live in the mountains, but my family lives here as does my wife s family, Amato said. I ve always liked life here. Amato decided after attending FCCJ that he d like to get into the working world. He looked around and found the equipment operator job with the town. While doing that job, Amato came to the realization that he did not want to be a laborer for the rest of his life and began working towards a bachelor s degree in business adminis- Municipal Super Tuesday one step closer to mailing out mail ballots, right now I don t know how much pre-sorting you do on your mailouts, but I would guess you re paying.48 cents if you have a meter or.49 cents if you do not, Chambless said. Working for the Town of Orange Park while raising a family and working towards a bachelor s degree, Amato caught the eye of Gloria Neely, then head of the ECD. They decided on moving him inside to work in permitting and later working with Neely on zoning issues. As Neely approached retirement, she groomed Amato to be her replacement. For the last couple of years before she retired, she kind of turned everything over to me and taught me the ropes, Amato said. He took over as the interim head of Economic and Community Development for Orange Park for almost a year before the new town manager hired someone else to be the regular head of the ECD and Amato was demoted to being the assistant again. While this move stung, Amato still worked as hard as he ever did to perform his duties to the best of his abilities. It was that dedication to the town that landed him back in the same seat, only this time with the title of department manager. I put on my big boy pants and kept on working, doing what I always did and it ended up paying off, Amato said. He continues to work to improve the town s services, as well as the customer service of his department. He plans put together a website listing all of the requirements needed for some of the more complicated permits so applicants can see exactly what paperwork they will need and only have to submit it one time to get their permit issued. I don t see a whole lot of change in the department. I look at some of the re-zonings that have come through recently and see the need for public comment on re-zonings to ensure that the growth of business in Orange Park can live hand-in-hand with the community feel of Orange Park, Amato said. It s a juggling act, that s for sure. Buehn Correspondent GREEN COVE SPRINGS Fleming Island High School is set to be the newest hurricane shelter for Clay County, although it won t be ready for service during this year s hurricane season. Bids for retrofitting the school to make it serviceable as an evacuation shelter are to go out soon with work starting shortly INFORMATION For more information about shelters, or to register for the county s CodeRED emergency alert system or a special needs shelter, visit the county s web site at and follow the link to the CodeRED Community Notification Enrollment page or Call Management office at (904) thereafter, said John Ward, deputy director of Clay County Emergency Management. Much of the work will be done over the summer so student life won t be interrupted, he added. We re trying to push it through during the summer, he said. Plus, most of the work is on the exterior of the building, Ward said. That work will include such things as installing shutters for the cafeteria and building a protective wall around the school s generators. When completed, the shelter should accommodate between 400 and 600 people, Ward said. The cost of the project is estimated at about $140,000, which will be funded by state and federal grants, Ward said. Under terms of the grants, the work must be completed by Nov. 1. But because of required inspections and certifications, it won t be ready for use until the 2015 season, Ward said. The shelter should bring a sense of relief to many Fleming Island residents, who won t have to leave the island if they need to seek shelter, Ward said. People like to stay close to their home and their property, Ward said. The finished shelter will provide the final piece of infrastructure that will negate the need for Fleming Island to be completely evacuated in case of a major storm, Ward said. Emergency planners in counties throughout Florida received the new data and, like Clay County, worked with other local officials to determine the new evacuation maps and zones, the first revamped maps since The result for Clay County is that many more households than in the past could be told to evacuate in the face of a hurricane. Under the previous evacuation plan, some 6,807 homes would be told to evacuate as compared to 17,302 under the new plan. Most of the increased numbers would come from the McGirts Creek Basin, which is just west of Blanding Boulevard in the northern section of the county, to the Black Creek Basin, in the Green Cove Springs and Middleburg area. Those areas could be particularly prone to flooding, Ward said. With the new data, planners have designated evacuation areas with alphabetical labels. For Clay County, the zones are A, B and C, with A zones being the first that would be evacuated. In other areas, the zones go even further, with nearby Duval County, which has oceanfront territory, using zones from A to F. Emergency officials are trying to get away from using terms such as Category 1 storms, Ward said, to keep people from being complacent. That s (complacency) probably the biggest thing we fight, he said, using Sandy, which hit the Northeast so hard basically classified as a tropical storm, as the perfect example. That caused as much damage as a Cat 4 hurricane, but it wasn t even a hurricane, he said, adding that when people hear the approaching storm is simply a tropical storm, or a Category 1 hurricane, they may think they have nothing to worry about, when in fact, there can be plenty to worry about. Another thing Ward worries about is that people won t respond when they are told it s time to evacuate. Many people have never really experienced how disastrous a storm can be, and fail to take action, despite the warnings emergency crews issue. Unfortunately, I cannot legally force a person to leave their home, he said. But for those who do listen and respond, there are 17 shelters in Clay County people can use, with an 18 th shelter set to come online at Fleming Island High for the 2015 hurricane season. Even so, Ward said, if possible, the best place to evacuate is to something besides a hurricane shelter, such as a friend or family member s home. A hurricane shelter should be the last resort. After all, it s not going to exactly be the Hilton, he said. We prefer people stay with friends or family. Most important of all is that people know their zone, and register with the county s emergency alert system called CodeRED, Ward said. Residents can register at and follow the link to the CodeRED Community Notification Enrollment page. Those without Internet access can call Clay County Emergency Management at (904) The evacuation and shelter map is also available for viewing at that site. The ultimate goal, Ward said, is to make people as safe as possible. With all of this new data and new technology, we hope we can make people safer, and get them to take action if they need to, he said.

Karnish graduates from Central Methodist University FAYETTE, MO. Madonna Karnish, of Orange Park has graduated from Central Methodist University with a bachelor of science degree in psychology. Ridgeview High graduate named National Merit Scholarship winner EVANSTON, Ill. The National Merit Scholarship Corp. recently announced that an Orange Park student is the recipient of a college-sponsored scholarship. Officials said Samuel J. Perna will receive a National Merit Scholarship between $500 and $2,000 from the University of Central Florida where he plans to study computer engineering. The scholarship award announced May 28 is one of about 4,500 college-sponsored National Merit scholarships awarded in May, according to a news release. The program called Scholarships for Military Children announced recently that Jacob Landin is the recipient of a $2,000 scholarship, which was awarded through the commissary at Naval Air Station Jacksonville. He plans to attend Kansas State University. Jacob Landin Landin, son of Jammie and Amy Landin, was a member of both the National Honor Society and Spanish Honor Society while at Oakleaf. Initiated in 2000, the Scholarships for Military Children Program is open to children of active duty U.S. armed service members, retirees, guard and reserves, as well as children of deceased military members. Many Floridians take the summer off from vegetable gardening. Unlike our Northern neighbors, who are forced into seasonal shutdown in winter months, we re lucky enough to enjoy mild temperatures and a wide range of crops we can grow in cooler months. Due to high summer temps and humidity and the pest and disease problems that these bring summer is the season to skip for many Florida gardeners. If you d rather spend your summer sipping lemonade, then consider solarizing your vegetable garden while you take time off in the shade. Heat is produced to help eliminate weed seeds, nematodes, diseases, and insects in the soil. This helps create a healthier start to your fall garden. The light of the sun will pass through the clear cover and build up below. The heat raises the temperature of the soil to a degree that is lethal to many of the pests that plague our gardens. The process relies on several weeks of sunny days, so a cloudy or rainy summer can reduce the benefits. It also won t work for gardens that receive less than full sun; if yours gets six to eight hours a day, solarizing will work for you. Solarizing relies on heat building below the cover. To work well, edges must be secured and care taken to prevent tears and punctures to the cover. When enough sunny weather has helped raise the temperatures, pest population levels can be reduced for three or four months through solarization. To start, you ll need to get some clear plastic sheeting and a shovel. Clear plastic is the important part it magnifies the sun s rays beneath the cover. While sheeting, colored tarps, or similar products may be handy or less costly, they won t work. Don t use anything opaque, translucent, frosted or colored. These reflect heat instead of absorbing it - so the heat is more likely to dry out or even burn any plants around your vegetable garden rather than help your soil. Clear plastic comes in many thicknesses; the thicker it is, the less likely it will be to tear. Aim for the thickest your budget will allow, and get a piece that s at least one-to-two feet longer in each direction than your garden measurements. It also won t work for gardens that and remove irrigation and any plant debris, making sure to get rid of roots, sticks, and stones that might puncture the cover. You can till or turn your soil for even better results. After you ve prepped the soil, rake it smooth. To work well, your soil needs to have some moisture without being soggy or waterlogged. Covering the day after a good rain is best. If soil is dry, you ll need to water the day before covering. Once your prep work is done, dig a trench around the entire garden perimeter, placing the soil you remove to the outside of the garden area. Now you re ready to cover. Spread the plastic sheet out over the garden. If a friend or family member isn t available to help, a large cardboard box can help hold down the middle while you smooth out the edges. Make sure each edge lies in the trench and the surface is smooth, and then replace soil in the trench on top of the plastic. Check to make sure that all the edges are secure any airflow below the cover can cool the soil and prevent effective solarization. Check the cover periodically throughout the season to make sure your cover stays intact. Small tear and holes should be patched with duct tape as they occur. If rain or irrigation water puddles on the surface that s fine, but clean off any dirt or debris that settles on the cover. This is the very point of His always being with us. If we never had problems, trials, hardships, would we realize our need for Him? He told us in His Word that the difficulties we often face will come. Trials are an expected part of our lives. Dear friends, do not be surprised at the fiery ordeal that has come on you to test you, as though something strange were happening to you. (I Peter 4:12 NIV) So expect trials; they will come. When trials come, He is with you. Jesus promised it when He said, I am with you always, to the end of the age. (Matt. 28:20 ESV) The battles in life are spiritual. For our struggle is not against flesh and blood, but against the rulers, against the authorities, against the powers of this dark world and against the spiritual forces of evil in the heavenly realms. (Eph. 6:12 NIV) If you are going to win a battle in the spiritual world, you must fight with spiritual weapons. We have been promised the proper resources to win such battles. The weapons we fight with are not the weapons of the world. On the contrary, they have divine power to demolish strongholds. (2 Cor. 10:4 NIV) There are battles to be fought. The battles are spiritual. God has provided spiritual weapons for us to fight these battles. If we fight the battles with God s weapons we will always be victorious. Today is your day of victory. The enemy s attack on you will not succeed if you will stand in the power of your Savior. In everything we triumph through Him because He makes us more than conquerors!
