INTRODUCTION The Azerbaijan Water Supply and Sanitation Investment Program is being cofinanced by the Government of Azerbaijan and the Asian Development Bank through a multitranche financing facility (MFF) involving several tranches. The Tranche 1 Nakhcivan subproject of the Investment Program included partial construction of WSS network of the City and construction of a new WTP. According to the Loan Agreement L-2571 AZE betwen the Govenment of Azerbaijan and ADB, construction works for intercity sewerage and water networks and also water treatment plant in the town of Nakhichivan are executed. Two packages were planned within this subproject: Contract-1 (L ICB-2.02): Construction of 21.5 km of water network with fire fighting hydrants and house connections, 18.3 km of sewage network with manholes and house connections, and a 10,000 m 3 concrete water reservoir. Contract-2 (L ICB-2.03): Construction of Nakhcivan City water treatment plant with 40,000m 3 /day capacity The construction works under Contract-1, which had started in May 2010, was succesfully completed in September The construction works under Contract-2 have started in December 2011, and is expected to last for eighteen (18) months. This Report (Bi-Annual Environmental Monitoring Report) is prepared considering the time period from July 2011 to December The Project s Environmental Impact Monitoring and Mitigation is carried out in accordance with the Environmental Management Plans prepared by the PIU / Consultant. The construction activities affecting the environment are as follows: (1) Trenching (2) Removal of soil (3) Pipe installation (4) Backfilling and compaction (5) Asphalt/concrete roadway patching/paving (6) Slope protection and other miscellaneous works. The following items are monitored during the implementation of the project. (1) Noise (2) Water Quality (3) Air Quality

6 5 (4) Flora - Fauna (5) Waste disposal The subproject construction sites under Contract -1 were located in existing roads right of way. Also the area to be the site for construction of the water treatment plant (Contract-2) is owned by Nakhchivan Sukanalizasiya OSC. There are no protected areas, wetlands, mangroves, or estuaries. There is no land acquisition and relocation of people. Trees, vegetation (mostly shrubs and grasses), and animals in the subproject sites are those commonly found in built-up areas. The geological structure of the area is stable and no potential land subsidence is foreseen. A. Construction activities and Project Progress during previous 6 months The activities which were carried out by the Contractors in the past 6 months (July 1 to December 31, 2011) comprised mainly of 11.2 km of water lines and 2.7 km of sewage lines with associated valves, fittings, hydrants, manholes etc. In addition, excavation works of water treatment plant building has also started in December. Other works which were carried out are incidental items comprised of installation of manholes, fire hydrants, valves and valve boxes. The whole of the Works under Contract 1 were completed in September B. Environmental Management Team An environmental management team exists under the PIU of SAWMC. The team consists of Mr. Ibrahim Mammadov as Manager and Mr. Humbat Bakhshiyev as Environmental Control Official (ECO). The consultant has also a construction specialist and field inspectors on site for help SAWMC on supervision and monitoring of the Environmental Management Plan. C. Project Organization Project organization for the two awarded contracts listed above is given in the table below.

ENVIRONMENTAL MONITORING During the last six months no environmental issues or complaints from the local residents were received. On the contrary, ongoing random public consultations showed that all construction work is being done with very well taken environmental safety precautions. The Contractor kept records of contractors safety; environmental considerations of construction sites; air quality, noise and waste management; and public complaints in accordance with Contractors obligations under the Contract. Within this report period, no public complaints or adverse environmental impacts related to the works has been noted or observed. A. Noise The Contractor has employed practical means to minimize noise resulting from construction work. Noise was minimized through proper maintenance of equipment and vehicles. All construction tasks were carried out during unrestricted hours (09.00 to 18.00) Monday to Saturday, excluding general holidays All heavy vehicles and mechanical equipments used for the purpose of the Works were fitted with exhaust silencers, which are being maintained in good and efficient working order. No diesel heavy construction equipment are kept running idle for more than five minutes. Machines in intermittent use were being shut down in the intervening period between works or throttled down to a minimum. The Contractor had organized his operations at the start of the project with regard to the positioning of plant and movement of vehicles to minimize noise adjacent to properties. This organization continued until the end of the project. Special consideration have been provided to protect workers from harmful and long exposures to noise originating from construction machinery such as the wearing of earmuffs for operators. Handling of construction materials were done during daytime. B. Water Quality No construction work took place around natural bodies of water like rivers, streams, etc.

8 7 All works have been undertaken in a manner that will minimize the silting of any body of water and no debris, slash, wood chips, organic debris, soil, petroleum, diesel fuel, oil, grease, ashes, or other substances deleterious to environment was allowed to enter any water bodies. Solid Construction material and spoil stockpiles were covered to reduce material loss and run-off and stockpiles were not located nearer than 200m to any water bodies. Natural drainage patterns have been maintained or controlled throughout the entire construction operation to minimize silt release into streams or other water bodies. C. Air Quality In cases where dust may occur; the surfaces were sprayed with water using water trucks equipped with sprinklers or any other appropriate means. This procedure was executed to effectively control the excessive spreading of dusts particularly during dry and windy days. 30 km/h speed limit was set for movement of heavy construction vehicles on roads in the City. All excavation works, and loading/unloading operations were stopped when wind speed exceeded 12 km/s. Dust emission created by concrete and asphalt plants were collected by their dust collection system or cloth filters to control the excessive dust. All construction activities were executed in such a way that will minimize if not totally eliminate the spreading of dust or any inconvenience and nuisance to nearby communities. D. Flora and Fauna The Contractor did not encounter any Flora or Fauna along the pipeline alignment, there is no Flora during the execution of the Works. E. Waste Disposal All solid wastes were properly packaged, and disposed at the designated waste disposal site of the City. The site was designated by MENR, and was located 8 km north-west of the City. Waste containers were placed in every construction site and worker camps. These containers were daily collected and disposed lawfully. F. Summary Monitoring Report The table below provides a summary of safeguard issues included in Contractors Monthly Reports for (i) July to September 2011, prior to completion of the Works for Contract 1; and (ii) December 2011 for Contract 2.

None None None N/A N/A None III. ENVIRONMENTAL MANAGEMENT A. Site Inspections PIU Environmental Control Official performed daily site visits to project sites. In addition, the consultants field inspectors were on site daily to observe safeuard measures. Plus, the PIU environmental manager performed at least weekly visits to the construction sites. B. Reporting The Contractor submitted monthly statements to the PIU describing their environmental monitoring activities. Refer to summary table above and Annex A. C. Non-compliance Notices No non-compliance notices have been issued on Contract 1. Contract 2 works have just started and no notice was issued to Gemiqaya İnşaat & Denizsu Joint Venture, either. D. Corrective Action Plans No corrective actions were raised during the report period of July December E. Consultation and Complaints No complaints were received during the report period.
