2 Agenda Spectrum Management Operations have evolved in recent years from a pre-mission planning task into an ongoing operational activity spanning well beyond Signal operations across all Warfighting Functions, and with direct responsibility for the Electronic Protect (EP) pillar within Electronic Warfare (EW). This discussion will cover where Army Spectrum Management Operations stood on 9-11, how it evolved in response to Counter- IED actions, the relationship with EW, and how the Army will pursue modernization of one of the three pillars of Cyber Electromagnetic Activities. 2

8 Cyber/Electromagnetic Activities (CEMA) Cyber electromagnetic activities are activities leveraged to seize, retain, and exploit an advantage over adversaries and enemies in both cyberspace and the electromagnetic spectrum, while simultaneously denying and degrading adversary and enemy use of the same and protecting the mission command system. (ADRP 3-0) The three components of cyber electromagnetic activities are cyberspace operations, electronic warfare, and electromagnetic spectrum operations. Planning, coordination, and managing use of the electromagnetic spectrum through operational, engineering and administrative procedures to de-conflict all systems. The importance of the electromagnetic spectrum (EMS) and its relationship to the operational capabilities of the Army is the focus of EMSO.
